During the inspection and objection period of the purchase contract, the Client hired HealthSafe Inspections, Inc. (hereinafter, HealthSafe) to perform an asbestos building inspection, bulk sampling and reporting for the purpose of a complete or partial demolition of the structure. This asbestos inspection, bulk sampling and written report will suffice the complete demolition of the structure. VISUAL INSPECTION & LABORATORY FINDINGS: An initial survey of the property was performed with Scott Hoffman of Crestone Building Company on Thursday, September 15, 2016. The asbestos inspection and bulk sampling was conducted by Jim Baker of HealthSafe Wednesday, September 21, 2016. All interior and exterior suspect ACM/ACBM were identified and sampled. Those materials are the following: 2 1. Rolled asphaltic roofing on three sections of roof, a homogeneous miscellaneous material requiring at least one bulk sample [ROL-RF]. The PLM analytical estimated results: NONE DETECTED. 2. A heavy roof tar paper [RF-TP], a homogeneous miscellaneous material requiring at least one bulk sample The PLM analytical estimated results: NONE DETECTED. 3. An asphaltic roofing tar sealant, a homogeneous miscellaneous material requiring at least one bulk sample The PLM analytical estimated results: NONE DETECTED. 4. An applied synthetic stucco surfacing material around parts of the exterior lower sections of the house, especially the south and east sides over 32 sf, but less than 1,000 sf [STUC-1,2,3]. The PLM analytical estimated results: NONE DETECTED. 5. Sheet vinyl flooring in the second floor SW master bathroom with shower enclosure, over 32 sf, but less than 200 sf, a homogeneous miscellaneous material requiring at least one bulk sample [MSTR-SHWR-V]. The PLM analytical estimated results: 20% Chrysotile asbestos. This material will require professional asbestos abatement by a State certified asbestos abatement contractor prior to any demolition. The assessed condition of this ACBM is in good condition with no exposure of the paper/felt backing in a non-friable state with a very low potential for disturbance. 6. Sheet vinyl flooring in the second floor master bathroom with tub, over 32 sf, but less than 200 sf, a homogeneous miscellaneous material requiring at least one bulk sample [MSTR-BTH-V]. The PLM analytical estimated results: NONE DETECTED. 7. Sheet vinyl flooring in the second floor NE guest master bathroom and also the main floor laundry room with a size over 32 sf, but less than 200 sf, a homogeneous miscellaneous material requiring at least one bulk sample [GST- BTH-LNDR-V]. The PLM analytical estimated results: 15% Chrysotile asbestos. This material will require professional asbestos abatement by a State certified asbestos abatement contractor prior to any demolition. The assessed condition of this ACBM is in good condition with no exposure of the paper/felt backing in a non-friable state with a very low potential for disturbance in both the functional space of the laundry room and the functional space of the guest master bathroom. 8. A kitchen sink with a sprayed-on acoustic under coating [KIT-SNK]. The PLM analytical estimated results: 3% Chrysotile asbestos. This ACM is in a non- friable state, a durable hard coating with little chance of disturbance. It should be disposed of with other ACM by the abatement contractor. 9. A laundry sink with a sprayed-on acoustic under coating [LNDR-SNK]. The PLM analytical estimated results: 2% Chrysotile asbestos. This ACM is in a non-friable state, a durable hard coating with little chance of disturbance. It should be disposed of with other ACM by the abatement contractor. 10. A pool room kitchen sink with a sprayed-on acoustic under coating [POOL-KIT- SNK]. The PLM analytical estimated results: 5% Chrysotile asbestos. This ACM 3 is in a non-friable state, a durable hard coating with little chance of disturbance. It should be disposed of with other ACM by the abatement contractor. 11. A homogeneous taped and joint compounded drywall system (classified as a miscellaneous material as a complete integral system) [MEC-FLT-J-1; GAR-FLT- J-2; LIV-FLT-J-3; GST-FLT-J-4; MSTR-FLT-J-5]; these composite layered taped and joint compounded drywall materials are on ceilings and walls of the main house (not the pool room side) without an sprayed-on or troweled-on surfacing material/texture on the walls and some ceilings. The estimated surface area is more than less than 5,000 sf, requiring a minimum of at least two or more composite core samples of all drywall layers (“…number of samples sufficient to determine” …if asbestos is present or not). The PLM analytical estimated results: less than, <1.0% Chrysotile asbestos in the joint compound of 4 out of the 5 bulk drywall/tape/joint compound samples with composite results well below 1.0%. The homogeneous miscellaneous drywall system is not classified as ACM/ACBM, and therefore will not be required to be assessed or abated. However, OSHA regulations apply when disturbing, removing and disposing of the hazardous materials. 12. A homogeneous taped and joint compounded drywall system (classified as a miscellaneous material as a complete integral system) [-J-1,2]; these composite layered taped and joint compounded drywall materials are on ceilings and walls of the with a surfacing material/texture known as ““. The estimated surface area is more than 32 sf, but less than 1,000 sf, requiring a minimum of at least two composite core samples of all drywall layers (“…number of samples sufficient to determine” …if asbestos is present or not). The PLM analytical estimated results: NONE DETECTED. 13. A homogeneous spray-applied surfacing material/texture (“semi-orange peel”) [LIV-CLG-T-1; OFC-CLG-T-2; HAL-CLG-T-3; M-BTH-CLG-T-4; MSTR-CLG- T-5]. This surfacing material/texture is on ceilings of the living room, office, hallway to the master and guest master suites and portions of the master bathroom, with the exception of plastered ceilings. The estimated surface area is more than 1,000 sf, but less than 5,000 sf, requiring a minimum of at least five surfacing/texture material samples. The PLM analytical estimated results: NONE DETECTED in three out of the five samples: LIV-CLT-T-1, OFC-CLG-T-2 MSTR-CLG-T-5. Less than, <1.0 % Chrysotile asbestos was identified in the HAL-CLG-T-3 and M-BTH-CLG-T-4 samples, presumably joint compound rather than texture according to this inspector, but noted as “Texture/White” by the analyst. These two samples were analyzed additionally by EPA “Point Count” methods and proven to be less than 1.0% at 0.25% and less <0.25%. This surfacing material is not classified as ACM and will not require asbestos assessment or abatement. However, OSHA regulations apply when disturbing, removing and disposing of the hazardous materials. 14. A homogeneous trowel-applied surfacing material in the master bathroom main bath with bathtub known as “venetian plaster” [MSTR-BTH-PLST-T-1,2,3]. This applied surfacing material was on the walls and ceiling of the main part of the bathroom and water closet with a total surface area of more than 32 sf, but less 4 than 1,000 sf requiring a minimum of at least 3 samples. The PLM analytical estimated results: NONE DETECTED. There were no other additional suspect asbestos building materials to sample which were slated to be disturbed, removed or disposed of. A total of 25 suspect homogeneous ACM/ACBM bulk samples were collected and 25 samples were analyzed. The bulk samples were analyzed by PLM by a NVLAP accredited laboratory in accordance with Colorado State Regulation 8 for the presence of asbestos mineral fibers. There is asbestos in 11 of the 25 samples analyzed, 5 of those over 1.0%, classified as ACM/ACBM, two of which will require asbestos abatement, bathroom and laundry sheet vinyl floor coverings See supporting Hayes Microbial Consulting, Inc. data report # #16026685. HEALTHSAFE CONCLUSIONS: 1. The sheet vinyl flooring in the guest master bathroom, the laundry room and the SW master bedroom suite bathroom with shower enclosure will require asbestos abatement prior to demolition, since it can be rendered friable in the process of removal. 2. The three sinks, one in each kitchen and one in the laundry room will require disposal in a landfill which accepts ACM/ACBM. The abatement contractor can dispose of these with the sheet vinyl flooring materials. 3. All drywall materials have asbestos in the joint compound and possibly some in the ceilings of the main part of the house upper ceilings which have an applied texture. These are all below the regulated amount by the State of Colorado, not requiring asbestos abatement, but removal and disposal of these drywall materials will require OSHA regulation adherence. In the industry, we coined this “OSHA drywall”. The abatement contractor can remove and dispose of these materials, also. It just won’t require the elaborate and safer “abatement” methods. Sincerely Submitted, Jim Baker 5 COLORADO ASBESTOS REGULATIONS SUMMARY: Colorado State Regulation 8 requires a State certified Asbestos Building Inspector to inspect and sample for suspect asbestos containing materials (ACM) or suspect asbestos containing building materials (ACBM) prior to the disturbance, removal or demolition. In residential buildings of four or fewer units if more than 32 square feet of any surface coverage (e.g., gypsum wallboard or drywall and associated applied surfacing materials/textures, acoustic sprays, joint compounds, plaster, etc.), 50 feet of asbestos covered or asbestos insulated pipe or any material which would fill a 55 gallon drum—if these materials are going to be disturbed or removed—an asbestos inspection is required by a state certified asbestos building inspector. For buildings with more than four residential units (considered public), including commercial, public (including public access areas to a residential building), civic or industrial buildings, if more than 160 square feet of surfacing materials, 260 linear feet or more than 35 cubic feet of suspect ACM/ACBM is going to be disturbed, an asbestos inspection is required under NESHAP. County or City regulations may be more stringent. The regulations require an absolute minimum of 3 samples (EPA suggests 9) per homogeneous suspect surfacing and TSI materials and an absolute minimum of 1 sample of homogeneous miscellaneous materials or any number of “samples sufficient to determine whether a material is ACM” (Reg8.IV.D.3). More samples are required based on surface area or volume. In order for the contractor to proceed with restoration, renovation or demolition the suspect materials have to be sampled and analyzed by a NVLAP accredited laboratory by polarized light microscopy (PLM) methods. OSHA compliance is required for all employers/employees no matter the quantity of asbestos present.
