NOISE SUPPRESSION 07/11/18 PROJECT INTRODUCTION FCI Constructors, Inc. will be completing interior demolition and modifications at the downstairs unit of the Vectra Bank Building located at 534 E. Hyman Ave. in downtown Aspen. This work is being completed for Pitkin County to remove the temporary Elections Offices setup currently in place and return the rented/leased space to its original condition as requested be the landlord and as agreed to between the landlord and Pitkin County. There is no exterior/site work associated with this project. All work is within the interior of the building. There will be no effect on public utilities that we know of. Any activity generating noise greater than 80db will take place between the hours of 9AM and 5PM Monday thru Friday only. Observed Holidays (As Applicable) Memorial Day Food & Wine Festival 4th of July Labor Day Thanksgiving Christmas Week New Year’s Day Memorial Day Interior work only may be performed on Presidents Day Sequence (Phasing) of Construction – N/A Adjoining Property Owners Since this project only includes work at the interior of the building, no effect on adjoining properties/adjacent businesses is anticipated. Project Fencing Since this project only includes work at the interior of the building no project fencing is anticipated. Materials will either be staged inside the construction area, or phased for “just-in-time” delivery. Natural Environment Since this project only includes work at the interior of the building, no effect on Aspen’s natural environment is anticipated. Page 9 07/11/18 SITE MANAGEMENT Parking Management Construction workers will be encouraged to carpool to the project site as much as possible. Carpool passes can be picked up daily at the Pitkin County Airport Parking Kiosk located on the Airport Frontage Road. Carpool passes are free and require a minimum of two occupants per vehicle. Kiosk hours are 6 a.m. to 11 a.m. Monday through Friday. Carpool permits are good for street parking in Carpool Zones only as specifically indicated by street signage, illustrated in the attached City of Aspen Residential Permit Parking and City of Aspen Carpool Parking Location map. Subcontractors can also purchase a monthly parking pass for the parking garage, currently $200/month (subject to change). All overflow traffic will park at the public Brush Creek Interceptor lot and take public transportation to the project. See attached City of Aspen Parking Zone Maps. Emergency Vehicle Access & Ordinance 35 Continuous emergency vehicle access will be maintained to the project site. Staging Areas Specify construction staging areas See attached Project Site Plan – if needed, small amounts of materials may be staged in the alleyway at the back of the Ute City Building. Number of truckloads expected to/from site There is no site work associated with this project. Only truckloads will be removal of demoed materials. Construction Trailer, Materials Storage, & Waste Management See the attached Project Site Plan for planned material storage, restroom locations, waste management locations. FCI does not see a need to address project haul routes. Please advise if this is not correct. Traffic Control Plan It is our understanding that this is not required as all of the work associated within this project is contained to the interior of the building and there is no public right of way associated with our construction activities. Page 21Page 20 07/11/18 FUGITIVE DUST CONTROL Fugitive Dust Control Plan: FCI does not anticipate any large amounts of dust being generated from this site as all of the construction work will be conducted at the interior of the building. For any dust control related concerns that may come up please contact the onsite Superintendent (contact info can be found at the beginning of this Construction Management Plan). Page 22Page 21 07/11/18 EMISSIONS Proper Vehicle Maintenance All vehicles associated with this construction project will be properly maintained such that the engines will function within manufacturer’s standards or parameters. Emissions Emissions from diesel engines shall be of a shade or density no darker than 40% opacity, except for starting motion no longer than 10 seconds or for stationary operation not exceeding 10 seconds. Page 23Page 22 07/11/18 NOISE SUPPRESSION General Any activity generating noises greater than 80db will be performed Monday thru Friday from 9AM to 5PM only. Please reference the following Construction Noise Suppression Plan. Noise Suppression Plan All reasonable efforts will be made to minimize noise associated with this construction project. This project has the benefit of being completely enclosed at the interior of the building, so no noise associated with heavy equipment, generators, jackhammers, and similar loud construction activities is anticipated. FCI will make all efforts to routinely notify neighbors of expected work activities and associated noise levels.
