2.0 PROJECT LOCATION
2.1 Disturbance Area
The estimated area of disturbance for the renovation of this project is estimated at 956 SF per the
included site/demo plan. The majority of work will occur inside the building, with only task-specific
disturbance happening outside the building.
2.2 Location
See Attached Appendix C – Project Vicinity and Haul Route Map
2.3 Description
The scope of this project will be primarily interior renovations with select façade elements being
removed and replaced (siding, log trim, etc). Minor site work related to landscape repair, updates
and replacement of existing finishes at terrace locations. Other exterior work will be limited to repair
and refinishing of existing elements, including partial roof replacement and window replacement.
The approximate area of exterior disturbance is less than 956 S.F.
No major disruption or negative effect to public utilities is anticipated. Currently, the existing sewer is
assumed to be sufficient for the remodeled areas. A new waterline may be required to meet the
requirements of new fire suppression. During the water main tap process, water service may need to
be briefly disrupted for downstream customers for a few minutes to connect the new water supply. A
separate permit and traffic control plan will be submitted if and when this work is scheduled.
3.0 PROJECT DOCUMENTATION
3.1 Permits/Other Documents
This Construction Management Plan (CMP) is being submitted as required by the Permitting Process
for the Building Permit.
Koru Ltd. operates as a General Contractor in the City of Aspen and Pitkin County under License No.
C-005616
See attached Appendix N – Contractor’s License.
When available, the Building Permit will be posted on site in addition to any ancillary permits for ROW
easements, etc.
PUD, Subdivision Improvement Agreements and Related City Ordinances are incorporated into the
plan set, as required.
3.2 Public Notification
A minimum of 10 days prior to the start of construction, a notification letter will be delivered to all
neighboring properties with in a 300 foot radius. This letter will provide information about the project,
the proposed project and construction schedule, potential impact to the neighborhood and an
invitation to the Pre-Construction Meeting. In addition, required personnel including Utility Personnel,
applicable City Departments, the Roaring Fork Transit Authority and the Aspen School District will be
notified and invited to attend the Pre-Construction Meeting.
Demolition will begin upon receipt of the building permit which is anticipated May or June 2019. As
such, the Pre-Construction Meeting will be scheduled for that timeframe, pending final receipt of

permit. . This public forum meeting will summarize this CMP and give attendees additional
information regarding the Project.
During the construction process, public updates will be available at a kiosk or information box
located near the front gate or office. In addition, should major events where the public may be
affected (e.g. road closures, parking leases, ROW usage, etc.) signage will be placed on site and
made visible to the public and direct notifications made to those community members who are
available and have the potential to be directly affected by construction activities (immediate
neighbors).

4.0 PROJECT IMPLEMENTATION
4.1 Dates of Construction
Currently, the construction is anticipated to commence on or about August 1st, 2019. It is estimated
that the total construction duration will be 12 months, with an anticipated completion date on or
about July 31st, 2020.
4.2 Hours of Construction
As required by City Ordinance, construction hours will be limited to 7:30am – 5:30pm, Monday
through Friday, and 9:00am – 5:00pm on Saturdays. Construction activities will not be permitted on
Sundays.
The project is located within the Central Resort Area (CRA) as defined in Appendix E and as such is
subject to CRA work restrictions as detailed in Appendix I.

In accordance with the Noise Suppression Plan, work activities generating noise levels in excess of 80
db. will be constrained to the hours of 9:00am – 5:00pm Monday through Friday only.

4.3 Sequence (Phasing) of Construction

4.4 Adjoining Properties
The property is located at 210 S. West End St in Aspen. It is bordered on the West and South by S
West End St. and E Hyman Ave respectively. An alley separates it from the closest house to the North
and it does have a neighboring property to the East on Hyman Ave. Any potential utility work that
may occur will be limited to the Southwest corner of the building/lot, minimizing any impact on
neighboring properties.
The property to the East will be protected from potential negative impact with a site fence and use
of BMP’s. Koru will discuss the overall height of this site fence with the neighboring property and may
also choose not to install a site fence until nearby exterior work happens. The site fence will be
reviewed and coordinated with the neighboring property.
4.5 Project Fencing
The Project will be secured with semi-permanent chain link style construction fence panels with
privacy screening for the duration of the project or until activities on the structure have concluded.
The fence will be 6’-0” in height with windscreen and will be installed per the attached site plan. If
exclusion fencing is required during exterior site work, it will be utilized only when needed.
4.6 Public Health and Welfare
Public health and welfare are of paramount importance within the active management and daily
operations of the construction process. The management practices contained within this CMP detail
the steps that will be taken to maintain public safety and minimize any impact the Project may have.
4.7 Natural Environment
A tree mitigation plan will be prepared by the Architect and submitted with the Plans. This mitigation
plan will detail proposed tree removals and trees to be protected in place. The City Forester will be
directly involved in the approval and verification process for this effort.
5.0 SITE AND RIGHT OF WAY MANAGEMENT
5.1 Right of Way Management Plan
See attached Appendix M – Proposed Site Management Plan.
The only ROW work that might occur will be directly related to a new water tap/line from the
Southwest corner of the house to the main in E. Hyman Ave. A separate permit application with a
dedicated ROW plan will be provided if that work is required.

5.2 Emergency Access / Ordinance 35
KORU, Ltd. will maintain continuous access for Emergency Vehicles (Police, Fire, and Ambulance) on
and around the Project site. See attached Appendix M – Proposed Site Management Plan, for
diagram detailing Emergency Ingress/Egress for the site.
5.3 Construction Parking Details
See attached Appendix M – Proposed Site Management Plan. The onsite parking and trailer
location are within the property line. The subject property has (7) dedicated off-street parking
spaces that will be utilized for construction-related activity. Dumpster storage may also happen
within this dedicated parking area. Any additional parking required will be addressed with public
paid parking on nearby City streets and will only be utilized during normal business hours M-F.
Sub-contractors will be required to carpool, minimizing the impact on city parking. Ample off-street
parking is available (for use only with valid permits) for the duration of the Project on nearby streets
which should pose little to no negative impact to neighboring homeowners.
Koru encourages its subcontractors to take advantage of the City Carpool program in an effort to
minimize the number of vehicles present on a daily basis.
5.4 Staging Areas
All materials, materials handling equipment, and staging will be confined to the Project site. Under no
circumstances will Project materials or equipment be stored in the Public ROW. KORU, Ltd. will
maintain trash containers and portable restroom facilities within the limits of the Project. See
Appendix M – Proposed Site Management Plan
5.5 Right of Way Limitations
Any pedestrian ROW interactions at the S West End and E Hyman property line(s) will be handled with
pedestrian safety as the primary concern. Car and pedestrian traffic appears to be minimal in this
particular neighborhood.
5.6 Construction Trailer, Material Storage, and Waste Management
The Project Office (Job Trailer), Dumpster and Recycling containers will be kept within the property
(see Appendix M – Proposed Site Management Plan. No food refuse will be stored on the site. A
waste management plan will be provided to the City prior to demolition. Temporary trash storage
will be contained to the existing garage.
6.0 TRAFFIC CONTROL
6.1 General
All traffic control operations will be managed by the designated Traffic Control Supervisor (see
contact designation)

We estimate a maximum of two deliveries at a time. Delivery hours would be between 8:00am and

Debris pickup and delivery times will be coordinated such that only one truck will be on-site at any
given time. Delivery vehicles and all other on-site vehicles will not be allowed to idle for more than 5
minutes, (with the exception of generators or PTO type operations). Project sub-contractor and
suppliers will be provided with written notification of Aspen’s vehicle idling regulations. See Appendix
L - Engine Idling.
6.5 Traffic Control Plan
KORU, Ltd. does not anticipate a need to interfere with traffic on any Public Right-Of-Way. If an
unforeseen need arises, a Traffic Control Plan (TCP will be prepared by a State Certified Traffic
Control Supervisor. This plan will conform to the most current edition of the Manual of Uniform Traffic
Control Devices for Streets and Highways (MUTCD) and be submitted to the City of Aspen
Department of Engineering for approval/permitting.
7.0 PEDESTRIAN PROTECTION
7.1 General
Pedestrian protection will be a major concern throughout the project, particularly at the property
lines along S West End St. and E Hyman Ave. The construction work should allow the existing
sidewalks to remain open for most of the project, minimizing impact on pedestrian travel.
7.2 Limitations
No limitations are anticipated in consideration of the proposed project limits.
8.0 SEDIMENT AND EROSION CONTROL
8.1 Requirements
The Project Civil Engineer has provided an engineered storm water management system that
complies with the City’s Urban Runoff Management Plan. All other Sediment and Erosion Control
related activities will be managed using the following measures:

Storm Water Pollution Prevention Plan
All necessary Best Management Practices (BMP's) will be installed and maintained in order to
minimize potential contaminants entering adjacent streets, gutters, and waterways. Primary
measures are as follows:
• Avoid unnecessary site disturbance.
• Maintain grading; install silt fences and sediment traps, prior to and during any soil disturbance.
• Minimize tracking of dirt and mud outside the project limits through engineering controls and use
of tracking pads.
• Utilize approved means and methods for concrete placement and washout.
• Koru will make every effort to take additional precautionary actions by limiting site ingress/egress
during and immediately following significant precipitation events, and by timing egress (during
winter months) to morning hours prior to daily thaw cycles.
• Use approved temporary sanitary facilities, and adhere to maintenance means, methods and
schedules.
BMP’s for Storm Water Pollution Prevention
Best Management Practices (BMPs) will be employed for storm water management as indicated in
the following sections.
A. Structural Practices:
1. Silt fences will be installed on the downhill sides of all areas of disturbance. (See Fig.
1.0, Typical Temporary Sediment Control Fence.)
2. Due to the existing gravel parking area, it is assumed that a Vehicle Tracking Control
pad (VTC) will not be needed however;
i. Koru will make every effort to take additional precautionary actions by limiting
site ingress/egress during significant precipitation events, and by timing egress
(during winter months) to morning
3. Temporary diversion ditches and swales will direct runoff from other site areas through
straw wattle and hay bale filtration prior to discharge off the site. The exact location
and alignment of these structures will be determined in the field based on project
phasing and the space needed for construction staging.
4. Fugitive dust control will be achieved using a hose and spray nozzle.
5. Surface roughening will be conducted in newly excavated areas to provide
temporary stabilization when other temporary stabilization measures are not feasible
(such as gravel or temporary vegetation) or will not be provided immediately.

B. Inlet / Drain / Stockpile Protection
Following installation of any temporary and / or permanent storm water drains, sump pits, or
swales, temporary sediment control features will be installed and maintained until project
completion. Typically, straw wattles will be installed according to the following detail(s).

C. Non-Structural Practices:
Pollution prevention will be stressed among all employees and sub-contractors, including
adequate training of personnel and frequent monitoring of activities.
1. Proper facilities and procedures will be used for on-site waste storage and disposal.
Daily inspection and maintenance of waste disposal areas will be conducted.
Where possible, waste containers will be covered, and waste storage areas will be
fenced.
2. The contractor will ensure that good housekeeping be employed during demolition,
with all work, materials storage and waste storage areas kept in a neat and orderly
condition.
3. Existing trees and mature vegetation that are not to be removed will be protected
during demolition to limit unnecessary disturbance of site soils and maintain natural
erosion control.
D. Temporary Facilities:
A temporary sanitary facility (Port-a-potty) will be utilized on-site during construction activities.
The following BMP’s will be utilized to minimize potential for negative environmental impact;
1. Portable toilets should be located away from high-traffic vehicular areas.
2. Portable toilets must be placed at least 20 feet away from all storm drains and streets.
3. Portable Toilets MUST NOT EVER be placed on top of storm drain inlets or on a street.
4. Portable toilets shall be placed on a level ground surface that provides unobstructed
access to users and servicing pump trucks.
5. Portable toilets should wherever possible be located upon natural ground and not on or
within 5 feet of a paved surface such as asphalt, concrete or similar.
6. If portable toilets must be placed on a paved surface exposed to rainwater or
stormwater runoff, extra care must be taken during servicing to ensure any waste water

spilled onto the paved surface is rinsed and adequately collected so as not to leave any
residue. A wet shop vacuum or similar would provide for adequate collection.
7. Portable toilets should not be located within the buffer of any stream (ditch) or lake, or
within any other larger stream/lake buffer that may have been established.
The following maintenance steps will be utilized to minimize potential for negative
environmental impact;
1. Portable toilets must be cleaned and have waste removed at least weekly. Additional
service intervals and/or additional portable toilet units may be necessary depending on the
volume of use the facilities receive.
2. Damaged portable toilets must be repaired or replaced immediately.
3. Rinsing of portable toilets (excluding the inside of portable toilet waste tank) may be
completed on site when the following conditions are met:
a. Rinse water is controlled to prevent it from entering into a storm drain;
b. No more than one (1) gallon of rinse water is used per portable toilet (i.e. low volume
high-pressure cleaners, or bucket and rag. No common household hoses.);
c. Rinsing is completed at least 20 feet away from a street or storm drain.
d. Where the portable toilet must be located on a paved surface:
i. any rinse water that comes in contact with the paved surface must be
adequately collected.
e. Where the portable toilet is located on a non-paved surface:
i. rinsing should be completed at least 5 feet away from a paved surface;
ii. rinsing wastewater is drained to the ground at a rate that allows it to
immediately soak into the ground;
f. Rinse water generated during the cleaning of portable toilet waste tanks must not be
discharged to the ground or to a storm drain and must be retained within the tank.
g. Maintain all portable toilets in good condition to prevent leaks or spills.
h. Portable toilet wastewater (human waste/sewage) must never be disposed of on-site.
E. Materials Handling
1. All potentially hazardous materials will be stored off site. In the event that any such
materials are stored on site, toxic materials and petroleum products will be enclosed and
contained in an impervious elevated basin sized large enough to hold the volume of the
hazardous materials being contained.
2. Any spill or discharge or construction related materials will be cleaned up immediately
and disposed of accordingly.
3. Any spill not properly contained and cleaned-up will be reported to the proper
authorities.

Final Stabilization and Long-Term Storm Water Quality
All temporary BMPs will remain in place until construction is complete and revegetation has been
verified to have taken hold. Installation of permanent site drainage measures and storm water
management practices will be as detailed in the project Civil Drawings, included in the permit
submittal package.

Inspection and Maintenance Procedures
A. A thorough inspection of the storm water management system will be performed at least every
14 days, and after any precipitation event that causes run off. The inspection will include the
observation of the construction site perimeter and discharge points, all disturbed areas, and
material storage areas exposed to precipitation. All erosion and sediment control measures will
be inspected for integrity and functionality (e.g., sediment fences, hay bales, straw wattles,
temporary swales and ditches).
B. Damaged or ineffective BMPs will be fixed and/or replaced. Removed sediment should be
placed where it will not become an additional pollution source.
C. When necessary, BMPs will be added, removed or replaced with more effective measures. All
such actions will be documented and the SWMP will be updated to reflect those changes.
8.2 Smuggler Mountain Restrictions
Not applicable for this project
9.0 FUGITVE DUST CONTROL
9.1 Fugitive Dust Control Plan
9.2 Requirements
The project's Dust Prevention and Control Plan are as follows:
• Avoid unnecessary site disturbance.
• During demolition operations if conditions are dry or deemed otherwise necessary, a hose and
spray nozzle will be used on site to mitigate potential airborne dust.
• Exported demolition debris will be hauled off via covered dump trucks. All areas directly
surrounding the site will be maintained daily with thorough cleanings taking place every Friday
afternoon.

10.0 EMISSIONS
10.1 General
All vehicles and equipment used on site will be properly maintained such that the engines will
function within the manufacture's standards or parameters.
10.2 Emissions from Diesel Powered Engines
Emissions from diesel engines operated within the City of Aspen shall be of a shade or density no
darker than 40% opacity, except for starting motion no longer than 10 seconds or for stationary
operation not exceeding 10 seconds.
11.0 NOISE SUPPRESSION
11.1 General
The noise limit for construction is measured at the property line of the construction site. All
construction equipment shall be adequately muffled and maintained to minimize project noise. The
installation of noise barriers is the minimum technique to suppress noise, especially when shoring and
performing other specific localized area tasks.
11.2 Noise Suppression Plan
All activity that generates noise in excess of 80 decibels (65 decibels during the summer season)
requires a noise suppression plan and is restricted to operating between the hours of 9am and 5pm
Monday through Friday.

Koru will install noise reduction panels to the perimeter site fence (Behrens and Associates STC-25
Acoustical Blankets or approved alternate) and utilize portable sound blocking panels (Echo Barrier,
acoustic noise barrier, or similar) to further mitigate sound as needed at specific localized areas, e.g.:
surrounding compressors, mixers, shoring drill. The noise reduction panels will remain on the perimeter
site fence from project initiation through its completion, as the driveway pour and landscaping are
expected to be among the final activities. The portable sound blocking panels will remain on site
through the completion of roofing, siding, and any exterior stone masonry or tile (whichever occurs
later) to abate noise from the related saws, compressors, and mixers. Throughout the course of the
project, the portable sound blocking panels will be placed in the following locations:
• Shoring – in front of / above the drilling rig, alongside the auger at its point of entry into the
earth, and along ide the drilling rig.
• Mixer – on all sides other than one slot for access to and from the mixer. The opening will be
oriented towards the center of the site.
• Concrete Saws and Coring – on all sides during cutting/coring.
• Compressors – on all sides when outside of the structure.
• Table Saws / Cutting Areas – on all sides when outside the structure other than one slot for
access to and from the cutting area. The opening will be oriented towards the center of the
site.

11.3 Continued Noise Monitoring
In addition to the standard practices agreed to within the signed Noise Suppression Plan, the table
below from the City of Aspen's complete packet has been included for quick
contractor/subcontractor reference in Appendix D – Noise Suppression Plan.
11.4 Requirements for Activities Exceeding 80 Decibels
Activities exceeding 80 Decibels will be scheduled, communicated to neighbors, executed and
minimized according to City requirements. Large scale works such as excavation will utilize a
temporary noise barrier (Behrens and Associates STC-25 Acoustical Blankets with integral panels or
approved alternate) located at the perimeter of the site. Smaller, more localized activities producing
excessive noise such as compressors, and mixers, will utilize portable sound blocking panels (Echo
Barrier, acoustic noise barrier, or similar). These barriers will be placed to protect the neighboring
properties. The barriers will be built and maintained per the City of Aspen’s guidelines (see Appendix
D – Noise Suppression Plan).
11.5 Specific Restrictions Related to Manufacturing on Site
Activities exceeding 80 Decibels will be scheduled, communicated to neighbors, executed and
reduced according to City requirements.

Appendix L – Engine Idling
Section 13.08.110 Engine Idling.
(a) Except as hereinafter provided, it shall be unlawful for any person to idle or permit the idling of
the motor of any stationary motor vehicle for a prolonged or unreasonable period of time
determined herein to be five (5) minutes or more within any one (1) hour period of time.
(b) This section shall not apply when an engine must be operated in the idle mode for safety
reasons including, but not limited to, the operation of cranes and fork lifts used in the
construction industry.
(c) The time required by a diesel powered motor vehicle with a gross weight rating of ten
thousand (10,000) pounds or more while operating in a stationary position to achieve a
temperature of one hundred twenty (120) degrees Fahrenheit and an air pressure of one
hundred (100) pounds per square inch, shall not be included in the computation of the five
(5) minutes determined herein to be a prolonged or unreasonable period of time. The
temperature and air pressure as indicated on the vehicle's gauges may be used for
determining the diesel engine's temperature and air pressure.
(d) The time during which transportation vehicles are actively loading or discharging passengers
shall not be included in the computation of the five (5) minutes determined herein to be a
prolonged or unreasonable period of time. A transportation vehicle shall be defined for
purposes of this section to mean motor vehicles designed to transport a minimum of sixteen
