The residence will have a basement and one story above grade. The project also includes various site improvements including grading, drainage, walkways, patios and landscaping. 2.2 Project Disturbance Area The area of disturbance is the same as the size of the lot, roughly 2,567sf. Plus, re paving of the parking easement immediately adjacent to the lot on Cottonwood Lane. 2.3 Project Vicinity Map See attached Appendix C – Project Vicinity and Haul Route Map 3.0 PROJECT DOCUMENTATION 3.1 Permitting This CMP is being submitted as part of the application for a building permit. 3.2 Public Notification Public notification will take place a minimum of 10 days prior to commencement of work and will be distributed directly to neighbors within a 300 foot radius of the project. It will include an invitation to a pre-construction meeting, a proposed schedule and description of impacts to the neighborhood. A preconstruction meeting summarizing this CMP will be held five days after the aforementioned public notification (five days prior to breaking ground). Work on the infrastructure is tentatively scheduled to begin 04/29/2019. The pre- construction meeting is therefore tentatively scheduled for 04/22/2019 at 10:00am. Or a date to be determined by issuance of the building permit. The estimated project duration is (6) months putting the maximum anticipated projected completion date at around 10/31/2018. Start date is dependent on permitting review timeframe of approximately four to five months. Any work within the City of Aspen Right of Way will not commence prior to obtaining the appropriate permits from the City of Aspen Engineering Department. 4.2 Hours of Construction Construction hours will be limited to 7:30am – 5:30pm Monday through Friday and 9:00am- 5:00pm on Saturday. Additional prohibited construction days are as follows: • Sundays • 4th of July (Day and any associated weekend) • Memorial Day Weekend • Labor Day Weekend • Thanksgiving Day • Christmas Day • New Year’s Day 4.3 Construction Schedule Please see attached – Appendix E 4.5 Project Fencing The perimeter of the lot will be fenced with a temporary six foot tall chain link fence with green mesh wind screen as indicated on the attached CMP site plan. P 970.309.1836 211 Cottonwood Ln Aspen, CO 81611 - 6 - 4.6 Tree Protection The CMP Site Plan – Appendix F, shows the existing trees that are to be preserved and where tree protection fencing will be installed. The fencing will be installed outside the drip line of the trees and will be constructed of metal tee posts and orange plastic safety fence. 4.7 Parks A tree removal permit is being submitted as part of the building permit submittal. Landscaping plans for the property have been prepared which will also be submitted as part of the building permit submittal. 5.0 PROJECT MANAGEMENT 5.1 Parking Management Parking will be provided within Smuggler Park. A combination of rented guest parking spaces and use of the parking easement associated with 211 Cottonwood Lane will be used. See Appendix B. 5.2 Emergency Access and Ordinance 35 Contractor will maintain continuous emergency vehicle access to the site, including but not limited to police, fire, and ambulance services. See Ordinance 35 – APPENDIX G 5.4 Staging Areas All material handling and equipment staging will be accommodated on site. Under no circumstances will job materials be stored in the private street, ROW, unless rented from the City of Aspen for staging. Contractor will keep trash containers and portable restrooms within the limits of the project’s property. Shall any use of the ROW be required for trash dumpsters, office trailer, etc., Contractor will obtain the proper permits prior. This will equate to approximately one- and one-half truck trip per day over the 6-month duration of the project. Delivery vehicles and all other on-site vehicles will not be allowed to idle for more than five (5) minutes, with the exception of generators or PTO type operations. Project subcontractor and suppliers will be provided with written notification of Aspen’s vehicle idling regulations. See Section 13.08.110 Engine Idling – APPENDIX J. 6.5 Traffic Control Plan Contractor does not anticipate that there will be any need to interfere with traffic on any public right-of-way. If some unforeseen need arises, a Traffic Control Plan (TCP) will be prepared by a State Certified Traffic Control Supervisor. The plan will conform to the most current edition of the Manual of Uniform Traffic Control Devices for Streets and Highways (MUTCD) and be submitted to the City of Aspen Department of Engineering for approval/permitting. 8.0 SEDIMENT AND EROSION CONTROL 8.1 Storm Water Pollution Prevention Plan P 970.309.1836 211 Cottonwood Ln Aspen, CO 81611 - 8 - All necessary Best Management Practices (BMP’s) will be in place and maintained in order to minimize dirt entering the streets. Primary strategies are as follows: • Avoid unnecessary site disturbance. • Maintain grading; install silt fences and sediment traps prior to any soil disturbance. • The installation of a tracking pad will be impractical due to the limited space available. Contractor will make sure that the short ramp into the excavation is kept as mud free as possible by use of screened rock over geo-textile fabric and not using the ramp in wet conditions. • The washout of concrete chutes will have to be done back into the concrete trucks due to the lack of space on site. Contractor will do everything they can to make sure that the concrete trucks do not wash out illegally offsite. • Hard plastic kiddie pools or concrete dumpsters will be used to protect the ground below the concrete pump transfer points. Spills captured will be allowed to dry and will be placed in the site trash receptacle. • Pathways around the house will be stabilized primarily through the use of screened rock over geo-textile fabric. 8.2 BMPs for Stormwater Pollution Prevention Best Management Practices (BMPs) will be employed for stormwater management as indicated in the following sections. The construction sequence as indicated in 4.3 above will help minimize the total area of disturbance at any particular point in time. a) Structural Practices: a. Silt fences will be installed on the downhill sides of all areas of disturbance as shown on the civil engineers drainage and erosion control plans. b. All open excavations will include the temporary development of a low point with a sump/pump for the removal of stormwater. The sump inlet will be protected with straw bales or a Dandy Bag type sediment filtration measure. Clear sump effluent will be discharged where it will not cause further erosion (to be determined based on construction phasing and available outlet areas at that time). c. Temporary diversion ditches and swales will direct runoff from other site areas through straw wattle and hay bale filtration prior to discharge off the site. The exact location and alignment of these structures will be determined in the field based on project phasing and the space needed for construction staging. d. Fugitive dust control will be achieved using a hose and spray nozzle. e. Surface roughening will be conducted in newly excavated areas to provide temporary stabilization when other temporary stabilization measures are not feasible (such as gravel or temporary vegetation) or will not be provided immediately. f. If for any reason construction is delayed for a period of time exceeding 30 days, more permanent stabilization will be put into place including backfilling open excavations and reestablishing vegetation with seed and mulch. b) Non-Structural Practices: Pollution prevention will be stressed among all employees and sub-contractors, including adequate training of personnel and frequent monitoring of activities. P 970.309.1836 211 Cottonwood Ln Aspen, CO 81611 - 9 - a. Proper facilities and procedures will be used for on-site waste storage and disposal. Daily inspection and maintenance of waste disposal areas will be conducted. Where possible, waste containers will be covered, and waste storage areas will be fenced. b. The contractor will ensure that good housekeeping will be employed during construction, with all work, materials storage and waste storage areas kept in a neat and orderly condition. c. Existing trees and mature vegetation that are not to be removed will be protected during construction to limit unnecessary disturbance of site soils and maintain natural erosion control. c) Materials Handling: a. All potentially hazardous materials will be stored off site. In the event that any such materials are stored on site, toxic materials and petroleum products will be enclosed and contained in an impervious elevated basin sized large enough to hold the volume of the hazardous materials being contained. b. Any spill or discharge or construction related materials will be cleaned up immediately and disposed of accordingly. c. Any spill not properly contained and cleaned-up will be reported to the proper authorities. i. Aspen Fire Department, Fire Marshal: 925-2690 ii. Colorado Department of Public Health and Environment, Emergency Response: 303-756-4455. iii. City of Aspen Engineering Department: 920-5080 iv. City of Aspen Environmental Health Department: 920-5039. v. National Response Center: 800-424-8802 8.3 Final Stabilization and Long-Term Stormwater Quality All temporary BMPs will remain in place until construction is complete and revegetation has been verified to have taken hold. Final stabilization and long term stormwater quality are addressed by the civil and landscape drawings submitted as part of the building permit submittal package. 8.4 Inspection and Maintenance Procedures a) A thorough inspection of the stormwater management system will be performed at least every 14 days, and after any precipitation event that causes run off. The inspection will include the observation of the construction site perimeter and discharge points, all disturbed areas, and material storage areas exposed to precipitation. All erosion and sediment control measures will be inspected for integrity and functionality (e.g., sediment fences, hay bales, straw wattles, temporary swales and ditches). b) Damaged or ineffective BMPs will be fixed and/or replaced. Removed sediment will be placed where it will not become an additional pollution source. c) When necessary, BMPs will be added, removed or replaced with more effective measures. All such actions will be documented and the SWMP will be updated to reflect those changes. 9.0 FUGITIVE DUST CONTROL P 970.309.1836 211 Cottonwood Ln Aspen, CO 81611 - 10 - 9.1 Dust Control Plan The project’s Dust Prevention and Control Plan are as follows: • Avoid unnecessary site disturbance. • During construction a hose and spray nozzle will be used on exposed soils as necessary to mitigate air born dust. • Exported soils and other debris will be hauled off via covered dump trucks. All areas directly surrounding the site will be maintained daily with thorough cleanings taking place every Friday afternoon. • 24 Hour Contact: Owner/Builder Construction Office – 970.309-1836 10.0 EMISSIONS 10.1 Maintenance All vehicles and equipment used on site will be properly maintained such that the engines will function within the manufacture’s standards or parameters. 10.2 Opacity Emissions from diesel engines operated within the City of Aspen shall be of a shade or density no darker than 40% opacity, except for starting motion no longer than 10 seconds or for stationary operation not exceeding 10 seconds. 11.0 NOISE SUPPRESSION 11.0 General The allowable noise limit at this location is 70db during the summer season (June 1 – Labor Day). The noise limit at all other times is 80db. All activities generating noise in excess of the aforementioned limits will require a noise suppression plan and be restricted to operating between 9:00am – 5:00pm Monday through Friday. All construction equipment shall be adequately muffled and maintained to minimize project noise. The installation of noise barriers is the minimum technique to suppress noise, especially when jack hammering of concrete occurs. 11.1 Noise Suppression Plan All activity that generates noise in excess of the aforementioned limits will requires a noise suppression plan and is restricted to operating between the hours of 9am and 5pm Monday through Friday. This project will require soil stabilization. The Noise Suppression Plan will include a noise impact modeling report and noise impact mitigation plan as described below. P 970.309.1836 211 Cottonwood Ln Aspen, CO 81611 - 11 - SITE SPECIFIC NOISE IMPACT MODELING – UNMITIGATED REPORT Using the measured sound levels as bases, a computed noise impact model will be developed. The noise impact modeling will be completed using Sound Plan or software, which meets ISO 9613.1/2 compliance requirements. The site specific operational noise impact will be modeled taking into account the site's topography, groundcover, structures, etc. The modeling results will include ‘noise maps’, indicating the areas operational noise level impact at the compliance locations. GENERIC NOISE IMPACT MODEL MITIGATION PLAN A sound control system to reduce the anticipated sound levels at the compliance points will be utilized to mitigate noise. These options may include sound walls, acoustical blankets, etc. See Signed Noise Suppression Plan – APPENDIX D See Soil Stabilization Plan – APPENDIX F.1 11.2 Equipment and Methods In addition to the standard practices agreed to within the signed Noise Suppression Plan, the table below from the City of Aspen’s complete packet has been included for quick contractor/subcontractor reference. Although some noise may be unavoidable, it can often be controlled using improved work practices. Builders should make all reasonable efforts to minimize noise. Noise Suppression plans are required for all construction projects where activities will generate noise that exceeds 80 decibels. Section 18.04.050(A)(2)(d) Hours of operation All construction activity is limited to the following days and times: Monday thru Friday Saturday Sunday 7:30 am to 5:30 pm 9:00 am to 5:00 pm No construction work is allowed Constructions activities producing noise greater than 80 decibels are limited to the following days and times: Monday thru Friday 9:00 am to 5:00 pm Work that is over 80 decibels which by law requires a noise suppression plan will not be allowed for Saturday work that includes but not limited to the use of compressors, generators, jackhammers, power equipment, nail guns, drilling machinery, earth moving equipment and similar loud construction activities. This does not restrict quiet work inside and outside that does not require a power source, including a battery, on Saturday. Construction activity is not allowed during all federal holidays. Notify neighbors within two hundred fifty (300) feet of the project informing them of the kinds of equipment, expected noise levels and durations of loud work. Including the variation of noise levels during a typical construction days may be helpful. Such notification must be in writing and be done seven (7) days prior to the starting time of the project. Communication with neighbors can prevent complaints from arising, and resolve concerns before there is a problem. Provide a phone number where the foreman can be reached prior to the start of the job. 2. Operate equipment in accordance with manufacturer's specifications and with all standard manufacturers’ mufflers and noise-reducing equipment in use and in properly operating condition. 3. Post notices to inform workers, including sub-contractors, about the basic noise requirements, as well as specific noise restrictions, to the project. 4. Install noise barriers around all equipment/activities specified in Table 1: TYPICAL CONSTRUCTION EQUIPMENT REQUIRING NOISE SUPPRESSION. Noise barriers not only significantly reduce construction noise, but they also provide an extra benefit of “hiding” the noise producing sources, thus increasing a neighbor’s tolerance. (See also the attached list of noise blocking methods for details on approved noise barriers.) 5. Move portable loud equipment including generators, compressors, and cement mixers to different sides of the property to reduce impacts on individual neighbors. What can you do about construction noise? • The use of radios on the site before 8:00 am are not allowed: remind laborers and sub- contractors. • Noise suppression plans will not allow noisy machines such as brick cutters or jackhammers to be operated before 9.00 am. • Noisy equipment such as cement mixers should be placed on the site to maximize the distance from neighboring houses and/or rotate location so as to not impact just one neighbor. Noise levels drop quickly with distance from the source. • All equipment should be properly maintained, with special attention to mufflers and other noise control devices. • Between work periods, builders are required by city ordinance to shut down machines such as backhoes, bobcats, loaders and generators. • When dropping materials from a height—for example, into or out of a truck, or when loading or unloading scaffolding, noise suppression plans require a chute or side baffles. • All vehicular movements to and from the site must only be made during the scheduled normal working hours. This includes off-site noise that is associated with a specific project such as staging of concrete trucks. Shields, shrouds, or intake and exhaust mufflers. 2. Noise-deadening material to line hoppers, conveyor transfer points, storage bins, or chutes. 3. Noise barriers using materials consistent with the Temporary Noise Barrier Materials Section. 4. Noise curtains 5. Plywood with concrete blankets at the height of the equipment and that it surrounds the activity such that it directs noise up more than out from the property. 6. Portable three sided enclosures made out of plywood to move with the activity such as jack hammering. 7. Internal combustion engines are to be fitted with a suitable muffler in good repair. Specific Equipment: Generators: The local power grid shall be used wherever feasible to limit generator noise. No generators larger than 25 KVA shall be used and, where a generator is necessary, it shall have maximum noise muffling capability. Backup Alarms: All equipment with backup alarms operated by the Contractor, vendors, suppliers, and subcontractors on the construction site shall be equipped with either audible self-adjusting ambient-sensitive backup alarms or manually- adjustable alarms. The ambient-sensitive alarms shall automatically adjust to a maximum of 5 dBA over the surrounding background noise levels. The manually-adjustable alarms shall be set at the lowest setting required to be audible above the surrounding noise. Installation and use of the alarms shall be consistent with the performance requirements of the current revisions of Society of Automotive Engineering (SAE) J994, J1446, and OSHA regulations. Compressors: The unit with the lowest noise rating which meets the requirements of the job should be used where work is conducted in the City of Aspen, installed with mufflers and/or enclosed in a noise barrier. Revised 9/27/07 Jackhammer: All jackhammers and pavement breakers used on the construction site shall have exhaust systems and mufflers that have been recommended by the manufacturer as having the lowest associated noise and shall be enclosed with shields or acoustical barrier enclosures. Concrete crushers or pavement saws: Pre-augur pile holes to reduce the duration of impact or vibratory pile driving and tie to local power grid to reduce the use of generators and shall be enclosed with shields or acoustical barrier enclosures. Pneumatic hand power tools: All pneumatic tools operated in the City of Aspen must be fitted with an effective silencer on their air exhaust port. Temporary Noise Barrier Materials: Temporary barriers shall be constructed of 3/4-inch Medium Density Overlay (MDO) plywood sheeting, or other material of equivalent utility and appearance having a surface weight of 2 pounds per square foot or greater. The temporary barriers shall be lined on one side with glass fiber, mineral wool, or other similar noise curtain type noise-absorbing material at least 2-inches. The materials used for temporary barriers shall be sufficient to last through the duration of the construction project, and shall be maintained in good repair. Prefabricated acoustic barriers are available from various vendors. An equivalent barrier design can be submitted in lieu of the plywood barrier described above. Impact Equipment: Impact noise is noise produced from impact or devices with discernible separation in sound pressure maxima. Examples for impact equipment include, but are not limited to; blasting, chisel drops, mounted impact hammers (hoe ram), and impact pile drivers. Impact equipment is the loudest and most intrusive to the neighboring property. The City of Aspen requires that this type activity have the strictest mitigation requirements and requires a customized noise suppression plan specific to the site. General contractors must contact the City of Aspen Environmental Health Department for an application at 970-920-5039. Noise Control • Replace worn, loose, or unbalanced machine parts that cause vibration. • Keep machine parts well lubricated to reduce friction. • Acoustical enclosures and barriers around generators • Sound absorbing material and vibration isolation systems on hand tools • Quiet work practices - use rubber mallets to erect and dismantle formwork. APPENDIX G - ORDINANCE NO. 35 Appendix G Ordinance 35 24.16.240 Construction Staging Area, Parking, and Emergency Vehicle Access Management Plan To ensure proper public health, welfare, and safety, the City of Aspen requires approval of job site plans describing construction staging arca(s), location and number of construction -related vehicles, and ensuring proper emergency Vehicle acoess for construction projects witbin the City of Aspen. These plans are required for all residential construction or remodeling of 1,500 square feet, or more, for any construction or remodeling involving multi-fa;nily buildings (three or more units), or for any construction or remodeling involving commercial buildings. All other conshttction activity shall be considered exempt from these provisions. The construction project shall be issued sheet parking perinits for the expected duration of the project for a fee.
