Excused were Jim DeFrancia, Patrick Sagal and Willis Pember. Staff present: Deborah Quinn, Assistant City Attorney Amy Guthrie, Historic Preservation Officer Kathy Strickland, Chief Deputy City Clerk Justin Barker, Planner Nora congratulated Jim for his award from the Government. Jay said Jim was honored with the distinguishing service award from the Navy. He served as a member of the Secretary ofthe Navy advisory board from 2010 to 2012. He gave exemplary service while serving as a member. Congratulations Jim! Nora said regarding the work session Derek Skalko worked on our lot split but I know nothing ofthis project and feel I have no conflict with 417/421 W. Hallam. Jane said she has a relationship with the family on 417/421 W. Hallam but it is not a financial relationship. Jane said she can be fair and impartial. Jay pointed out that one ofthe interior airlock historic doors on the Red Onion is damaged. 208 E. Main Street - Final Major Development, Public Hearing Debbie said the affidavit and posting and notice is in order and the applicant can proceed. Exhibit I Justin Barker, planner The property is a 3,000 square foot lot with two existing buildings on it. One ofthose is a Victorian miner's cottage and a shed along the back alley. This project received conceptual approval in June. A new residential unit was designed and the shed was moved from the north east corner to the north-west corner of the lot. For final we are dealing with landscaping, lighting and materials. There is not much landscaping. There is a ramp ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF OCTOBER 23, 2013 going along the east side ofthe property line leading to the back where the trash area is. There will be removal of trees in the northwest corner o f the lot in order to accommodate the movement of the shed to that area. The only lighting being added are a couple lights at the entrance to the residential unit as well as some step lighting along the path to the back of the property. Everything is staying on the Victorian and the landscaping in front. At conceptual it was recommended that the applicant look at the material for the stairwell because it might be too heavy. The applicant has provided a barn wood siding to contrast the cementicious siding for the rest o f the property. Staff is in favor of the change as it gives it a lighter feeling and more o f a horizontal feel. The upper floor plan does show a fire place and staff needs to know whether a chimney is needed or if it is a direct vent out the wall. We need to know if it is in compliance with the code. Staff is recommending approval o f the project. Nora asked i f the trees that are being removed are going to be replaced. Justin said some of the trees have been identified as diseased. Those that are not will be mitigated for. Sarah Upton, presented for Salon Tulio Sarah said the proposal is an addition behind the existing salon. It is a Victorian resource. The fireplace is intended to be a direct vent out the side of the wall. There are no major changes except breaking down the mass of the stair enclosure. We increased the amount of fenestration to reduce some ofthe heavy blocks and mixed up the cladding. The landscape lighting is not shown in the model but it will be unobtrusive. There is one down light under the flat roof ofthe main entry, a 4x4 and the bulb is enclosed in the fixture housing. There is also lighting mounted to the side of the house along the pathway and back to the alley. The question would be whether we can apply any of those to the historic resource. We are happy to work with staff on the lighting. We might be able to have something come out ofthe ground and not touch the historic resource. Chairperson, Jay Maytin opened the public hearing. There were no comments. The public hearing portion o f the agenda item was closed. Amy mentioned that she and Sara Adams met with Margaret Pierce the immediate neighbor and her concern is about the actual construction. She had no objections to the project. 2 ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF OCTOBER 23, 2013 Sarah said we will have contractor outreach to the neighbors so that they are aware of what is going on. Jay identified the issues: Fenestration, landscape, lighting Venting of the fire place which has been settled. Jay said he feels no lighting should be attached to the historic resource and it should be added to the motion. You could use the addition for lighting and i f you need one or two more lights mitigate that with staff and monitor. Sara said she feels it might be more suitable to do landscape lighting and you would have more of a benefit lighting the path. John said he likes the lights and they make a pedestal that can stand alone. Nora said she voted against this at conceptual because she feels according to guideline 10.6 it totally changes the character and scale of this block. MOTION: Jay moved to approve resolution #33 for 208 E. Main Street and ad the condition that the east side walkway lighting will be approved by staff and monitor and no lighting will be attached to the historic resource. Motion second by John. MAIN STREET, LEGALLY DESCRIBED AS LOT 2, MAIN STREET VICTORIANS HISTORIC LANDMARK LOT SPLIT SUBDIVISION EXEMPTION, BLOCK 73, CITY AND TOWNSITE OF ASPEN, CITY AND TOWNSITE OF ASPEN, COLORADO RESOLUTION #33, SERIES OF 2013 PARCEL ID: #2737-073-99-002 WHEREAS, Michael Giordano, represented by Sara Upton, has requested Final Major Development for 208 E. Main Street- Final Major Development DATE: October 23,2013 SUMMARY: 208 E. Main Street is a 3,000 square foot lot that is the location of Salon Tullio. There are two existing buildings on the site; a Victorian era miner's cottage and a shed along the alley. The proposed development is removal of most of a non-historic addition to the miner's cottage and replacement with a new residential unit. The shed will be set on a new basement and connected to the residence. HPC already approved Conceptual Design for the property in June. The applicant is seeking Final Design approval. STAFF RECOMMENDATION: Staff recommends that HPC approve the proposal with conditions. APPLICANT: Michael Giordano, represented by Sara Upton. ADDRESS AND PARCEL ID: 208 E. Main Street, Lot 2, Main Street Victorians Historic Landmark Lot Split, Block 73, City and Townsite of Aspen, PID# 2737-073-99-002. ZONING: MU, Mixed Use. FINAL MAJOR DEVELOPMENT The procedure for a Major Development Review, at the Final level, is as follows. Staff reviews the submittal materials and prepares a report that analyzes the project's conformance with the design guidelines and other applicable Land Use Code Sections. This report is transmitted to the HPC with relevant information on the proposed project and a recommendation to continue, approve, disapprove or approve with conditions and the reasons for the recommendation. The HPC will review the application, the staff analysis report and the evidence presented at the hearing to determine the project's conformance with the City of Aspen Historic Preservation Design Guidelines. The HPC may approve, disapprove, approve 1 with conditions, or continue the application to obtain additional information necessary to make a decision to approve or deny. Major Development is a two-step process requiring approval by the HPC of a Conceptual Development Plan, and then a Final Development Plan. Approval of a Conceptual Development Plan shall be binding upon HPC in regards to the location and form of the envelope of the structure(s) and/or addition(s) as depicted in the Conceptual Plan application including its height, scale, massing and proportions. No changes will be made to this aspect of the proposed development by the HPC as part of their review of the Final Development Plan unless agreed to by the applicant. Staff Response: Final review focuses on landscape plan, lighting, fenestration, and selection of new materials. A list of the relevant design guidelines is attached as "Exhibit A." Landscape Due to the limited space available on the site, minimal new landscaping is proposed. A new walkway is located on the east side of the building along the property line. This path provides access to the trash enclosure for the salon as well as one of the entrances to the residential unit. The existing landscape in the front of the lot will remain the same. The new location of the shed is on top of a group of trees. Some of the trees are unhealthy and the others will be mitigated. Staff finds the limited changes to the landscape to be appropriate. Lighting The only light fixtures on the historic resource will be those that are already existing. There are two new light fixture types proposed for the addition. There will be one lab fixture light located at each entrance to the new addition. The bega light is being used along the east side of the new addition to help light the ramp. Staff finds the lighting plan to be appropriate. Fenestration All of the windows and doors on the existing miner's cottage will remain the same. The new addition has large windows on the north and east fagades. According to the guidelines: Archilectural Details 11.9 Use building components that are similar in size and shape to those of the historic property. u These include windows, doors and porches. O Overall, details should be modest in character. The new windows are much larger than anything on the historic resource, but have been broken down into smaller components, and help enforce the addition as a product of its own time. Staff finds that the large windows are appropriate. Materials The majority of the new addition will be finished with a cementitious siding. The stairwell in the northeast corner of the lot will be finished with a horizontal barnwood siding. Staff finds that these different forms of siding relate to the traditional clapboard siding of the miner's cottage, 2 but clearly differentiate the new addition. At conceptual, the applicant was asked to look at the stairwell material. The barnwood siding provides a lighter feel and breaks down the larger mass of the addition. A glass railing will be around the edge of the roof terrace in the northeast corner of the new addition. The glass provides some transparency and will barely be visible from Main Street, if at all. Other The upper fioor plan shows a fireplace along the west wall of the residence, but there is no chimney indicated on the roof plan. The applicant needs to clarify whether this fireplace has a direct vent out the wall or requires a chimney. The HPC may: • approve the application, • approve the application with conditions, • disapprove the application, or • continue the application to a date certain to obtain additional information necessary to make a decision to approve or deny. RECOMMENDATION: Staff recommends that HPC grant Final Major Development with the following conditions: 1. The development approvals granted herein shall constitute a site-specific development plan vested for a period o f three (3) years from the date o f issuance of a development order. Application Exhibit A, Relevant Design Guidelines Walkways 1.9 Maintain the established progression of public-to-private spaces when considering a rehabilitation project. o This includes a sequence of experiences, beginning with the "public" sidewalk, proceeding along a "semi- public" walkway, to a "semi-private" porch or entry feature and ending in the "private" spaces beyond. o Provide a walkway running perpendicular from the street to the front entry. Meandering walkways are discouraged, except where it is needed to avoid a tree. U Use paving materials that are similar to those used historically for the building style. Concrete, wood or sandstone may be appropriate for certain building styles. 1.11 Preserve and maintain mature landscaping on site, particularly landmark trees and shrubs. u Protect established vegetation during construction to avoid damage. Site Lighting 1.15 Minimize the visual impacts of site lighting. 1 Site lighting should be shielded to avoid glare onto adjacent properties. Focus lighting on walks and entries, rather than up into trees and onto facade planes. Building Design & Articulation 7.16 Use building components that are similar in size and shape to those of the Victorian era residences seen traditionally on Main Street. 3 These include windows, doors and porches. 4 u Overall, details should be modest in character. Architectural Materials 7.20 Use building materials that are similar to those used historically. u When selecting materials, reflect the simple and modest character of historic materials and their placement. New Additions 10.3 Design a new addition such that one's ability to interpret the historic character of the primary building is maintained. A new addition that creates an appearance inconsistent with the historic character of the primary building is inappropriate. An addition that seeks to imply an earlier period than that of the primary building also is inappropriate. An addition that seeks to imply an inaccurate variation ofthe primary building's historic style should be avoided. An addition that covers historically significant features is inappropriate. 10.4 Design a new addition to be recognized as a product of its own time. o An addition should be made distinguishable from the historic building, while also remaining visually compatible with these earlier features. o A change in setbacks of the addition from the historic building, a subtle change in material or a differentiation between historic, and more current styles are all techniques that may be considered to help define a change from old to new construction. 10.11 On a new addition, use exterior materials that are compatible with the historic materials of the primary building. O The new materials should be either similar or subordinate to the original materials. 11.7 Roof materials should appear similar in scale and texture to those used traditionally. u Roof materials should have a matte, non-reflective finish. Architectural Details 11.9 Use building components that are similar in size and shape to those of the historic property. u These include windows, doors and porches. o Overall, details should be modest in character. Lighting 14.6 Exterior lights should be simple in character and similar in color and intensity to that used traditionally. o The design of a fixture should be simple in form and detail. Exterior lighting must be approved by the HPC. 1 All exterior light sources should have a low level of luminescence. 14.7 Minimize the visual impacts of site and architectural lighting. u Unshielded, high intensity light sources and those which direct light upward will not be permitted. o Shield lighting associated with service areas, parking lots and parking structures. Timers or activity switches may be required to prevent unnecessary sources of light by controlling the length of time that exterior lights are in use late at night. Do not wash an entire building facade in light. Avoid placing exposed light fixtures in highly visible locations, such as on the upper walls of buildings. Avoid duplicating fixtures. For example, do not use two fixtures that light the same area. 14.8 Minimize the visual impact of light spill from a building. o Prevent glare onto adjacent properties by using shielded and focused light sources that direct light onto the ground.
