CITY OF ASPEN CONSTRUCTION STAGING AREA, PARKING AND EMERGENCY
VEHICLE ACCESS MANAGEMENT PLAN
The City of Aspen Parking Department requires submission of a job site plan describing the job location, construction
staging area(s), number of construction related vehicles and plans to allow and ensure proper emergency vehicle
access. The construction project may be issued specific parking areas for the expected duration of the project for a
fee. (Angle space = 10Ft./Parallel space = 20ft.)These plans are required for all construction and remodeling projects.
Space lease fees are not included in encroachment/right of way fees.
Application must be submitted to the Parking Department 7 business days prior to space needs for approval and fee.
Provide and attach one copy of a job site plan showing the following information:
1. Location for all job site related vehicles, including number and location of requested street parking spaces.
2. Location for materials storage, construction equipment and /or any other staging issues.
3. Emergency access route allowing emergency vehicle access to the structure(s)

All construction staging and construction parking shall be confined to the areas defined in an approved plan for the
job site. Workers shall be encouraged to carpool. Emergency access, as described in the approved plan for the job
site, shall at no time be blocked.
ATTENTION
Construction related vehicles are excluded from the signed 2-Hour Free Parking areas in Aspen’s residential
parking areas. Construction related vehicles will only be considered in compliance if parked in the leased
construction parking spaces/area(s) or displaying a valid street permit. All other vehicles will be considered in
violation.

This project will recycle or salvage for reuse a minimum of ______ % by weight of the waste
generated on-site.
Waste Prevention Planning:
Compliance with City of Aspen mandatory recycling requirements for businesses. Mandatory
recyclables (mixed recycling) include:
o newspaper
o corrugated cardboard
o white and colored office paper
o plastic and glass bottles and jars
o metal cans
Compliance with Pitkin County’s Landfill Bans, i.e. no disposal of tires, appliances, yard waste,
mandatory recyclables, hazardous waste, batteries, fluorescent tubes, electronic waste and large
metal items.
The General Contractor will contractually require all subcontractors to comply with the
mandatory recycling requirements.
The Construction Waste Reduction Plan shall be implemented and executed as follows and as on
the chart:
o Salvageable materials will be diverted from disposal where feasible.
o There will be a designated area on the construction site reserved for dumpsters
which are specifically labeled for respective materials to be received.
o Hazardous waste will be managed by a licensed hazardous waste vendor.
Communication & Education Plan:
As each new subcontractor comes on site, the recycling coordinators will present him/her with a
copy of the Waste Management Plan and provide a tour of the recycling areas.
All recycling containers will be clearly labeled. Containers shall be located in close proximity to the
building(s) under construction in which recyclables/salvageable materials will be placed.
Recycling coordinators shall inspect the containers on a weekly basis to insure that no contamination
is occurring and precautions shall also be taken to deter any contamination by the public.

13.08.110 ENGINE IDLING
Sec. 13.08.110. Engine idling.
(a) Except as hereinafter provided, it shall be unlawful for any person to idle or
permit the idling of the motor of any stationary motor vehicle for a prolonged or
unreasonable period of time determined herein to be five (5) minutes or more within any
one (1) hour period of time.
(b) This Section shall not apply when an engine must be operated in the idle
mode for safety reasons including, but not limited to, the operation of cranes and
forklifts used in the construction industry.
(c) The time required by a diesel-powered motor vehicle with a gross weight
rating of ten thousand (10,000) pounds or more while operating in a stationary position
to achieve a temperature of one hundred twenty (120) degrees Fahrenheit and an air
pressure of one hundred (100) pounds per square inch, shall not be included in the
computation of the five (5) minutes determined herein to be a prolonged or
unreasonable period of time. The temperature and air pressure as indicated on the
vehicle's gauges may be used for determining the diesel engine's temperature and air
pressure.
(d) The time during which transportation vehicles are actively loading or
discharging passengers shall not be included in the computation of the five (5) minutes
determined herein to be a prolonged or unreasonable period of time. A transportation
vehicle shall be defined for purposes of this Section to mean motor vehicles designed to
transport a minimum of sixteen (16) persons. (Code 1971, § 11-2.70; Ord. No 74-1992,
§ 1)

2.0 PROJECT INTRODUCTION
2.1 Total Project Disturbance Area
The area of disturbance is approximately 3,000 SF which includes the existing roof.

2.3 Project Description
The proposed project will consist minor demolition to remove existing framing, installation of
new tenant finishes, mechanical, plumbing, and electrical. New windows and exterior doors will
be installed along with roof improvements and roof top garden.
3.0 PROJECT DOCUMENTATION
3.1 Permitting
All required permits will be obtained by Hansen Construction and their subcontractors
including Building. Mechanical, Electrical, and Plumbing will be obtained if required by code to
complete the re-roofing.
3.2 Public Notification
Public notification will take place a minimum of 10 days prior to commencement of work and
will be distributed directly to neighbors within a 300 foot radius of the project. It will include an
invitation to a pre-construction meeting, a proposed schedule and description of impacts to the
neighborhood. A preconstruction meeting summarizing this CMP will be held five days after the
aforementioned public notification and held at the project location.

4.0 PROJECT IMPLEMENTATION

The demolition will commence September 3rd. Estimated completion is October 15th.

4.2 Hours of Construction
Construction hours shall be limited to 7:30am – 5:30pm Monday through Friday and
9am – 5pm on Saturday. No construction is permitted on Sundays, 4th of July day and/or
weekend if it falls on a Friday or Monday, Memorial Day and Labor Day weekends,
Thanksgiving Day, Christmas Day and New Year’s Day.
During Presidents Day projects located in the Central Resort Area (CRA) are not
permitted to work on any exterior elements, however interior work may be
permitted with prior approval.
During the Christmas week (12/26-12/31) projects located in the Central Resort
Area (CRA) are not permitted to work on any exterior elements, however interior
work may be permitted with prior approval.
During the Holiday Season as defined by Aspen’s CMP Requirements Manual,
projects located in the Core are not permitted to work on any exterior elements,
however interior work will be permitted.
During the Food & Wine Festival in June (Friday thru Saturday) projects located
in the Central Resort Area (CRA) are not permitted to work.

4.5 Project Fencing
We will install safety rail fencing around the perimeter of the parapet as needed for fall
protection during roof finish work.

5.0 PROJECT MANAGEMENT
5.1 Parking Management Form
Hansen Construction will utilize the parking space located in the alleyway which is reserved
for the owners of Unit B for staging. We are requested to rent two spaces at the front of the
building for our onsite construction vehicles. All other construction vehicles will utilize paid
parking as needed.

5.2 Emergency Access and Ordinance 35
Hansen Construction will maintain continuous emergency vehicle access on and around the
site, including but not limited to police, fire, and ambulance services.

5.3 Construction Parking Details
Hansen Construction will utilize the two parking spaces located on the alley which are
reserved for the penthouse unit and Unit B.
Hansen will reserve parking spaces in front of the building for two construction vehicles,
or for material deliveries that cannot be done in the alley.
Contractor and Subcontractor personnel will be required to carpool in groups of two or
more adults to reach the worksite.
HCI will offer public transit passes to workers that will be on site regularly and have the
ability to take advantage of the public transportation system.
No construction parking will be permitted within the free two-hour residential parking
areas without a valid permit.
5.4 CMP Map - Staging, Trailer, Materials, Waste Management, Recycling
The alleyway will be used for staging and material haul-off exclusively.
Right-of-Way encroachments will be used as a last resort in all cases. In the case where a
ROW encroachment occurs, Hansen Construction will obtain a permit from the City
Engineering Department before encroaching in the Right-of-Way.

Hansen is anticipating the 90% of the scope of work can be done from the alley. Hansen
does not plan to use a crane for this project and will be requesting that parking permits
and/or ROW encroachment permits be granted so that material deliveries can be employed

in the alley behind the building. For the remaining 10% of the scope Hansen will be
requesting parking permits and/or Row Encroachment permits be granted for two parking
spots on Hyman Avenue directly in front of the building site. Hansen understands that ROW
encroachments are to be minimized and used as a last resort in all cases. Hansen
understands that it shall obtain ROW encroachment permits from the City Engineering
Department before proceeding with said encroachments.
6.0 TRAFFIC CONTROL
6.1 General
All traffic control operations shall be managed by the designated certified traffic control
supervisor.
6.2 Project Haul Routes

6.3 Weight and Size Limitations of Vehicles
Since the proposed building covers most of the lot, there will be no “onsite” vehicles. All
vehicles bring workmen, materials and equipment to the site will comply with State of Colorado
weight restrictions.
6.4 Construction Vehicle Activities
Hansen Construction understands and agrees that:
1. Traffic control required for deliveries must be fully coordinated with the City of Aspen
Engineering Department.
2. Roads will not be closed under any circumstances, unless granted permission from the
City of Aspen Engineering Department.
3. Deliveries times will be coordinated so that only one large truck will be on site at any
given time.
4. Deliveries will only occur during permitted working hours which are 7:30am – 5:30pm
Monday through Friday and 9am – 5pm on Saturday.
5. Delivery and Heavy Duty Vehicles must have a visible sign on the vehicle that specifies
the project contractors name and phone number.
6. Delivery vehicles and all other onsite vehicles are not allowed to idle for more than five
(5) minutes, with the exception of generators or PTO type operations.

hereto as Attachment J.

6.5 Traffic Control Plan
We anticipate that the alley way directly behind the building will be closed periodically during
construction hours throughout the project to accept deliveries. No through traffic ahead signs
will be posted at the entrance to the alley and alley closed signs will be posted during these
times. If some unique need arises, a Traffic Control Plan (TCP) will be prepared by a State
Certified Traffic Control Supervisor. The plan will conform to the most current edition of the
Manual of Uniform Traffic Control Devices for Streets and Highways (MUTCD) and be submitted
to the City of Aspen Department of Engineering for approval/permitting.
8.0 SEDIMENT AND EROSION CONTROL
We do not anticipate that there will be any need for sediment and erosion control measures,
however, if we end up doing any unanticipated work that disturbs more than 1,000 square feet
of the sidewalk, street or alley, we will submit a Stormwater Management Plan as required.
9.0 FUGITIVE DUST CONTROL
We do not anticipate that there will be any need for fugitive dust control measures, however,
if we end up doing any unanticipated work that results in fugitive dust emissions, we will submit
a fugitive dust control plan and file an application for a construction permit with the Colorado
Department of Public Health and Environment as required.
10.0 EMISSIONS
10.1 General
All vehicles and equipment used on site will be properly maintained such that the engines
will function within the manufacture’s standards or parameters.
10.2 Opacity
Emissions from diesel engines operated within the City of Aspen shall be of a shade or
density no darker than 40% opacity, except for starting motion no longer than 10 seconds or for
stationary operation not exceeding 10 seconds.
11.0 NOISE SUPPRESSION

For any deliveries that will be longer than 30 minutes and
not be able to move quickly, generally concrete or crane, a
temporary encroachment permit will be needed. Apply for
one with the Engineering Dept. Any delivery that will block
the sidewalk for over 10 minutes will require a temp
encroachment as well.

Hansen understands that projects located in the Core are limited to 75 dB at the property
line during the summer season and 80 dB at the property line all other times of the year. All
construction equipment shall be adequately muffled and maintained to minimize project noise.
The installation of noise barriers is the minimum technique to suppress noise, especially when
jack hammering of concrete occurs.
11.2 Noise Suppression
520 E. Hyman Tenant Finish will require the use of nail guns, saws, and drills. We are
anticipating that the majority of this work will be done inside of the building behind closed doors.
If any exterior saw cutting or drilling at the roof deck is required we will utilize movable
barricades.
