RE:Park and Midland Improvements
REQUEST OF COUNCIL:This is an informational update on the phased approach for the Park and
Midland Safety and Pedestrian Improvement project.
SUMMARY: Based on Council direction and neighborhood feedback during the City Council
Work Session on the 13th of July, staff is developing the best approach for implementing safety
and traffic calming measures. The approach includes phases that can implement immediate
measures, data collection, additional outreach and introduce a schedule for future tasks.
BACKGROUND:
Over the years, the City has considered ways to improve pedestrian safety in the Park and
Midland area. Many residents and other stakeholders have participated in a public process,
starting in 2008, related to safety and connectivity in the neighborhood. There was no clear
consensus at that time. Council decided to accept the status quo feeling the modifications to
traffic flow caused by the one-wayalternative, changes to the neighborhood’s character with the
sidewalk addition and the impacts on the school bus route were not desirable at the time.
The Park Avenue corridor sees heavy pedestrian, bike, bus, and vehicular traffic throughout the
year and these numbers are anticipated to be on the rise.
With continued concerns from the neighborhood on pedestrian safety and vehicle interactions,
Council directed staff at the end of 2019 to revisit safety and pedestrian improvements to the
area. During the July 13
th, 2020 Work Session,
During the July Work Session, Council provided feedback to obtain additional information on the
following:
Input and feedback from the King Street neighborhood related to the sidewalk project

Information related to the newly created E-Zone
New signage including dynamic signs, flashing signs, and other signage options that could
be immediately implemented
Management of Snow Storage
Parking loss estimates
Right of way usage
Living Lab considerations
Drainage impacts in the general area
DISCUSSION:
Based on this direction Staff has begun to take the following phased approach:
Phase 1- August/September 2020
Implementing signage for warning and speed notification.
Utilizing a Variable Message Board with the Police Department.
Phase 2- August/September 2020
Collect vehicle data in various locations to understand the neighborhood in
current conditions.
Develop a technical analysis of the impact of any modifications to roadways prior
to proceeding with a Living Lab.
Develop a preliminary Living Lab concept
Analyze existing parking conditions and the impact roadway modifications would
have. This includes information on the E-zone.
Obtain feedback from residents on King Street
Phase 3- October 2020
Present Living Lab Option during Council Budget process.
Provide cost estimates
Collect vehicle data after implementation of speed and warning signage for a
comparison to existing conditions in two locations.
Phase 4- November through January 2020
Develop the final design of a Living Lab to be implemented in 2021.
Develop and implement a neighborhood outreach plan describing data and
measures for the Living Lab

Phase 5- May 2021
Implementation of the Living Lab.
Collect project data for comparison with pre lab data
Obtain neighborhood outreach to gather feedback on Living Lab
Phase 6- August 2021
Provide Council information on Living Lab results
Determine the need for any permanent measures

Budget would be discussed in detail during the 2021 budget process.
