Daniel Gartner 1 Question Date Required: 9/6/2018 Please refer to the attached Per the construction documents for the Aspen Ambulance facility project, new fiber communication line pathways will be required. After reviewing both the drawings and the story map that has been created by the City of Aspen, FCI would like to have the some assumptions clarified regarding the installation of new conduits. 1. FCI is assuming that the vault shown on drawing C-116 is the same vault as shown on the City of Aspen's story map. Please confirm the vault on the west side of the main entrance to the hospital labeled as V_886 the same vault as shown on civil drawing C-116. 2. FCI is assuming that the green fiber line as shown on the City of Aspen's story map is coming to vault V_886 and then being routed under Hospital Loop Rd. through one of the new 4" conduits as shown on C-116. It then comes into the new Aspen Ambulance building and is routed up the the IT room on the second floor. From the second floor it is then routed back down and out of the building through the southwest corner to the relocated fiber box shown on C-116 and shown on the story map as vault V_885. Please confirm that the above routing for the conduit is correct. 3. FCI is assuming that the fiber line shown in yellow on the City of Aspen's story map that feeds the existing ambulance building will remain in place and no new conduits will be installed. Please confirm 4. Per the City of Aspen's map, the new Aspen Ambulance building will be fed from the HHS building through the southwest corner. New conduits are not shown on C-116 from the HHS building to the new Ambulance building for IT. If new conduit pathways are required from the HHS building to the new Ambulance Building, please provide a route. 5. Drawing C-116 shows (2) new 4" conduits passing under the hospital loop road and into the new Ambulance building. The drawings states that these conduits will carry the hospital IT and the telephone service. Drawing C-116 also states (1) 4" conduit will be required from the north side of the loop road down to the new ambulance building for the city's fiber line. Please confirm that only the (3) 4" conduits will be acceptable to carry the hospital IT, fiber and telephone service and no more pathways will be required. 6. FCI has included the 2" conduit from the southwest corner of the building to the cable pedestal which is actually further north than what is shown on the drawings. Please confirm that this is the only conduit pathway for the cable to the new building. Suggestion Answer Date Answered: 9/10/2018 1 - That is correct, these are the same vault. 2 - Yes, this is correct. Sheet C-116 and C-117 show this conduit crossing Hospital Loop Rd further to the west, but this new conduit can be common trenched with the telephone and hospital IT conduit and with the conduit stubbed. The conduit stub ups should be as shown on sheet C-117 into the first floor electrical room (105) which was the direction we got from the electrical engineer. 3-This is correct 4-This will be accomplished using existing conduit, no new conduit from V_885 to the HHS building will be needed. 5- Only these three 4" conduits will be needed. 6-That is correct, this is the only cable path that needs to connect to the building. Below is a break-down of our understanding of who is responsible for each scope for utility work. Can you please review and comment as needed? I have noted some items in bold that need some further direction/clarification. I have copied Richard with Roaring Fork Engineers on this email, as he was integral in the early discussions on utilities for the project. ELECTRICAL - Electrical primary - FCI to excavate, backfill, and compact required trenches. Plus patch paving, landscaping, etc. as required. Conduit and vaults for electrical primary to be provided by Holy Cross, but installed by FCI. Per attached Holy Cross agreement (I don’t think I have the fully executed version) FCI or our electrical sub can pick- up those materials from Holy Cross, but they are included in Holy Cross’ proposal to Pitkin County. New transformer and wire feeders for primary power to be supplied, installed, and connected by Holy Cross. – All sounds correct, but Brady to double check with Libby at Holly Cross that they are in fact providing and installing transformer and feeders, but electrical utilities usually do this. - Electrical secondary – FCI to excavate backfill, and compact trenches. Plus patch paving, landscaping, etc. as required. Conduit, vaults, feeders for electrical secondary supplied and installed by FCI electrical subcontractor. This includes the new secondary electrical service to the HHS building per plans. - Correct GAS 2 - Gas service – We do not have their proposal yet, but we are assuming that FCI will excavate, backfill, and compact required trenches. Plus patch paving, landscaping, etc. as required. Black Hills Energy to install new gas piping, new gas meter, and make required connections. – Per Richard, bedding for gas line is different (sand as opposed to washed rock as shown in the civil details). All other assumptions are correct. LOW VOLTAGE - 4” conduit for City Fiber across loop road – FCI to excavate, install conduit, backfill, and compact. We will also patch paving, landscaping, etc. as required. Note that it is unclear where that conduit needs to connect to (existing vault? where?). City IT will supply, install, and connect new fiber line. We are assuming that we need to route conduit (size?) back to IT room at 2nd Floor of new building, but please confirm. – Per Richard, City’s contractor will pull fiber and make connections. Richard has asked Whelon (City Fiber) on a few occasions to confirm exact location of vault this fiber needs to run to. Steve was pretty confident that the fiber is in the AVH vault shown in the utility plans and this other 4” conduit can run to this same vault. FCI to assume that it runs to this existing hospital vault. Richard will confirm for sure once he hears back from Whelon. - 4” conduit for Hospital IT connection across loop road - FCI to excavate, install conduit, connect to existing vault backfill, and compact. We will also patch paving, landscaping, etc. as required. We are assuming that hospital IT will supply, install, and connect whatever low-volt cabling is needed to route through this conduit. Assuming FCI will install conduit (size?) back to IT room at 2nd Floor of new building, but please confirm. – Per Steve and Michelle this will be a fiber line. Steve/Michelle to verify who would pull in and connect this fiber line, but FCI to assume fiber by others. Conduit needs to run to IT room in building (4”). Discussed the need for both this fiber and City fiber. After discussion, it was agreed that both fiber lines are needed. - 4” conduit for telephone service - FCI to excavate, install conduit, backfill, and compact. We will also patch paving, landscaping, etc. as required. Phone company (Comcast) or others (?) will supply, install, and connect new phone line. Note that per Add. 02 the layout of this phone service is going to change. – Correct. Phone service out of the same vault across loop road. - 2” conduit for cable TV – Note that it is our understanding that the pedestal that we are to connect to is at cul- de-sac across the street in adjacent neighborhood to the west (see attached picture). This work will go across property line and across residential street. We need to talk to Comcast and figure out how that work needs to be contracted/coordinated. Who should be the one to contact Comcast? – Per attached email from Richard, the ped that cable needs to tie into is actually further north than utility plans show (ped location is circled on attachment to attached email). The team discussed the best way to access is to trench up the Nordic trail to avoid bushes as much as possible. Per Richard, should not require an easement because it is a service line. Assumptions on work as noted above is correct. - Relocated City of Aspen fiber optic box at SW corner of new AADF building – FCI to excavate, install conduit, backfill, and compact as required to relocate. City of Aspen IT will be responsible to replace fiber and reconnect as needed for this relocation. – Correct, City’s contractor will pull new fiber and make connections as required. WATER SERVICE - Installation all by FCI. Owner to pay costs of any tap fees required. – Correct, City Engineering will need to be involved. Brady to call City 920-5110 to get ball rolling on understanding and paying the tap fee. Will also get an understanding of if this can get going without having plans submitted to building department. SANITARY SEWER & STORM SEWER - Install all by FCI. Any sewer tap fees are by owner. – Per Richard, yes sanitary sewer tap fee is required to be paid. Brady will also contact them at 925-3601. Overall, Pitkin County contracts direct with Holy Cross, Black Hills, City of Aspen IT, Comcast as required for this work and that is funded from utility relocate budget that Rich was carrying.
