Box 10493 Aspen, CO 81612 - 4 - 2.0 PROJECT INTRODUCTION 2.1 Project Disturbance Area The project is an interior remodel and does not involve any soil disturbance. 2.2 Project Vicinity Map See attached Appendix A – Project Vicinity and Haul Route Map 2.3 Project Description The Interior Remodel/Tenant Build-out for Chase Bank consists of a partial renovation affecting 600sf of the 1,702sf existing commercial space located at 419 Hyman Ave. Scope of work includes select demolition, installation of interior wall partitions, new vestibule glass doors, select finishes, furniture and equipment, a new server room located in the basement, and improvements to MEP systems. Minor structural improvements will be required per plan to support the load of (2) ATM machines and (1) safe. There will be no impact to the exterior shell of the building or disturbance to the surrounding soils. 3.0 PROJECT DOCUMENTATION 3.1 Permitting The following permits have will be applied for by Financial Construction Services, Hansen Construction, or subcontractors awarded future contracts. As Permits are deemed necessary and approved/issued the CMP will be updated to include them at the back of the CMP. This CMP is being submitted as part of the application for a building permit.  Building Permit: TBD  Electrical: Future Date  Plumbing: Future Date  Mechanical: Future Date 3.2 Public Notification Public notification will take place a minimum of 10 days prior to commencement of work and will be distributed directly to neighbors within a 300 foot radius of the project. Public notice will include an invitation to a pre-construction meeting, a proposed schedule and description of impacts to the neighborhood. 07/26/2018 P 970.920.1558 F 970.920.3038 P.O. Box 10493 Aspen, CO 81612 - 5 - A preconstruction meeting summarizing this CMP will be held five days after the aforementioned public notification and held at the project location. Construction activities are tentatively scheduled to commence in November or December of 2018 pending permit approval. The pre-construction meeting is therefore tentatively scheduled for 11/19/18 at 11:00am. Reid Hansen, HCI Project Manager, will act as the project representative and will notify all parties listed above. 3.3 Project Sign Chase Bank Aspen Project Sign – APPENDIX B 3.4 Contact List Contact List – APPENDIX C 4.0 PROJECT IMPLEMENTATION 4.1 Dates of Construction The current project start is tentatively scheduled for 11/26/18. The estimated project duration is three (3) months putting the projected completion date at around 2/25/19. 4.2 Hours of Construction Construction hours shall be limited to 7:30am – 5:30pm Monday through Friday and 9am – 5pm on Saturday. No construction is permitted on Sundays, 4th of July day and/or weekend if it falls on a Friday or Monday, Memorial Day and Labor Day weekends, Thanksgiving Day, Christmas Day and New Year’s Day.  During Presidents Day projects located in the Central Resort Area (CRA) are not permitted to work on any exterior elements, however interior work may be permitted with prior approval.  During the Christmas week (12/26-12/31) projects located in the Central Resort Area (CRA) are not permitted to work on any exterior elements, however interior work may be permitted with prior approval.  During the Holiday Season as defined by Aspen’s CMP Requirements Manual, projects located in the Core are not permitted to work on any exterior elements, however interior work will be permitted.  During the Food & Wine Festival in June (Friday thru Saturday) projects located in the Central Resort Area (CRA) are not permitted to work. 07/26/2018 P 970.920.1558 F 970.920.3038 P.O. Box 10493 Aspen, CO 81612 - 6 - 4.3 Construction Schedule Please see attached – APPENDIX D 4.5 Project Fencing Interior Remodel – No project fencing required. 4.6 Tree Protection Interior Remodel – No tree protection required. 4.7 Parks Interior Remodel – No Parks review required. 5.0 PROJECT MANAGEMENT 5.1 Parking Management Please see attached – APPENDIX E 5.2 Emergency Access and Ordinance 35 HCI will maintain continuous emergency vehicle access to the site, including but not limited to police, fire, and ambulance services. See Ordinance 35 – APPENDIX F 5.4 Staging Areas All material handling and equipment staging will be accommodated on site. Under no circumstances will job materials be stored in the ROW. HCI will be utilizing a dump trailer for all trash/recycling which will be parked at designated parking spots and removed daily. Any compost or food disposal containers shall be bear proof. Box 10493 Aspen, CO 81612 - 7 - 6.0 TRAFFIC CONTROL 6.2 Haul Routes See Haul Route Map – APPENDIX A 6.3 Weight and Size Limitations of Vehicles  Dump Trailer – 5,000 GVW 6.4 Construction Vehicle Activity There will be approximately 21 truck trips required. This will equate to approximately two truck trips per week over the 2-month duration of the project. The expected numbers of truck trips are as follows: 8 Trash Haul-offs 5 Loads of Framing Materials 1 Trip by Insulation Truck 1 Load of Drywall 3 Loads of flooring and interior finish materials 1 Load of Appliances (fireplace) 1 Load of Mechanical Equipment 1 Load of Light Fixtures Pickup and deliveries times will be coordinated so that only one large truck will be on site at any given time. Delivery vehicles and all other on-site vehicles will not be allowed to idle for more than five (5) minutes. Project subcontractor and suppliers will be provided with written notification of Aspen’s vehicle idling regulations. See Section 13.08.110 Engine Idling – APPENDIX J. 6.5 Traffic Control Plan HCI does not anticipate that there will be any need to interfere with traffic on any public right-of-way. If some unforeseen need arises, a Traffic Control Plan (TCP) will be prepared by a State Certified Traffic Control Supervisor. The plan will conform to the most current edition of the Manual of Uniform Traffic Control Devices for Streets and Highways (MUTCD) and be submitted to the City of Aspen Department of Engineering for approval/permitting. 07/26/2018 P 970.920.1558 F 970.920.3038 P.O. Box 10493 Aspen, CO 81612 - 8 - 8.0 SEDIMENT AND EROSION CONTROL 8.1 Storm Water Pollution Prevention Plan Since this is an interior remodel we do not anticipate that there will be any need for sediment and erosion control measures, however, if we end up doing any unanticipated work that disturbs more than 1,000 square feet of the sidewalk, street or alley, we will submit a Stormwater Management Plan as required. 8.2 BMPs for Storm Water Pollution Prevention Interior Remodel – No BMPs for Storm Water Pollution Prevention required. 8.3 Final Stabilization and Long-Term Stormwater Quality Interior Remodel – No Final Stabilization and Long-Term Storm Water Quality required. 8.4 Inspection and Maintenance Procedures Interior Remodel – No Inspection and Maintenance Procedures required. 9.0 FUGITIVE DUST CONTROL 9.1 Dust Control Plan Interior Remodel – No Dust Control Plan required. 10.0 EMISSIONS 10.1 Maintenance All vehicles and equipment used on site will be properly maintained such that the engines will function within the manufacture’s standards or parameters. 10.2 Opacity Emissions from diesel engines operated within the City of Aspen shall be of a shade or density no darker than 40% opacity, except for starting motion no longer than 10 seconds or for stationary operation not exceeding 10 seconds. 07/26/2018 P 970.920.1558 F 970.920.3038 P.O. Box 10493 Aspen, CO 81612 - 9 - 11.0 NOISE SUPPRESSION 11.0 General The noise limit for construction is 80 decibels measured at the property line of the construction site. All construction equipment shall be adequately muffled and maintained to minimize project noise. The installation of noise barriers is the minimum technique to suppress noise, especially when jack hammering of concrete occurs. 11.1 Noise Suppression Plan All activity that generates noise in excess of 80 decibels requires a noise suppression plan and is restricted to operating between the hours of 9am and 5pm Monday through Friday. 11.2 Equipment and Methods In addition to the standard practices agreed to within the signed Noise Suppression Plan, the table below from the City of Aspen’s complete packet has been included for quick contractor/subcontractor reference. Engine idling. (a) Except as hereinafter provided, it shall be unlawful for any person to idle or permit the idling of the motor of any stationary motor vehicle for a prolonged or unreasonable period of time determined herein to be five (5) minutes or more within any one (1) hour period of time. (b) This Section shall not apply when an engine must be operated in the idle mode for safety reasons including, but not limited to, the operation of cranes and forklifts used in the construction industry. (c) The time required by a diesel-powered motor vehicle with a gross weight rating of ten thousand (10,000) pounds or more while operating in a stationary position to achieve a temperature of one hundred twenty (120) degrees Fahrenheit and an air pressure of one hundred (100) pounds per square inch, shall not be included in the computation of the five (5) minutes determined herein to be a prolonged or unreasonable period of time. The temperature and air pressure as indicated on the vehicle's gauges may be used for determining the diesel engine's temperature and air pressure. (d) The time during which transportation vehicles are actively loading or discharging passengers shall not be included in the computation of the five (5) minutes determined herein to be a prolonged or unreasonable period of time. A transportation vehicle shall be defined for purposes of this Section to mean motor vehicles designed to transport a minimum of sixteen (16) persons. (Code 1971, § 11-2.70; Ord.
