SPECIAL INSPECTION AND TESTING AGREEMENT
To permit applicants of project requiring special inspection and\or testing per Section 1704 of the
International Building Code (IBC).

BEFORE A PERMIT CAN BE ISSUED: The owner, or the engineer or architect of record, acting as the
owner’s agent, shall complete two copies of this agreement and the attached Special-inspection and Testing
Schedule, including the required acknowledgments. A pre-construction conference with the parties
involved may be required to review the special-inspection requirements and procedures.
APPROVAL OF SPECIAL INSPECTORS: Special inspectors may have no financial interest in the
projects for which they provide special inspections. Special inspectors shall be approved by the building
department prior to performing any duties. Special inspectors shall submit their qualifications and are
subject to personal interviews for pre-qualification. Special inspectors shall display approved
identification, as stipulated by the building official, when performing the function of special inspector.
Special inspection and testing shall meet the minimum requirements of the International Building Code
Section 1704. The following conditions are also applicable:
A. Duties and Responsibilities of the Special Inspector
1. Signify presence at job site. Special inspectors should notify contractor personnel of
their presence and responsibilities at the job site. If required by the building official, they
shall sign in on the appropriate form posted with the building permit.
Observe assigned work. The special inspector shall observe assigned work for
conformance with the building department approved (stamped) design drawings,
specifications, and applicable workmanship provisions of the International Building
Code. Architect\engineer-reviewed shop drawings may be used only as an aid to
inspection.
For continuous special-inspection, the special inspector shall be on site at all times
observing the work requiring special inspection. Periodic inspections, if any, must have
prior approval based on a separate written plan reviewed and approved by the building
department and the engineer or architect of record.
3. Report nonconforming items. The special inspector shall bring nonconforming items to
the immediate attention of the contractor and note all such items in the daily report. If
any item is not resolved in a timely manner or is about to be incorporated in the work, the
special inspector shall immediately notify the building department by telephone or in
person, notify the engineer or architect, and post a discrepancy notice.
Provide timely reports. The special inspector shall complete written inspection reports
for each inspection visit and provide the reports on a timely basis determined by the
building official. The special inspector or inspection agency shall furnish these reports
directly to the building official, engineer or architect of record, and others as designated.
[IBC Sec. 1704.1.2] These reports should be organized on a daily format and may be
submitted weekly at the option of the building official. These reports should include:
a. Description of daily inspections and tests made with applicable locations,
b. Listing of nonconforming items,
c. Report on how nonconforming items were resolved or unresolved as
applicable,
d. Itemized changes authorized by the architect, engineer, and building official if
not included in nonconforming items.

5. Provide Final Inspection Report. The special inspector shall submit a written final
report documenting required special inspections and correction of any discrepancies
noted in the inspections prior to the final building inspection.
B. Owner Responsibilities. The project owner, the engineer or architect or record, or an agent of the
owner is responsible for employing special-inspection services. The special inspector\agency shall
not be in the employ of the contractor, subcontractor or material supplier. [IBC Sec 1704.1] In
case of an owner\contractor, the special inspector\agency shall be employed as specified by the
building official.
C. Engineer or Architect of Record Responsibilities
1. Prepare special inspection program. The engineer or architect of record shall list the
items for which special inspection is required; and shall indicate any items for which the
IBC or the building official approves periodic inspection and the frequency of such
inspections.
Respond to field discrepancies. The engineer or architect of record shall respond to
uncorrected field discrepancies in design, material, or workmanship observed by the
special inspector.
Review shop drawings and submit design changes. The engineer or architect of record
shall acknowledge and review for conformance with the construction drawings those
shop drawings that may detail structural information, shall submit to the building official
and to the special-inspection agency written documentation of any verbally authorized
deviations from the approved construction documents, and shall submit revised
documents for building official approval as required.

D. Contractor Responsibilities
1. Notify the special inspector. The contractor is responsible for notifying the special
inspector or agency regarding individual inspections for items listed on the attached
schedule and as noted on the building department approved plans. Adequate notice shall
be provided so the special inspector has time to become familiar with the project.
Provide access to approved plans. The contractor is responsible for providing the
special inspector access to approved plans.
Retain special inspection records. Upon request, the contractor is also responsible for
retaining, at the job site, all special inspection records completed by the special inspector.

E. Inspection of Fabricators
1. Fabrication of structural assemblies and members. Where fabrication of structural
load-bearing members and assemblies is being performed on the premises of a
fabricator’s shop, IBC Section 1704.2 shall require special inspection of the fabricated
items.
Fabrication and implementation procedures. The special inspector shall verify that
the fabricator maintains detailed fabrication and quality control procedures that provide a
basis for inspection control of the workmanship and the fabricator’s ability to conform to
approved construction documents and reference standards. The special inspector shall
review the procedures for completeness and adequacy relative to code requirements for
fabricator’s scope of work.

F. Approved Fabricator Responsibilities
1. Fabrication exempt inspections. Special inspections are not required where work is
done on the premise of a fabricator registered and approved to perform such work
without special inspection.

The work included under this contract consists of all labor, materials, transportation, tools and equipment necessary for the
construction of the project leaving all work ready for use.
The construction documents are the property of Thunderbowl Architects Inc and its Consultants and are to be used as
instruments of service for construction of this project only. Use for any other purpose, without authorization, is not
allowed.
The plans indicate the general extent of new construction necessary for the work, but are not intended to be all-inclusive.
All demolition and all new work necessary to allow for a finished job in accordance with the intention of the drawing is
included regardless of whether shown on the drawings or mentioned in the notes.
Any errors, omissions or conflicts found in the various parts of the construction documents shall be brought to the attention
of the Architect and the Owner for clarification before proceeding with the work.
The General Contractor shall maintain a current and complete set of the construction documents on the job site during all
phases of construction for use of all the trades and shall provide all the subcontractors with current and complete
construction documents as required including specifications and architectural supplementary instructions.
The General Contractor shall verify and assume responsibility for all dimensions and site conditions. The General
Contractor shall inspect the existing premises and take note of existing conditions prior to submitting prices. No claim shall
be allowed for difficulties encountered which could have reasonably been inferred from such an examination.
Written dimensions take precedence. Do not scale drawings.

All dimensions noted "verify" and "V.I.F." are to be checked by Contractor prior to construction. Immediately report any
variances to the Architect for resolution, then coordinate resolution w/ all work of all trades.
Coordinate all work with existing conditions, including but not limited to: irrigation pipes, electrical conduit, water lines, gas
lines, drainage lines, etc. Notify Architect immediately of any conflicts.
Provide adequate temporary support as necessary to assure the structural value or integrity of the building.
Protect all existing building and site conditions to remain, including walls, cabinets, finishes, trees and shrubs, paving, etc.
Details shown are typical. Similar details apply in similar conditions.
Verify all architectural details with structural, civil, landscape and design/build drawings before ordering or installation of
any work.
All changes in floor materials occur at centerline of door or framed opening unless otherwise indicated on the drawings.
Install all fixtures, equipment and materials per manufacturer's recommendations.
Verify clearances for flues, vents, chases, soffits, fixtures, etc. before any construction, ordering of, or installation of any
items of work.
Sealant, caulking and flashing, etc. locations shown on drawings are not intended to be inclusive. Follow manufacturer's
installation recommendations and standard industry and building practices.
The General Contractor shall remove all rubbish and waste materials of all subcontractors and trades on a regular basis,
and shall exercise a strict control over job cleaning to prevent any direct debris or dust from affecting, in any way, finished
areas in or outside job site.
Contractor shall leave premises and all affected areas clean and orderly, ready for occupancy. This includes cleaning of all
glass (inside and outside) and frames, both new and existing.
Any survey monuments within the area of construction shall be preserved or reset by a registered civil engineer or a
licensed land surveyor.
Verify all finish materials with the Architect and the Owner prior to installation. On site mock-ups of building assemblies,
finish assemblies, paint and/or stain samples, etc. may be required for approval.
Contractor to coordinate utilities shown on architectural drawings with electrical, plumbing, mechanical, and any other
consultant drawings. Contractor to coordinate all the trades.
Structural observation shall be required by the Engineer for structural conformance to the approved plans.
It is the General Contractors responsibility to obtain inspections and special inspections as necessary.
All construction to provide a waterproof, weather tight building. Contractor should flash and caulk as necessary to achieve
this requirement.
