Vehicle material and equipment staging will be necessary along Hunter St. and Hyman Ave. 2.2 Project Vicinity Map See Attachment A – Project Vicinity Map 2.3 Project Description The scope of construction will consist of a spec residential development within the completed Victorian Square core and shell building. This affects the top floor of the building, which is a total of 1,806SF of net livable space including deck area making up the 3rd floor penthouse space. This will include metal stud framing, minimal plumbing electrical and HVAC additions to the space, and an extensive finish scope of work thorough out the penthouse space. This scope is limited to the 3rd floor penthouse space, the basement storage space attached to the penthouse purchase, and any coinciding work to the entire core and shell building to achieve a certificate of occupancy for this residential space. 3.0 PROJECT DOCUMENTATION 3.1 Permits / Other Documents This CMP is being submitted as part of the application for a building permit. Asbestoses abatement will not be necessary as this is a new building with no existing sheet rock on the 3rd floor. The plan sets being submitted for permit include all applicable City of Aspen approvals. 3.2 Public Notification A project update will be provided to the neighboring business managers and property owners periodically prior to relevant impacts of construction on the surrounding properties. Neighboring property owners will be notified prior to any crane mobilizations or traffic/ pedestrian encroachments. This date is predicated on the core and shell receiving their certificate of occupancy before any work can begin on the penthouse build out. The estimated project duration is 7 months (7) putting the projected completion date at around March 1st, 2017. Any work within the City of Aspen Right of Way will not commence prior to obtaining the appropriate permits from the City of Aspen Engineering Department 4.2 Hours of Construction GF Woods construction understands that construction hours are limited to 7:30am – 5:30pm Monday through Friday and 9am – 5pm on Saturday. GF Woods further understands that no construction is permitted on Sundays, 4th of July day and/or weekend if it falls on a Friday or Monday, Memorial Day and Labor Day weekends, Thanksgiving Day, Christmas Day, and New Year’s Day. GF Woods further acknowledges the following restrictions: During Presidents Day: Projects located in the Central Resort Area (CRA) are not permitted to work on any exterior elements, however interior work may be permitted with prior approval. Projects outside the CRA will be permitted to work. During the Christmas week Projects located in the Central Resort Area (CRA) are not permitted to work on any exterior elements, however interior work may be permitted with prior approval. Projects outside the CRA will be permitted to work. During Holiday Season: Holiday Season is defined as the days of the week leading up to Christmas until New Year’s Day. Refer to Appendix J for Holiday Season dates. Projects located in the Core are not permitted to work on any exterior elements, however interior work will be permitted. During the Food & Wine Festival in June (Friday thru Saturday): Projects located in the Central Resort Area (CRA) are not permitted to work projects outside the CRA will be permitted to work. During the off-season 24 hour a day interior work may be permitted within the CRA. GF Woods understands that additional restrictions on construction hours and encroachments may be necessary for Special Events such as the USA Pro Cycling Challenge and the Farmer’s Market. GF Woods understands that additional restrictions on construction hours may also be necessary due to the project’s specific impacts on adjoining properties which may include limiting work during sales events (for a maximum of two sales events per year), maintaining site lines to adjoining businesses, and providing signage on the construction site advertising the adjacent business. 4.3 Sequence (Phasing) of Construction This project will run continuously for seven months and will be phased starting with rough framing, transitioning into rough in work, followed by finish work, concluding with detail and trim out work in the interior space and minor work to the exterior deck space. 4.4 Adjoining Properties GF Woods understands and agrees that no person shall excavate on land close enough to a property line to endanger any adjacent public street, sidewalk, and alley, other public or private property, or easement, without supporting and protecting the property from any damage that might result from construction operations. GF Woods will coordinate with businesses operating on adjoining properties and will work with said businesses to help mitigate construction impacts. This will include identifying adjacent businesses and understanding what events (such as sale events) and programs that neighboring businesses have scheduled throughout the year. GF Woods will work with the adjoining properties to mitigate impacts to their events and programs. This will include maintaining sight lines to adjacent businesses as necessary. If pedestrian traffic needs to be redirected, a moveable construction fence could be erected to help contain the flow of pedestrian traffic for safety purposes. The fence will be eight feet (8') in height and constructed out of chain-link fence with mesh windscreens. 4.6 Public Health and Welfare This construction management plan was devised to protect and respect the public health and welfare. 4.6 Natural Environment There will be newly planted trees along Hyman and hunter that will require protection on an as need basis. Whenever there may be a risk to the trees, say during temporary product staging or large material delivery and placement, a visible protection fence will be erected to surround the tree at the drip line. 5.0 SITE AND RIGHT OF WAY MANAGEMENT 5.1 Right of Way Management Plan See Attachment C – CMP Site Plan 5.2 Emergency Access and Ordinance 35 GF Woods will maintain continuous emergency vehicle access on and around the site, including but not limited to police, fire, and ambulance services. See attachment D; Ordinance # 35 5.3 Construction Parking Details The Victorian Square project will minimize the number of vehicles traveling to the site by taking the following measures: Traffic Demand Management Plan: 1.Carpool Program – GF Woods will require its employees and employees of its subcontractors to form carpool groups of two or more adults to reach the worksite. These carpools will originate no further up valley than the Brush Creek Intercept Lot. GF Woods will keep copies of carpool passes issued to said carpools for inspection by the city. 2.One Company Vehicle per Subcontractor – GF Woods will include a provisions in its subcontracts for this project requiring that each subcontractor bring only one company vehicle per day into the City of Aspen for work related to the Victorian Square project. On site staging of materials will be designated to certain staging zones listed on the Site Plan Attachment; C The number of truckloads expected to and from the site are estimated as follows: Residential Deck Assemblies 3 Framing Materials 10 Finish Materials 20 Miscellaneous trucks 30 Total Trucks 63 GF Woods does not plan to use a tower crane for this project and will be requesting that parking permits and/or ROW encroachment permits be granted so that a mobile crane can be active in the diagonal parking spots on Hyman Avenue directly adjacent to the building site. Crane picks will be essential to stage any material that will not be able to be brought through a staircase or elevator. GF Woods plans on multiple crane mobilizations to transport material from the street level to the deck space on the 3rd floor. GF Woods understands that ROW encroachments are to be minimized and used as a last resort in all cases. GF Woods understands that it shall obtain ROW encroachment permits from the City Engineering Department before proceeding with said encroachments. 5.5 Right of Way Limitations (Hunter an Orange Zone and Hyman a Yellow Zone) GF Woods understands the Limitations for Encroachment Zones set forth in the CMP Requirements Manual. GF Woods will adhere to said limitations as best as possible, however, since the Victorian Square site doesn’t have direct access to an alleyway, we respectfully request that we be allowed limited encroachment beyond what is provided by the guidelines and allowed safety closures of Row zones periodically. Please refer to the attached CMP Site plan for the encroachments that are being requested. The attached CMP Site Plan shows the areas designated for job materials storage, portable restrooms, and waste management and recycling containers. GF Woods understands that loose job material storage is not allowed in ROW under any circumstance. Temporary material staging and lay down may need to take place in the parking spaces along Hunter St. and Hyman Ave. GF Woods understands that it must submit a waste management plan to the City prior to beginning demolition or construction. Due to space limitations it will not be practical to sort materials for recycling on site. GF Woods will be relying on waste receiving facilities and the companies receiving materials for recycling and salvaging to uses their discretion and optimize recycling and reuse wherever possible. See Attachment E – Construction Waste Management Plan GF Woods further understands that: 1.Project must recycle co-mingled materials (plastics #1-#7, tin, aluminum, and glass). 2.Project must recycle cardboard. 3.GF Woods shall provide containers or bins for recycling these materials. 4.Project must comply with Colorado and Aspen landfill bans, i.e. no disposal of electronic waste, fluorescent light bulbs, hazardous waste or yard waste and that said banned materials shall not be disposed of in the trash. 5.Any dumpster or other trash receptacle that is used for food refuse must be constructed in such a manner as to render it bear proof and that all such containers shall be adequately covered at all times until transferred to the landfill. 6.It is unlawful to permit accumulated debris, litter, or trash on any construction site to blow or scatter onto adjoining properties. 7.An onsite hazardous material spill cleanup kit is required, as specified by the City Engineer, that contains, at a minimum, a 25 pound bag of Floor- Dri (or equal), absorbent pads, and other spill kit materials. Received 4/25/2017 2:45:27 PM G.F.Woods Construction 430 E Hyman Ave Aspen, CO 81611 970-544-1833 office / 970-948-6483 cell 6.0 TRAFFIC CONTROL 6.1 General GF Woods understands that all traffic control operations shall be managed by the designated certified traffic control supervisor and that traffic control plans are to be submitted to and approved by the city prior to impacting auto or pedestrian traffic. 6.2 Haul Routes See Attachment F - Haul Route Map 6.3 Onsite Vehicle Limitations Since the proposed building covers most of the lot, there will be no “onsite” vehicles. Acquisition of rental parking spaces on Hyman and Hunter will be necessary for material delivery and essential construction vehicle parking. All vehicles bring workers, materials and equipment to the site will comply with State of Colorado weight restrictions. 6.4 Delivery Requirements GF Woods Construction understands and agrees that: 1.Traffic control required for deliveries must be fully coordinated with the City of Aspen Engineering Department. 2.Roads will not be closed under any circumstances, unless granted permission from the City of Aspen Engineering Department. 3.Deliveries times will be coordinated so that only one large truck will be on site at any given time. 4.Deliveries will only occur during permitted working hours which are 7:30am – 5:30pm Monday through Friday and 9am – 5pm on Saturday. 5.Delivery and Heavy Duty Vehicles must have a visible sign on the vehicle that specifies the project contractors name and phone number. 6.Delivery vehicles and all other onsite vehicles are not allowed to idle for more than five (5) minutes, with the exception of generators or PTO type operations. 7.GF Woods will adhere to the city’s idling policy which is attached hereto as Attachment – H See Attachment G – Engine Idling Policy 6.5 Traffic Control Plan GF Woods or applicable subcontractor will submit a Traffic Control Plan (TCP) as required prior to interfering with traffic on any public right-of-way. Any TCP will be prepared by a State Certified Traffic Control Supervisor. The plan will conform to the most current edition of the Manual of Uniform Traffic Control Devices for Streets and Highways (MUTCD) and be submitted to the City of Aspen Department of Engineering for approval/permitting. GF Woods understands that Sidewalk closures in the core will not be permitted. Pedestrians must be accommodated without having to cross the street. Short duration closures in the core may be considered during the off-season. 8.0 SEDIMENT AND EROSION CONTROL 8.1 Storm Water Pollution Prevention Plan This project will not engage in any scope of work that will affect the storm water system and consequentially will not need a specific storm water management plan. If the need arises, all necessary Best Management Practices (BMP’s) will be in place and maintained in order to minimize dirt entering the streets. Primary strategies are as follows: Avoid unnecessary site disturbance. Maintain grading; install silt fences and sediment traps prior to any soil disturbance. The installation of a tracking pad will be impractical due to the limited space available. GF Woods will make sure that the short ramp into the excavation is kept as mud free as possible by use of screened rock over geo-textile fabric and not using the ramp in wet conditions. The washout of concrete chutes will have to be done back into the concrete trucks due to the lack of space on site. GF Woods will do everything they can to make sure that the concrete trucks do not wash out illegally offsite. Hard plastic kiddie pools will be used to protect the ground below the concrete pump transfer points. All construction equipment shall be adequately muffled and maintained to minimize project noise. The installation of noise barriers is the minimum technique to suppress noise, especially when jack hammering of concrete occurs. 11.2 Noise Suppression Plan The Victorian Square Penthouse project will not require a specific noise suppression plan due to the nature of the interior build out scope. The surround core and shell building is expected to be adequate to suppress any excessive construction noise and contain this within the property line. If the need arises noise suppression blanketing will be implemented to contain noise to the required levels. 11.3 Continued Noise Monitoring GF Woods will provide incremental as needed noise monitoring to assure we are within the required decibel levels.
