Bleeker Street- Conceptual Development, Partial Demolition, and Variances- Continued Public Hearing DATE: April 10, 2002 SUMMARY: The project involves an addition and restoration work on the existing house, which is listed on the Aspen Inventory of Historic Landmark Sites. The applicant is requesting a 325 sq.ft. FAR bonus and a 5% site coverage variance. APPLICANT: Robert and Lexie Potamkin, represented by Alstrom Group. PARCEL ID: 2735-124-37-006. ADDRESS: 110 E. Bleeker Street, Lot L and M, Block 65, City and Townsite of Aspen, Colorado. ZONING: R-6 (Medium Density Residential) SIGNIFICANT DEVELOPMENT (CONCEPTUAL) No approval for any development in the "H," Historic Overlay District, or involving historic landmarks shall be granted unless the Historic Preservation Commission finds that all ofthe following standards (Section 26.415.010.C.5) are met: a. The proposed development is compatible in general design, scale, site plan, massing and volume with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in an "H," Historic Overlay District, or is adjacent to an historic landmark. For historic landmarks where proposed development would extend into front yard, side yard and rear yard setbacks, extend into the minimum distance between buildings on the lot, exceed the allowed floor area by up to five hundred (500) square feet, or exceed the allowed site covered by up to five (5) percent, HPC may grant necessag variances after making a finding that such variation is more compatible in character with the historic landmark and the neighborhood than would be development in accord with dimensional requirements. In no event shall variations pursuant to this Section exceed 1 ZI~.ut L, l,4/\ those variations allowed under Section 26.520.040(B)(2), for detached accessory dwelling units, and Staff Finding: The proposal is to make an addition on the west side of the existing house. No alterations are proposed for the historic building other than restoration work, which is an enhancement offered as part of an FAR. bonus request. The HPC discussed this project on December 1201, January 23rd, February 13th, and March 27th. The architect has continued to make modifications to the design, the most recent of which has further reduced the height of the addition so that it is 2 feet below the ridge of the historic house. The front porch on the addition has been reworked, as has the staircase at the rear of the building. Over the last few meetings, the HPC and staff discussion has centered on the height and placement of the new construction and the character of the connector piece. Although staff has expressed concern over the fact that the addition is not set back further on the lot, it appeared at the last meeting that this view is not shared by the majority of the HPC, therefore the staff recommendation is being modified in order to make the continued discussion ofthe project productive. Staff finds that the HPC's direction in regard to the design of the staircase/link has been met, and that lowering the height of the addition is beneficial to the historit resources on this property and the adjacent site. Variances In the process of preparing the memos for this project, staff located, and provided to the architect, a historic photograph of this house taken sometime in the 19th century. A reconstruction to this design is proposed in the application. The criteria for the floor area bonus that is requested is as follows: A floor area bonus will only be awarded to projects which in the opinion of the HPC make an "outstanding preservation ejfort." Examples to be considered would include the retention of historic outbuildings or the creation of breezeway or connector elements between the historic resource and new construction. Lots which are larger than 9,000 square feet and properties which receive approval for a "historic landmark lot split" may also be considered for the bonus. No development application which includes a request for an FAR bonus may be submitted until the applicant has met with the Historic Preservation Commission in a work session to discuss whether or not the proposal might qualifyfor thefloor area bonus. Staff finds that the project qualifies for the bonus as an outstanding preservation effort to reverse the negative alterations that have been made to the house. There are some conditions that must be placed on the restoration work. 2 In order to rebuild the porch to its original condition, an exterior wall that has been demolished will have to be rebuilt. It is important that proper consideration is taken in the procedure and choice of materials when constructing this wall and porch. The following guidelines are relevant to this work: 5.5 and 2.7. 5.5 If porch replacement is necessary, reconstruct it to match the original in form and detail. o Use materials that appear similar to the original. o While matching original materials is preferred, when detailed correctly and painted appropriately, alternative materials may be considered. 2.7 Match the original material in composition, scale and finish when replacing materials on primary surfaces. o If the original material is wood clapboard, for example, then the replacement material must be wood as well. It should match the original in size, the amount of exposed lap and finish. In addition to the character of the rebuilt wall, HPC will want to see the that the porch restoration includes restoring the street facing front door, which is critical to the character of the building. This door could be made to be non-functional if necessary, but must be provided as an exterior feature. The photo documentation also shows the original decorative front fa~ade window, which was removed. It is recommended to restore the window to its original condition, per design guidelines 3.4 and 3.6 3.4 Match a replacement window to the original in its design. o If the original is double-hung, then the replacement window should also be double-hung, or at a minimum, appear to be so. Match the replacement also in the number and position of glass panes. o Matching the original design is particularly important on key character-defining facades. 3.6 Preserve the size and proportion of a historic window opening. o Reducing an original opening to accommodate a smaller window or increasing it to receive a larger window is inappropriate. o Consider reopening and restoring an original window opening where altered. Staff further recommends that the owner remove the paint from the brick surface to reveal the underlying material and original character of the home. There are relatively few 19th century brick homes left in Aspen and the rehabilitation of this nicely detailed Victorian would benefit the neighborhood and the community. The HPC should consider the following guideline (2.10). 3 2.10 Consider removing later covering materials that have not achieved historic significance. o Once the non-historic siding is removed. revair the original. underlving material. The site coverage variance that is requested is appropriate in that it allows the owner to achieve the square footage they wish to without removing or increasing the height of any of the existing construction. Staff finds that this review standard is met and that the variances should be granted. b. The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development, and Staff Finding: The proposal is in line with other efforts to restore and expand historic homes throughout the neighborhood. The project will be a successful addition to the neighborhood. c. The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels, and Staff Finding: The project as proposed has been restudied in order to preserve the significance of the home and its original scale and character. d. The proposed development enhances or does not diminish or detract from the architectural character and integrity of a designated historic structure or part thereof. Staff Finding: The project will enhance the current state of historic significance of the home by restoring the porch area, the front window and brick, to their original condition. PARTIAL DEMOLITION No approval for partial demolition shall be granted unless the Historic Preservation Commission finds all of the following standards are met: A. The partial demolition is required for the renovation, restoration or rehabilitation of the structure, or the structure does not contribute to the historic significance of the parcel. Staff Finding: The partial demolition of the existing porch is necessary for restoration and is recommended by staff. The partial demolition of the west wall of the existing house may be necessary to attach the addition, but should be as minimal as possible to allow for a connection of the two structures. The architect has mentioned in previous 4 meetings that the much of the wall will remain in place as an interior feature, which is. appropriate. Staff finds that this standard is met. B. The applicant has mitigated, to the greatest extent possible: (1) Impacts on the historic significance of the structure or structures located on the parcel by limiting demolition of original or significant features and additions, and (2) Impacts on the architectural character or integrity of the structure or structures located on the parcel by designing new additions that are compatible in mass and scale with the historic structure. Staff Finding: The addition meets the design guidelines and the more specific criteria under conceptual review. VARIANCE FROM THE RESIDENTIAL DESIGN STANDARDS All residential development must comply with the "Residential Design Standards" or receive a variance based on a finding that: A. The proposed design yields greater compliance with the goals ofthe Aspen area Community Plan (AACP); or, B. The proposed design more effectively addresses the issue or problem a given standard or provision responds to; or, C. The proposed design is clearly necessary for reasons of fairness related to unusual site specific constraints. The project as proposed does not comply with the following standard: Inflection. If a one (1) story building exists directly adjacent to the subject site, then the new construction must step down to one story in height along their common lot line. If there are one story buildings on both sides of the subject site, the applicant may choose the side towards which to inflect. A one story building shall be defined as follows: A one story building shall mean a structure, or portion of a structure, where there is only one floor of fully usable living space, at least 12 feet wide across the street frontage. This standard shall be met by providing a one story element which is also at least twelve (12) feet wide across the street frontage and one story tall as far back along the common lot line as the adjacent building is one story. Staff Response: There is a one story miner's cottage to the west of the subject site. The cottage is one story in height for a length of almost 60 feet. The project proposed for 110 E. Bleeker Street does not meet the exact requirement of this standard, but has attempted 5 to mitigate its impact on the adjacent building in two principal ways. First there is no new construction along the common lot line between these two houses for the first 31 feet back from the front ofthe properties. Second, the plate height on the second story of the, new addition has been lowered and the ridge height is well below what could be allowed in the zone district. The applicant has provided a streetscape drawing and will install story poles on the site the day of the meeting. Staff does find that the project meets criterion B, addresses the intent of the standard, and that the variance is appropriate. RECOMMENDATION: Staff finds that the review standards and design guidelines are met and that Conceptual, Partial Demolition, and Variances should be granted with the following conditions: l. HPC hereby grants a 325 square foot FAR bonus and a 5% site coverage, variance. 2. In order for this project to qualify for the FAR. bonus, the porch, front window, and front door must be restored to their original condition and the paint must be f removed from the masonry. 3. As part of an overall restoration of the historic character of the property, staff recommends the owner work with the City Parks Department to remove and replace the existing trees on the City right of way with more appropriate trees. The current trees disrupt the relationship between the front of the house and the street. Ifthe owner is in agreement, this will be done at the City's expense. All have been addressed except the placement of the addition. The addition has been pushed back in a minimal way, only one foot and staff feels it does not meet guideline 10.8. The board looked at the story polls and there is an historic house on the other side. Staff feels the project should not go through and the project does not meet the guidelines as required. Sven said the FAR bonus request is 3041/2 square feet. The building has been lowered. The other element that has changed is the connector on the front, it has been pushed back further and the plate height has been reduced. With the reduced plate height we have less windows, which was a concern Melanie's. 3 estulbll E~ ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF, FEBRUARY 13, 2002 Herb Klein pointed out that 10.8 guideline has no specific dimensional requirement except that a minimum setback of ten feet on primary structures is recommended. They are now at 15 feet from the fa~ade of the house and ten feet to the front part of the balcony. The internal floor plan will not work i f they move it back any further. Herb felt that staff has wanted the design to be more like a carriage house from day one and they cannot do that. Sven said the addition is only 18'6" wide with a five-foot connector. It is currently recessed from the front property line more than the lot is wide. Amy's memo requested a 48-h foot setback, which is almost half of the lot width. You need to also look at what the user is trying to get out of this, which is a compatible addition to their house. The house needs to connect in a certain way. In the floor plan they want to read the old wall of the house so there is a sense of orientation, a sense ofpassing through and sense ofhistory. To reiterate, the plate height is 6'8". Je ffrey asked Sven i f they ever studied the idea of moving the historic house closer to the west? Sven stated that they wanted to maintain the Sanborn map footprint. Michael Hoffman was seated at 6:00 p.m. but declined to vote. Chairperson Suzannah Reid opened the public hearing. Carl Schindler was sworn in and informed the board that he has been to all the meetings and listening to all that has gone on. From the very start every generation of drawing has been based on the recommendations of the committee and tonight he finds it unbelievable that someone would actually move to deny the project at this point. They have gone through a metamorphous of drawings based upon the recommendations o f the committee and now asked to start over again. Chairperson Suzannah Reid closed the public hearing. His concern is the contextual nature to the structure to the west. It is so close to the property line and lowering that form maybe the setback wouldn't be so important. Leaving the western wall intact helps with keeping the historic record intact. Restoration of the porch and resource is commendable. Gilbert said the project has gotten better and he is satisfied where the front setback is and i f it is moved back another foot there will not be much overall improvement. The way the existing house remains dominant is successful. It seems that the board has made an error in omitting the discussion of the impact of this on the neighbor's house. That never entered his mind until he went to the site visit today. The way to mitigate the impact is to lower the volume of the addition. The € plate and ridge height need addressed. Rally said he appreciated the heroic efforts that the applicant has gone to in order to conform to what the board wants. The plate cannot be lower and the connector cannot be more unobtrusive. Guideline 10.8 is complied with. Keeping the west wall intact is a great element in the design. The restoration and landscaping is exciting. Neill felt that from the beginning possible we should have said the concept of the addition is unacceptable. The design presented is acceptable and the front faGade is more proportioned to the historic structure. Neill said he shares Gilbert's concern regarding the adjacent house and the board needs to be consistent in the future regarding their recommendations. Teresa said all of her concerns have been mentioned. Melanie said she appreciates all the changes to the connector. Maybe the jog on the front of the addition that is four feet could be taken out and added to the back of the house and still get the connection through the existing structure. Michael said he is satisfied with the setback and feels it meets the guidelines. She does not have a concern about the setback of the main fa*ade that staff does. 15 feet is substantial and will - recede visually from the street. Suzannah said she has a concern about requiring this project to address the scale of the house next door because that is not something that we have touched on in a consistent manner before. The lot is very narrow. If this were fiipped and the existing house were closer to the neighboring house we would be in the same situation. Sven thanked Jeffrey for the suggestion of the roof change for the drainage issue. Sven said he would look at the overall project and keeping the same kind of roof slopes that work with the neighborhood context. MOTION: Rally moved to approve the application for conceptual design, partial demolition, variances, and landmark designation for 110 E. In other words - were the same design proposed on the front setback and in-line with the neighbors. then I believe that the "inflection standard' would suggest a different interpretation. The proposal is to demolish and replace the roof and building front, reconfigure the interior, and add some new windows on the sides and rear of the structure. APPLICANT: 434 E. Main Street LLC, represented by Seedorf + Howie Partnership. PARCEL ID: 2737-073-22-016. ADDRESS: 434 E. Main Street, described as a parcel of land being a portion of Unit 1, The Galena Plaza Condominiums as shown on the plat thereof recorded in Book 33 at Page 89 of the Pitkin County Clerk and Recorder's Office, City and Townsite of Aspen, Colorado. ZONING: "CC, Commercial Core." SIGNIFICANT DEVELOPMENT (FINAL) No approval for any development in the "H," Historic Overlay District, or involving historic landmarks shall be granted unless the Historic Preservation Commission finds that all ofthe following standards (Section 26.415.010.C.5) are met: a. The proposed development is compatible in general design, scale, site plan, massing and volume with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in an "H, " Historic Overlay District, or is adjacent to an historic landmark For historic landmarks where proposed development would extend into front yard, side yard and rear yard setbacks, extend into the minimum distance between buildings on the lot, exceed the allowed floor area by up to five hundred (500) square feet, or exceed the allowed site covered by up to five (5) percent, HPC may grant necessag variances after making a finding that such variation is more compatible in character with the historic landmark and the neighborhood than would be development in accord with dimensional requirements. In no event shall variations pursuant to this Section exceed those variations allowed under Section 26.520.040(B)(2), for detached accessory dwelling units, and Staff Finding: This building is unusual in several ways. It is one of the only structures in the Commercial Core that is entirely in residential use. In addition, this is one of the few blocks in the district which does not contain any historic resources. The building does not front a street and could be considered an "alley building," and it is a freestanding structure. The "City of Aspen Historic Preservation Guidelines" for the Commercial Core are difficult to apply to this property because of the circumstances noted above. The following guidelines were discussed at conceptual and addressed by the applicant to the best of their ability in the final plans. Guidelines 13.4 and 13.14 discuss the character of the alley faGade. 13.4 Develop alley facades to create visual interest. o Use varied building setbacks and changes in materials to create interest and reduce perceived scale. o Balconies, court yards and decks are also encouraged. o Providing secondary public entrances is strongly encouraged along alleys. These should be covered or protected and clearly intended for public use, but subordinate in detail to the primary street-side entrance. 13.14 Along a rear facade, using building forms that step down in scale toward the alley is encouraged. o Consider using additive forms, such as sheds, stairs and decks to reduce the perceived scale. These forms should however, remain subordinate to the primary structure. o Use projecting roofs at the ground floor over entrances, decks and for separate utility structures in order to establish a human scale that invites pedestrian activity. The applicant is unable to demolish any portion of the rear wall due to the building's status as a "non-conforming structure." As a result of these and additional setback constraints, the applicant's decision to work with the existing block walls, patching old openings, using the infill as texture and reverting to the original rendering of the side elevation windows, staff finds is an acceptable means of adding texture and more visual interest to the building. Guidelines 13.13 address the building height and roof shape. 13.13 Use flat roof lines as the dominant roof form. o A flat roof, or one that gently slopes to the rear of a site, should be the dominant roof form. o Parapets on side facades should step down towards the rear of the building. ...'. 2- o False fronts and parapets with horizontal emphasis also may be considered. There are no small historic buildings adjacent to this site that would be negatively impacted by a taller building. The Pitkin County Courthouse, a significantly larger structure than 434 E. Main, is located across the street. Because all of the buildings surrounding the courthouse are modern construction, there is no strong historic context remaining in the immediate area. Staff finds that the contemporary design proposed for this project, including the curved roof form, will not have any negative effect on the historic resource. Additionally, staff finds that the proposed attempt at creating visual interest on the alley fEade has been successfully accomplished by the items mentioned above and the reverse pitched form located on the roof, that will enclose the mechanical equipment. Staff finds that this standard is met. b. The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development, and Staff Finding: The building is not consistent with the characteristics of most structures in the Commercial Core, but it will be modified through the proposed changes to make more o f a contribution to the character of the area. Staff finds that this standard is met. c. The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels, and Staff Finding: The project does not have any direct impact on a historic resource and therefore does not detract from the historic significance of any structure. Staff finds that this standard is met. d. The proposed development enhances or does not diminish or detract from the architectural character and integrity of a designated historic structure or part thereof. Staff Finding: 434 E. Main Street is distanced from the Pitkin County Courthouse and does not have a presence on Main Street. Staff finds that this project does not have any effect on the architectural character or integrity of any historic structure, or the historic district, and that this standard is met. RECOMMENDATION: Staff recommends that HPC grant Final approval for 434 E. Main Street with the following conditions: 1. Information on all venting locations and meter locations for the miner's cottage shall be provided for review and approval by staff and monitor when the information is available. 2. Submit a demolition plan, as part of the building permit plan set, indicating exactly what areas of the existing building are to be removed. 3. HPC staff and monitor must approve the type and location of all exterior lighting fixtures. 4. There shall be no deviations from the exterior elevations as approved without first being reviewed and approved by HPC staff and monitor. 5. The applicant shall be required to provide the contractor with copies of the HPC resolution applicable to this project. The contractor must submit a letter addressed to HPC staff as part of the building permit application indicating that all conditions of approval are known and understood and must meet with the Historic Preservation Officer prior to applying for the building permit. Regarding the alley fagade, we have approached the city and they have tentatively agreed to a 4" encroachment on the alley side, but we have determined it would be inoonsistent with the rest of the design concept to dad just one side with a new material. We would be unable to get an easement from the property owner on the west side and were only allowed Z on the east side. All things considered we have decided to work with the existing block walls patching the old openings as necessary with similar blocks, and using the infill as texture on the wall. 2. On a related item, we cannot do much to reduce the scale of the Northern wall as it is a zero property line condition, but we do feel that the new openings in conjunction with the infilled old openings will add texture to tile building and enhance the design concept of an "in-filr project. 3. A comment was made regarding the alignment of the windows on the side elevations and we have redesigned them to reflect the original rendering. 4. One final item which will address the 'visual interesr on the alley side; we will be needing some mechanical space on the roof, so we have cut into the curved roof form and added a reverse pitch form in order to accommodate the equipment. The mechanical equipment will not be seen, but the endosure will add some visual interest to the alley side of the building. 5. Proposed amendments: Attached are drawings from the applicant which propose minor amendments to the large fourplex at the back of the lot and the main lodge building. The fourplex was the topicjofsome debate during the HPC hearings. The roof form has been redesigned somewhat and other alterations have been made which staff finds improve the proposal. Likewise, some window configurations have been simplified on the min lodge to its benefit. Staff Ifinds that none of the changes have any historic preservation implications. I X The applicant has also submitted information to clarify the actions they plan to take in relocating and rehabilitating the Pan Abodes and 19th century log cabin. Staffhas brought this forward to HPC Mr discussion to ensure that the methodologies are acceptable. On all three cabins, there is a proposal to build an entirely new roof that has a thicker profile than the original, which is an alteration that was not anticipated in the earlier review. RECOMMENDATION: Staff recommends that the changes to the fourplex and main lodge be approved because they are very minor in nature and address some concerns brought up during the review. The overall height of the main roof and tower is the same. We have removed two dormers on the west elevation and relocated one from the comer to the center on the east elevation. The entire building had to be moved 3' to the West in order to fit within the property line. The elevator, shown in the original plans, was not shown on the approved elevations, which we have shown on the enclosed drawings. Small architectural details have been included in these drawings that were not in the conceptual drawings previously approved. 4-Rex The four-plex was completely redesigned to take advantage of views and try to relate the architecture more strongly to the Lodge. It is the same overall dimension and height as the original, but we have tried to reduce the apparent scale in the new design by changing materials at the second floor and reducing the plate height at the roof level. The central dormer was raised to accommodate a second floor entry for the top unit necessitated by code requirements to eliminate a second means of egress from the top floor. The exterior stairs to the basements have been eliminated, replaced with light wells. Panabodes: The roof system has been restructured to bring it up to code, slightly affecting the fascia proportions.
