As we work on final adjustments necessary for a building permit, we’re doing our best to create a safe and efficient building that also maintains its historic character. It’s a challenge but always worth the effort. Along those lines, we have been directed by city staff to ask for two code exceptions regarding egress and energy compliance. After lengthy public discussions regarding a 2nd egress option, it was determined that the church is not changing in function or occupancy load, and that the current path of travel down two separate stairways and out the entry door is sufficient, given the width of the existing stairs. We request that this evaluation remain for the renovation of the interior of the historic nave and sanctuary. The church is blessed with a dozen original stained glass windows — among the most striking and defining features of the historic structure. We are placing new HPC-approved storm windows outside of them, which will increase their insulative value, though we cannot assure that value will meet current code. We are requesting an exception from that code. The proposed light fixtures are in line with code requirements, as is the new attic insulation. Our goal is to create a more efficient building while maintaining and preserving the historic resource. We hope these two requests can be honored and look forward to progressing with this vital community project. Sincerely, Marina Skiles Senor Project Architect City of Aspen Received 5/2/17 Building Department Revise the alternate method request letter as follows: -Remove the language about being directed to ask for code exceptions by staff. -Specifically ask for relief on the requirements for 2 exits, separation of exits, and common path travel distance from the sanctuary. Explain that the hazard is not being increased from the current situation and that the building is sprinklered. -Request the window U factor exemption per 2015 IECC C501.6 for historic buildings. -Request exemption from lighting compliance at the sanctuary level per 2015 IECC C405.4.1 exception 3 for lighting used for theatrical purposes. -Request use of a portable ramp to provide an accessible route to the platform in lieu of a permanent ramp. -Request exemption from making the confessional accessible. -Request exemption from handrails to the platform. -Request exemption from locating mechanical intakes and exhausts above snow level by employing full time maintenance professional.
