This van space already exists as part of the campus. • SK9 shows the signage on the existing parking space. • The current gravel parking lot has 20 spaces. As per table 1106.1 the Aspen Center for Physics already provides 1 assessable space. The space is van accessible and meets the minimum vertical aisle clearance of 7’. • The space is located closest to the building entrance of 1) Smart Hall 66’, then 2) then Stranahan Hall 109’ and 3) the outdoor classroom courtyard 226’. (as per 1106.5 and 1106.6). Drawing: A100 Renovation Plan Comment: provide at two accessible means of egress IBC1009.1 Action/reply: • The existing classroom courtyard has three means of egress. • Two means of egress are considered accessible routes as per Americans with Disabilities Act Accessibility Guidelines. • The proposed outdoor classroom courtyard has the same three means of egress. • The Southern exit from the patio does not meet accessible means of egress as per IBC 1009.1. • There is no change to the number of entries to the existing outdoor class. The concrete masonry walls are to remain the same. • The two egress doors on the North are 4’-10” wide. The egress door to the South is 7’-11 ¾” wide. A 01/29/2019 The parking space and access aisle are required by ICC A117.1-2009 section 502.5 and 302 to be firm stable and slip resistant. something will need to be done to the gravel to make it comply. comment addressed Drawing: A100 Renovation Plan Comment: Provide an accessible route from parking to the outdoor classroom and from the classroom to an accessible toilet facility and drinking fountain IBC 1104.2-3 Action/reply • 1104.2- Accessible route between accessible buildings (Bethe, Stranahan and Smart Hall), accessible facilities (Outdoor Classroom), accessible elements such as parking element (and bbq site) and accessible spaces (campus is accessible from parking to buildings and facilities). • 1104.3 We have provided at least one accessible route (North East Entry and North West Entry) from the building (Outdoor Classroom) to the accessible buildings (Stranahan and Smart Halls) and parking and the public way (street). • Two new connections will need to be made during construction from the North West exit to the pathway system. • From the outdoor classroom courtyard to either Stranahan Hall (existing ramp) or Smart Hall (at grade entry) the access is via “bridges and walkways and the path is flat (no stairs)”, so the routes would be considered “accessible routes” as per Americans with Disabilities Act Accessibility Guidelines. • The physicists have signed off on the porous nature of the recycled asphalt and stone pavers. The extension from the outdoor classroom (North West Corner) to the existing path system will be of the same material. • The accessible parking space is located closest to the building entrance of 1) Smart Hall 66’, then 2) then Stranahan Hall 109’ and 3) the outdoor classroom 226’. (as per 1106.5 and 1106.6). • From the van space (parking as per 1106.6) in the Aspen Center for Physics parking lot the route to the accessible water closet, lavatory and drinking fountain is via the exposed aggregate concrete pathway to Smart Hall and Bethe Hall. • The max change in level on the bridges (to cross two culvert/streams) does not exceed ¼”. The bridges are beveled. The sides of the bridges are raised for cane detection. • From the outdoor classroom courtyard an occupant looking to use an accessible facility: o Smart Hall can egress from the North West exit going south past Stranahan Hall and rejoin the concrete exposed aggregate path to either Smart Hall (at grade entry) or Stranahan Hall (via a ramp on the South Entry. The North Entry of Stranahan Hall is not an accessible route). o For Bethe Hall, egress from the North outdoor classroom entrees and travel west.. • Updates were made to A100 Renovation Plan and SK1 Code Review (SK1 = Sketch 1), SK7, SK8 and SK9 were added to document existing conditions. 01/29/2019 The surface is required to comply with ICC A117.1-2009 section 302 provide a spec to demonstrate. Drawing: A101 Main Level Plan Comment: Provide a seating plan IBC section 1029 that includes four accessible wheelchair spaces 1108.2.2.1. A spec for how the seats connect to each other per the IFC 1029.14 as amended by AFPD. Action/reply There is no fixed seating in the outdoor classroom. There is no fixed seating in the current or proposed classroom. We are in compliance with 1102.2.2. The seats do not connect to one another. The pathway, the entry sequence and the classroom are all at grade (100’). The seating design is not integral to the classroom. The seats are not required to be fastened to the floor. The outdoor patio is designed for conversation between physicists. The primary use is as a small outdoor seminar patio to have a conversation (<30 participants). The secondary (less likely) layout is as a large seminar patio. There is no fixed seating. Any configuration from 1 seat and a physicist at the chalkboard is the program. There are three chalkboards. It is conceivable that a dinner in the patio may take place during the summer months; but the primary purpose of the outdoor seminar patio is to have a conversation. A dinner layout is provided, but not currently part of the program. Since 1961 the patio has served as a place to have a conversation. 01/29/2019 resolution 6-1 series 2016 amends the fire code 1029.14 from 200 to 75 seats.I will send in an email Drawing: A101 Main Level Plan If audible communication is provided assistive listening systems are required per 1108.2.7 Action/reply No audible communication systems are provided. Audible communications systems are not integral to the use of the space and therefore not required (as per 1108.2.7) The program is a slate chalkboard. Today the existing program is a steel and ceramic chalkboard. 01/29/2019 comment addressed Drawing: A103 reflected ceiling plans Comment: The plastic roof covering is regulated by IBC section 2609. Please provide a letter to state your desire for the use of the this proposed structure to be considered a low-hazard occupancy and request it to be exempt from these requirements. Action/reply The rendering was submitted as a sketch for the Planned Development Amendment. There are no stairs or ramps, both egress/exits to the North are at grade. There is no change in elevation at either of the North Outdoor Classroom entries. Both the North East and North West Classroom entries are at grade = 100’. See section A401/2. The two entries on the North are designed to meet Accessible Buildings, IBC 1009.1. We are making improvements to the site in order to connect the existing classroom courtyard to the current Aspen Center for Physics pathway system.
