PROJECT INTRODUCTION
FCI Constructors, Inc. will be the general contractor for the Pitkin County – Aspen
Ambulance District Facility project. This project involves the construction of a new ambulance
facility located on Parcel A, Lot 1 of the Aspen Valley Hospital Subdivision in Aspen Colorado. The
building is approximately 12,500 gsf on two floors, oriented towards the north where it directly
accesses the Hospital Loop Road. This project is being completed for Pitkin County (owner) to
provide a new updated ambulance facility for emergency medical services.
Total project disturbance area is estimated at 81,236 sf (1.86 acres). Please reference the
attached area of Disturbance Overview.
The first phase of construction including the parking lot and utility relocates for this project is
anticipated to start July 2018 and finish September 2018. Phase two of the project (construction of
building structurer) is anticipated to start in October of 2018 and finish in August of 2019.

PROJECT LOCATION
The project is located at 405 Castle Creek Road Aspen, CO 81611 on the campus of the
Aspen Valley hospital, legally described as: Lot 1, Parcel A. The new building will be oriented
towards the north where it directly accesses the Hospital Loop Road. The new ambulance
building will be constructed to the north of the Pitkin Country Health and Human Services
building and just to the south of the existing Hospital Loop Road.

Project Description
Background information/development type/effect on public utilities (storm sewer/sanitary
sewer/water/etc.)
The following utility work is planned to be completed as part of this project:
- Relocation of electrical utilities currently routed though parking lot where
new building will be constructed.
- Relocation of gas utilities currently routed though parking lot where new
building will be constructed.
- New sanitary sewer service to new ambulance building and existing Health
and Human Services building. Note that this new sewer line connects to the
sewer main at Castle Creek Rd.
- Rework of storm drainage utilities to accommodate new building and
parking lot.
- Relocation / rerouting of cable TV, phone, and fiber to accommodate new
building and parking lot rework.

Construction Dates

Construction Hours
Construction will take place Monday thru Friday from 7:30AM to 5:30PM and Saturdays as
needed from 9AM-5PM (no work to be performed on Sundays)
Any activity generating noise greater than 70db will take place between the hours of 9AM
and 5PM Monday thru Friday only.
Observed Holidays (no work to be performed)
Memorial Day and Memorial Day weekend
4th of July day and/or weekend if it falls on a Friday or Monday
Labor Day and Labor Day weekend
Thanksgiving Day
Christmas Day
New Year’s Day
Due to this project lying outside the Central Resort Area and outside the Commercial Core:
Work restrictions for President’s Day, Christmas Week, Holiday Season (days leading up to
Christmas until New Year’s Day), and the Food and Wine Festival are not applicable.

Natural Environment
Several existing trees are to be removed as part of this project. Those trees are denoted in
the attached Tree Removal/Protection Plan. Trees that remain and are in the areas of
construction will be protected as required.

Construction workers will be encouraged to carpool to the project site as much as possible.

Number of truckloads expected to/from site
The number of trucks entering/leaving the site will depend on the activities taking
place. During earth retention, excavation, utility relocates, and concrete foundations it
is anticipated that trucks will be continually accessing the project site. After these
activities are completed, it is anticipated that truck traffic will be reduced to primarily
dumpster pulls and material deliveries. An offsite laydown area is anticipated to be
utilized for this project.

CONSTRUCTION SITE ASSESSMENT & CORRECTIVE ACTIONS
The construction site perimeter, all disturbed areas, material and/or waste storage areas that are exposed to
precipitation, discharge locations, and locations where vehicles access the site shall be inspected for evidence of, or the
potential for, pollutants leaving the construction site boundaries, entering the stormwater drainage system, or
discharging to state waters. If there is evidence of sediment or other pollutants discharging from the site, see "Construc-
tion Site Assessment."
All erosion and sediment control practices identified in the SWMP shall be evaluated to ensure that they are maintained
and operating correctly. Identify the condition of the BMP, using more than one letter if necessary:

FUGITIVE DUST CONTROL
Fugitive Dust Control Plan:
FCI does not anticipate any large amounts of dust being generated from this site as most of
the earthwork is related to the mass excavation for the new Aspen Ambulance District
building. The earthwork subcontractor will have a water truck available as needed to address
dust concerns. For any dust control related concerns that may come up please contact the
onsite Superintendent (contact info can be found at the beginning of this Construction
Management Plan).

Proper Vehicle Maintenance
All vehicles associated with this construction project will be properly maintained such

FCI will require all subcontractors to follow the appropriate “Noise Blocking Methods” for any
equipment generating noise greater than 70 decibels. When appropriate, equipment will be fitted
with or will have any of the following:
Residential Grade combustion engine exhaust silencers
Pneumatic hand power tools will be fitted with a silencer on the air exhaust port
Shields/shrouds/intake & exhaust mufflers
Noise deadening material (line hoppers, storage bins or chutes)
Noise barriers & curtains
Full plywood enclosures when feasible (generators)
Auto or manually adjustable backup alarms
Portable three-sided plywood enclosures to be utilized as needed.

Waste Prevention Planning:
Compliance with City of Aspen mandatory recycling requirements for businesses. Mandatory
recyclables (mixed recycling) include:
o newspaper
o corrugated cardboard
o white and colored office paper
o plastic and glass bottles and jars
o metal cans
Compliance with Pitkin County’s Landfill Bans, i.e. no disposal of tires, appliances, yard waste,
mandatory recyclables, hazardous waste, batteries, fluorescent tubes, electronic waste and large
metal items.
The General Contractor will contractually require all subcontractors to comply with the
mandatory recycling requirements.
The Construction Waste Reduction Plan shall be implemented and executed as follows and as on
the chart:
o Salvageable materials will be diverted from disposal where feasible.
o There will be a designated area on the construction site reserved for dumpsters
which are specifically labeled for respective materials to be received.
o Hazardous waste will be managed by a licensed hazardous waste vendor.
Communication & Education Plan:
As each new subcontractor comes on site, the recycling coordinators will present him/her with a
copy of the Waste Management Plan and provide a tour of the recycling areas.
All recycling containers will be clearly labeled. Containers shall be located in close proximity to the
building(s) under construction in which recyclables/salvageable materials will be placed.
Recycling coordinators shall inspect the containers on a weekly basis to insure that no contamination
is occurring and precautions shall also be taken to deter any contamination by the public.
