General The information provided herein and attached in referenced documents are pertinent to the renovation and new construction of the Aspen Meadows Reception Pavilion located at 845 Meadows Road, Aspen, Colorado 81611. 2. Project Location 2.1 Soil disturbance will consist of area indicated on the Site Plan [Attachment G]. Due to the nature of the scope and size limitations of the site, the entire site will have to be disturbed. Unless required by the contract documents, soil disturbance will only occur within the site property lines. 2.2 A project vicinity map [Attachment A] is included in the construction management plan for reference. 2.3 The project is located at 845 Meadows Road, Aspen, CO 81611. The scope of the project is to renovate the existing building and construct an additional dining area as well as exterior patios and decks. Excavation extents will include excavation for shoring, site utilities, structural foundation and site improvements. 3. Project Documentation 3.1 Shaw will maintain all applicable local, state and federal licenses and permits that apply to the construction of the project. Copies of all permit documents will be kept up to date and maintained on site for reference. Applications for the following permits will be filed before the commencement of the associated work: Building Permit, Demo Permit, Electrical Permit, Fence Permit, Fire Permit, SWWP Permit, Landscape/Grading Permit, Mechanical Permit, Plumbing Permit, Colorado CDPHE Permit, Encroachment Permit, Right Of Way Permit, Tree Permit and Water Utility Connection Permit. 3.2 A notice announcing the start of construction shall be distributed to neighbors and property owners located within 300’ of the project property no later than 10 days prior to the start of construction. Shaw will continue to distribute monthly updates on project status at the request of the Dolce Management. Additionally, Shaw will coordinate and send out invites for a preconstruction kick off meeting. The purpose of the meeting will be to discuss the project and look at the Construction Management Plan in detail. Subcontractors will be required to attend and invites will be sent to Utility personnel, City departments, Roaring Fork Transit Authority, neighboring property owners and the Aspen School District. ASPEN MEADOWS RECEPTION PAVILION CONSTRUCTION MANAGEMENT PLAN 3.3 A project sign [Attachment B] will be posted adjacent to Aspen Meadows Drive and includes all items shown in Appendix A of the CMP Requirements Manual. 3.4 A project contact list [Attachment C] has been included for reference. 4. Project Implementation 4.1 The project is scheduled for work to start in August 2017, and continue through June 2018. 4.2 The work hours shall be 7:00 am to 7:00 pm Monday through Friday & 8 am to 5 pm Saturday. There will be no work on Sundays or Holidays without written approval from the city. 4.3 A detailed project schedule has been included in this CMP [Attachment D]. 4.4 Shaw Construction will not allow any Subcontractors to excavate on any land close enough to a property line to endanger any adjacent sidewalk, public or private property, or easement, without supporting and protecting the property from any damage that might result from construction operations. The adjoining properties that will be most affected by the project are the Aspen Meadows Townhomes. We plan on installing either jobsite fencing or soundwall barriers entirely around the project perimeter. Roadways will be kept free of dirt and debris and the previously stated hours of construction will be adhered to. 4.5 The perimeter of project site will have a combination of acoustical soundwalls and non-removable construction fencing. The construction fencing will be six feet (6’) in height and constructed out of chain-link fence with Shaw Logo mesh windscreens. Reference Site Plan [Attachment G] for soundwall and fencing extents. 4.6 Shaw Construction will oversee all construction related work and will uphold utmost respect to public health and welfare. 4.7 Project construction will be oriented to minimize harm to all aspects of the City of Aspen’s natural environment. Reference Tree Protection Plan [Attachment E] for extents of tree protection fence locations and tree driplines. 5. Site and Right of Way Management 5.1 N/A - Right of Way Encroachment Plan [Attachment F] This project is entirely located on private property therefore Right of Way Encroachment is not applicable 5.2 Shaw Construction will maintain continuous emergency vehicle access, on and around the site, including but not limited to police, fire, and ambulance services. 5.3 Shaw Construction will utilize the following parking solutions for the subcontractors as part of the Traffic Demand Management (TDM) Plan: Parking will be in designated areas on Aspen Institute property. Shaw Construction will inform all new subcontractors on the parking plan to ensure all workers are ASPEN MEADOWS RECEPTION PAVILION CONSTRUCTION MANAGEMENT PLAN utilizing one of the three parking solutions. Minimal parking for Superintendents will be permitted in the parking garage on an as needed basis. 5.4 Material staging areas are shown on the Site Plan [Attachment G]. All deliveries and waste/dirt haul off will fall within the aforementioned hours of construction. The project will require the use of a hydro crane to set the steel structure. All crane operations will be kept within the property lines. 5.5 N/A – All construction is to occur on private property. 5.6 The Site Plan [Attachment G] locates the job site trailer, job materials storage, portable restrooms, waste management & recycling containers, excavation and shoring extents, soundwall/fencing locations, temporary pedestrian pathway barricades and gravel wash out areas. 5.7 Reference Construction Waste Management Plan [Attachment I] for additional information. Reference Site Plan [Attachment G] for locations of recycling dumpsters. 6. Traffic Control 6.2 Reference Delivery & Haul Route Plan [Attachment H] for planned routes to and from the project site. Reference Remote Parking & Shuttle Bus Route [Attachment I] for parking and shuttle bus plans. 6.3 Project will require use of a hydro crane, concrete mix truck, concrete pump truck and dump trucks. Vehicle weights and activities will be provided when scope of work is finalized/further designed and subcontractors have been brought on board for input on equipment use. 6.4 Traffic control required for deliveries will be fully coordinated with the City of Aspen Engineering Department. Shaw Construction will receive COA Engineering Department’s approval for any road closures that may be necessary. Shaw Construction will ensure that all delivery and heavy duty vehicles will have a visible sign on the vehicle that specifies the project contractors name and phone number. Lastly, Shaw Construction will ensure all delivery and other onsite vehicles not be allowed to idle for more than five (5) minutes, with the exception of generators or PTO type operations. 6.5 N/A - A Traffic Control Plan will be unnecessary for this project. All construction operations will be taking place on private property. 7. Pedestrian Protection 7.1 The construction project will comply with pedestrian safety per City code 21.04.060, MUTCD Chapter 6D, the Americans with Disability Act, and IBC Chapter 33. ASPEN MEADOWS RECEPTION PAVILION CONSTRUCTION MANAGEMENT PLAN 8. Sediment and Erosion Control 8.1 Reference Stormwater Inspection Checklist [Attachment K]. Shaw Construction will follow all erosion control measures as detailed on the Erosion Control Plan [Attachment L]. Shaw will provide additional erosion control measures, above and beyond what is detailed on Attachment L. Gravel tire wash areas, extra drain inlet protection and street sweepers will be utilized during the project duration. 8.2 N/A - The project site does not fall within the Smuggler Mountain restriction zoning. 9. Fugitive Dust Control 9.1 Dust will be controlled by using a water truck that will wet the site three times a day under dry conditions or as directed by the City Construction Mitigation Officer. When exporting dirt, dump trucks will utilize dirt screens to keep dirt & dust from being blown out onto the streets. Gravel tire cleaners will be located at both entrances on the construction site to prevent mud from being tracked on the streets. As a further preventive measure, a street sweeper machine will be used to clean any dirt that does happen to escape the site at the entrance locations. Vehicle speeds will not exceed 15 mph on the construction site. All local and state speed limits and traffic regulations will be followed while traveling through the City of Aspen. 10. Emissions 10.1 All vehicles and equipment used on site shall be properly maintained such that the engines will function within the manufacturer’s standards. 10.2 Emissions from diesel engines shall be of a shade or density no darker than 40% opacity, except for starting motion no longer than 10 seconds or for stationary operation not exceeding 10 seconds. 11. Noise Suppression 11.1 The noise limit for construction activities will be measured and monitored at the property line of the construction site. All construction equipment will be adequately muffled and maintained to minimize project noise. 11.2 Shaw Construction is currently working with a Sound Engineer to develop a Noise Suppression Plan [Attachment M] to properly mitigate and suppress construction noise. The plan will detail soundwall design and other noise ASPEN MEADOWS RECEPTION PAVILION CONSTRUCTION MANAGEMENT PLAN blocking methods. Reference Attachment G – Site Plan for extents of soundwall installation. 11.3 The project site is located at 845 Meadows Road. The project will operate under the required 70 decibels at the property line, with the exception of the following activities: · Demolition of existing structures · Shoring operations · Excavation · Steel Erection Shaw Construction will be in communication with the City Engineer to ask for an ‘Excess Noise Exception’ approval prior to beginning any of the aforementioned work. After receiving approval from City Engineer, all activities will not be started before 9AM on weekdays and will not be permitted on Saturdays. Shaw Construction will require all subcontractors to operate equipment in accordance with manufacturer’s specifications and with all standard manufacturers’ mufflers and noise-reducing equipment in use and in properly operating condition. Shaw Construction will prohibit the use of radios on site before 8:00 AM. Shaw Construction will ensure that generators, compressors and cement mixers are placed in locations that will reduce the impacts on individual neighbors. Shaw Construction will post on site notices to inform subcontractors of the noise restrictions and thresholds, as well as discuss specific noise restrictions at the weekly Subcontractor Coordination Meetings. 11.4 Noise level measurements will be taken with a sound level meter using the “A” weighting scale set on “slow” response. Measurements will be taken at the property line of the site and the meters will be used according to manufacturer specifications. Background noise levels will be taken for comparison with a given source for accuracy of a measurement. However, extraneous or momentary spikes in the background noise readings will not be used to compare with the source noise readings. As stated previously, Shaw Construction will ask City Engineer for Excessive Noise Variances when certain construction activities require going above the 80dB threshold. 11.5 Due to the reinforced earth stabilization required on site, Shaw Construction will perform continued noise monitoring. All monitoring will be recorded and made available remotely through on line access to the City’s Construction Mitigation Officer.
