Kids First Advisory Board Meeting Minutes

In attendance: Stefan Reveal, Sue Way, Matt Zubrod, Chad Schmit, Shirley Ritter, and Nancy Nichols
Absent: Beth Cashdan, Genna Moe, Lisa Flynn, Margaret Clement, and Rebecca Paschal.
• Update childcare recovery funding: Shirley shared a general overview of the fund balance and the
spending to date. One item to note is the lack of applications for Emergency Financial Aid. Kids First
has only heard from 2 families. We have and will do some additional messaging and sharing so all
families know that there is financial assistance available.
• Current and continued funding for programs: Each licensed preschool program was offered funding
to cover the cost of operations while the enrollment was capped at 10 children. This funding was
available for May and June to programs when they opened their classrooms.
In response to a request from Aspen Mountain Tots:
Stefan moved to: Stay with $5,000 being the prorated portion of the May preschool subsidy as
paid and to offer reimbursement of 2/3 of the rent that was paid for April, May and June. Sue
seconded the motion, MPU.
The Kids First Advisory Board discussed enrollment subsidies to support programs as they move
forward and increase classroom enrollment to licensing numbers. Public Health orders on May 9
allowed childcare programs to increase enrollment up to licensed capacity, as long as there was 36
square feet for child to allow social distancing.
Kids First staff has continued to have conversations around enrollment with program directors. The Kids
First Advisory Board agreed that it would be helpful for future planning to ask programs to share their
business plan for moving to full enrollment. This plan would include information around increasing
enrollment, policy for securing spaces, dates and deadlines and efforts towards meeting desired capacity
in each program. Kids First staff will request this information so that it can be discussed at the July 10th
Kids First Advisory Board meeting.
Stefan moved to extend the preschool subsidy funding through the month of July. Sue seconded,
MPU. The preschool subsidy will be offered for the full month and prorated for the days that
childcare programs offer care in preschool classrooms.
• Kids First Advisory Board vacancies, applicants and bylaws: Shirley reviewed the current Kids First
Advisory Board bylaws. Kids First staff is working with the city attorney and asst city manager to
update the bylaws. The draft bylaws, resolution and council ordinance will be shared by email with Kids
First Advisory Board members. Once the legal paperwork is in place there will be a decision made about
re-opening for seats on the Kids First Advisory Board.
