Galena Street Aspen, CO 81611 To Whom it May Concern: Please see the below responses: CMP Markup_August 2, 2018 1. At this location on the Mall, projects are limited to 70 db at the property line during the summer and winter on seasons (6/1-Labor Day and 11/15-3/31). All other times the limit is 80 db. Response: Acknowledged see note on Cover Sheet A0.0 for Contractor to comply 2. Deliveries will be difficult to this site. The alley is the preferred location for deliveries. However, with the only entrance to the alley being from Galena St, coordination with all other neighbors and delivery vehicles will be crucial. Make sure the driver is with all delivery vehicles so they can be moved quickly. If any deliveries will block the alley for over 1/2 hr, a Temporary Encroachment Permit will be required. Any deliveries that need to come through the Hyman St Mall will have to be coordinated through the Parks and Parking Depts. Response: Acknowledged see note on Cover Sheet for Contractor to comply HPC Markup Summary received August 7 2018 1. Please remove all references to the exterior bollard, with card reader and automated door actuator attached to it. None of these elements have HPC approval, nor has an application been submitted. Please propose an ATM actuator location that does not require a bollard and requires minimal alteration to historic fabric. Sheets which propose the bollard, card reader and actuator include A1.1.1, A1.3, A2.1 and A3.0 Stantec Response: All references to the exterior bollard have been removed. 2. There is an ADA door actuator in place, mounted to what appears to be a historic window frame. Why can't this actuator remain, or be upgraded to current technology/a smaller button? Stantec Response: Existing actuator is not functioning. It needs to be replaced in place. A smaller device will be provided and has been Submitted for HPC review by our planning consultant Bendon Adams. 3. Please clarify whether any new exterior hardware is proposed. Stantec Response: No new exterior hardware is proposed. With excepton of a card reader which will be installed adjacentto the ADA door acuator only if approved by HPC in our submittal by Bendon Adams planning consultants. 09/05/2018 August 21, 2018 Page 2 of 4 Reference: Chase – Hyman and Mill – Permit comments response letter. 4. Is the existing exterior light fixture over the entry door being retained? It has not been approved for removal or replacement Stantec Response: The existing exterior light fixture over the entry is being retained. 5. There is no camera on the exterior of the building and no approval has been given by HPC. Please clarify. Stantec Response: No camera is proposed at this moment for the exterior of the building. Building Comments received August 10, 2018 1. Our records indicate that 419 E Hyman Ave is a type III-A building, please revise the type of construction note, fire resistance rating requirement notes, and building height and area notes. Stantec Response: Notes have been revised to show type III-A construction. 2. IEBC 1010.1 does not exempt you from providing the required fixtures for the new B occupancy. The kitchenette satisfies the drinking fountain requirement but a service sink is still required on property (but not necessarily within your unit). Show the location of the required service sink. Stantec Response: A service sink has been added to the coat closet. See architectural plans for the revision, and Refer to drawing M2.0. The service sink has been located immediately to the south of the Women’s Restroom. Plumbing and exhaust has been shown as provided for the service sink area as well. Refer to drawings M3.0 and M3.1 for supporting information on service sink. 3. Draw travel distances rectilinearly, we do not accept travel distances shown on a diagonal through a space. Stantec Response: The travel distances have been updated to be shown rectilinearly 4. It looks like you will be removing more than 32SF of drywall from the rated floor/ceiling assembly for this structural work, which is our trigger for requiring a listed assembly to be put back in place. Please provide a listed floor/ceiling assembly for the repair of the rated floor/ceiling. Stantec Response: Minimum 1 Hour UL Rated floor/ceiling assembly detail has been added and called out on the basement floor plan-sheet A1.1.0 5. New beams are not steel per the structural plan, only the columns are steel. Please revise. Stantec Response: Structural drawings now indicate steel beams. 6. All new structural beams and columns require 1 hour fire protection in a IIIA building. Provide listed details for the protection of the new structural members. Stantec Response:Minimum 1 hour UL Rated beam assembly detail has been added on sheet A1.1.0 7. Please verify whether fire sprinklers currently exist within this space. We will require access to this now unoccupied space per IBC 1209.2 (20"x30" minimum). Please revise and provide details showing compliant access. Stantec Response: The space highlighted is the staircase that has been enclosed. The basement floor plan has been updated to include a door proposed into this space, the stair will remain providing access to sprinkler from below.. 8. At least one ATM is required to be accessible, provide cutsheets demonstrating compliance with 2009 ANSI section 707. Stantec Response: clarifying notes and dimensions have been added to details 3/A5.7 and 4/A5.7 to ATM cut sheet drawings 9. Please show how you comply with or meet an exception to ANSI 404.2.9 for door surface requirements. Stantec Response: Note has been added to sheet 1/A2.1: “4” bottom rail with top edge tapered 60 degrees minimum from the horizontal”. ANSI section 404.2.9 and 404.2.10 have been added to the Door and Hardware Notes section of sheet A2.1.as follows.” 404.2.9 Door and Gate Opening Force. Fire doors shall have a minimum opening force allowable by the appropriate administrative authority. The force for pushing or pulling open a door or gate other than fire doors shall be as follows: 1.Interior hinged doors and gates: 5 pounds (22.2 N) maximum. 2.Sliding or folding doors: 5 pounds (22.2 N) maximum. These forces do not apply to the force required to retract latch bolts or disengage other devices that hold the door or gate in a closed position. Advisory 404.2.9 Door and Gate Opening Force. The maximum force pertains to the continuous application of force necessary to fully open a door, not the initial force needed to overcome the inertia of the door. It does not apply to the force required to retract bolts or to disengage other devices used to keep the door in a closed position. 404.2.10 Door and Gate Surfaces. Swinging door and gate surfaces within 10 inches (255 mm) of the finish floor or ground measured vertically shall have a smooth surface on the push side extending the full width of the door or gate. Parts creating horizontal or vertical joints in these surfaces shall be within 1/16 inch (1.6 mm) of the same plane as the other. Cavities created by added kick plates shall be capped. EXCEPTIONS: 1. Sliding doors shall not be required to comply with 404.2.10. a. Tempered glass doors without stiles and having a bottom rail or shoe with the top leading edge tapered at 60 degrees minimum from the horizontal shall not be required to meet the 10 inch (255 mm) bottom smooth surface height requirement. 09/05/2018 August 21, 2018 Page 4 of 4 Reference: Chase – Hyman and Mill – Permit comments response letter. 10. Clearly show or note how you will be meeting the lighting control requirements of IECC C405.2. This will include occupant sensors in required locations (C405.2.1), time-switch controls in areas not provided with occupant sensors (C405.2.2), and manual light reduction controls throughout (C405.2.2.2). MKK Response: Refer to lighting plans. Work Room, PO3, PO2 and CMS 1 are provided with dimmers or multi zone on/off switches with ceiling mounted occupancy sensors to meet C405.2.1 C405.2.2.2. Lobby, living room and corridors are not required to have occupancy sensors and/or time-switch controls because they are greater than 300 square feet and are less than 5000 square feet, therefore C405.2.1 and C405.2.2 are not required. No changes were made to the drawings. 11. Provide cutsheets on all fixtures highlighting maximum fixture wattage so that I may verify the values entered on the ComCheck. Be sure that you are using maximum fixture wattage and not bulb wattages on the ComCheck. MKK Response: See attached lighting cutsheets. 12. Special inspection signatures are required before building can sign off fully. You may submit other responses without these, but we cannot fully approve the permit until this form has been signed by all applicable parties. The lighting controls for the work room, PO3, PO2, and CMS1 comply but this needs to be noted in a relevant location on the drawings. Previous comments still stands. 09/05/2018
