The interior is approximately 3693 sq ft 2.2 LOCATION A project vicinity map below. 2.3 DESCRIPTION This is an interior renovation with existing windows to be replaced. New wood flooring, new kitchen and appliances, updated lighting, new millwork, new master bath, new plumbing fixtures throughout, new closets, refinish drywall and paint. 06/03/2019 3 3.0 PROJECT DOCUMENTATION 3.1 PERMITS / OTHER DOCUMENTS Cyr and Company, Inc. shall maintain all applicable local, state and federal licenses and permits that apply to the construction project. A main permit will be applied for with secondary permits for electrical, and plumbing to follow. 3.2 PUBLIC NOTIFICATION Cyr and Company will notify all residents with in 300 feet. We will obtain a mailing list and make these notifications 10 days prior to the start of the project with monthly updates to also be mailed. 3.3 PROJECT SIGN A project sign shall be constructed and posted and will include the contact list below. The sign shall be posted in a location where it is readable from the street or driveway and shall meet criteria in City Municipal Code 26.510.030B4. 3.4 CONTACT LIST Owner – Reza & Debra Abbaszadeh – Contractor – Cyr and Company – 970-948-0404 Site Supervisor Joel Hocknell – 970- 948-9354 City of Aspen Building department – 970-920-5090 Aspen Valley Hospital – 970- 925-1120 Fire Department – 970-925-5532 Emergency - 911 4.0 PROJECT IMPLEMENTATION 1. 4.1 DATES OF CONSTRUCTION Construction will commence on June 1st, 2019 and will be completed by December 15th, 2019. Work will be performed Monday through Saturday. No work to be performed on Sundays or Holidays. 2. 4.2 HOURS OF CONSTRUCTION Monday through Friday 7:30am – 5:30pm Saturday 9:00am – 5:00pm No work on Sundays or Holidays. Work hours may be adjusted based on neighbors’ input and HOA restrictions. All activity that generates noise in excess of 70 decibels requires a noise suppression plan and is restricted to operating between the hours of 9am and 5pm Monday through Friday. 06/03/2019 4 4.3 CONSTRUCTION SCHEDULE Month of: June – demo, electrical safe off, framing modifications July - Framing, plumbing and electrical rough in, windows, HVAC modifications August – Windows, prep for finishes, wood floor prep, shower and tile work September – Cabinetry install, drywall finishing October – countertops, wood floor install, paint/stain November - plumbing and electrical trim December – sign offs and final inspections Once the permit is issued and a known start date determined, a more detailed schedule will be presented 4.4 ADJOINING PROPERTIES Neighbors will be notified of the schedule. 4.5 PROJECT FENCING A construction fence will be installed around the property with a visual obstruction. 4.6 PUBLIC HEALTH AND WELFARE It is understood that all construction projects located within the City of Aspen shall uphold utmost respect to public health and welfare. 4.7 NATURAL ENVIRONMENT The exterior will be kept clean and free of debris. The garage will be used for staging. Trash receptacles will be covered to prevent and windblown debris and food waste will be placed in a secure location in consideration of wildlife. 5.1 PARKING MANAGEMENT Parking for Cyr and Company as well as subcontractors will be permitted street parking along Francis, 5th street, as well as in the owners allotted parking on property. There will be 5 or fewer cars parked on city streets as a result of this project on any given day. 5.2 EMERGENCY VEHICLE ACCESS AND ORDINANCE 35 The contractor shall maintain continuous emergency vehicle access, on and around site, including but not limited to police, fire, and ambulance services. This includes projects adjacent to roads and alleys. Included as part of this CMP is a copy of Ordinance 35. 06/03/2019 5 5.3 CONSTRUCTION PARKING DETAILS Construction parking is noted below. Planned parking will be on Francis and 5th street as well as parking in the driveway of the home from the alley. 06/03/2019 6 It is understood that no construction parking will be permitted within the free two-hour residential parking areas without a valid permit. 5.4 STAGING AREAS The staging area for the project will be accomplished in the alley parking, utilizing the garage when possible. The alley way will not be blocked. 06/03/2019 7 5.5 RIGHT OF WAY LIMITATIONS There will be no right of way issues on this project. 5.6 Site Plan Below shows the limit of the project. The assigned parking space to be the location for staging and possible restroom. In lieu of a dumpster, a flat bed trailer may be used periodically and staged in the driveway parking spot or garage depending on deliveries expected. 06/03/2019 8 5.7 WASTE MANAGEMENT Debris will be hauled away in pick up trucks or a flatbed trailer stored in the assigned driveway or garage area. Recycling will be handled in the same way with appliances and other salvageable items such as cabinets, doors, plumbing fixtures, etc being donated. A construction trailer will not be used for the project. Storage and waste will be confined to the interior. Waste will be placed in containers and loaded into a pick up/ trash trailer and taken offsite as needed. 6.0 TRAFFIC CONTROL 6.1 GENERAL If required, all traffic control operations will be managed by the designated certified traffic control supervisor. 6.2 HAUL ROUTES The project will comply with the designated haul routes. The deliveries for Francis will come from the 6th street designated haul route. 06/03/2019 IFFR Info: 9 6.3 ONSITE VEHICLE LIMITATIONS The largest vehicle will be the full size pickup truck. Deliveries will be handled with a flat bed truck and will not blow the ROW 6.4 DELIVERY REQUIREMENTS Traffic control required for deliveries will be coordinated with the City of Aspen Engineering Department. It is understood that roads will not be closed under any circumstances, unless granted permission from the City of Aspen Engineering Department. 6.5 TRAFFIC CONTROL PLAN The project will not disrupt the flow of traffic. 8.0 SEDIMENT AND EROSIAN CONTROL This project will not disturb the landscape and requires no excavation or digging. 9.0 FUGITIVE DUST CONTROL The doors to the exterior will remain closed and no dust will impact the exterior. 10.0 EMISSIONS 06/03/2019 10 Cyr and Company vehicles as well as their subcontractors will ensure its vehicles are in compliance. 11.0 NOISE SUPRESSION 11.1 GENERAL The noise limit for construction is 70 decibels measured at the property line of the construction site. All construction equipment will be adequately muffled and maintained to minimize project noise. Cyr and co will have a decimeter on site (shown below) and will monitor and document noise levels. 11.2 NOISE SUPPRESSION PLAN All activity that generates noise in excess of 70 decibels at the property line/exterior wall would require a plan and would be restricted to operating hours identified below. We realize the decibel limit rises to 80 in the nonpeak season. We don’t anticipate exceeding these limits. 11.3 REQUIREMENTS FOR ACTIVITIES EXCEEDING 80 DECIBELS Any work producing noise levels over 80 decibels (offseason limit) is not permitted to commence until after 9:00 am and is not permitted on Saturdays. That includes but not limited to the use of compressors, generators, jackhammers, power equipment, nail guns, drilling machinery, earth moving equipment and similar loud construction activities. This does not restrict quiet work inside and outside that does not require a power source, including a battery, on Saturday. The use of radios on the site before 8:00 am is not allowed. 11.4 Noise level Measurements 06/03/2019 11 Noise levels will be measured at the property line. We don’t anticipate needing heavy equipment and plan on being in full compliance of the noise restrictions. 11.5 Continued noise monitoring It is understood that if noise becomes an issue the CMO may decide continued noise monitoring is required 11.6 Specific Restrictions related to Manufacturing on site Manufacturing above 80decibels will require an Extended Impact Permit. At this time there is no manufacturing onsite anticipated. 12.0 ENFORCMENT 12.1 City CMO We look forward to meeting our assigned CMO. 12.2 Corrective Action This is anywhere from a single to three strike policy, depending on the level of infraction. 12.3 Inspections The CMO will conduct random inspections and file reports on each inspection which are public domain. 13.0 CONSTRUCTION MITIGATION COMMITTEE An avenue to seek exemptions if needed. 14.0 APPEALS PROCESS An option if the committee above doesn’t agree with one’s appeal.
