MINUTES OF MARCH 5 2014
Chairperson, Don Sheeley called the meeting to order at 8:30 a.m. In attendance
were Kiki Raj, Bill Dinsmoor and Fred Ayarza. Absent were Hana Pevny, Terry
Butler, and Siam Castillo.
Staff: Kathy Strickland, Chief Deputy Clerk
Dan Nelson, Parks
MOTION: Bill moved to approve the minutes of February 19th, second by Fred.
All in favor, motion carried.
Dan said they are starting the summer hiring process. We are starting to take the
XMAS lights and garland down and we are trying to keep the town clean.
Bill asked if there is an opportunity to leave XMAS decorations up since you
purchased new LED lights.
Dan said we are going to leave the upper lights up and turn them off and hopefully
alternate leaving them up every other year.
Winter Market
Bill said Dwayne Romero rejected the notion of the Winter Market. He did not
have the benefit of input about the market. Ann Mullins thought the entire park
was being used.
The city directed Nancy to vet this for the city and the presentation was
incomplete.
Fred said the $250,000 scared them.
Bill said the issue was using Wagner Park for six weeks and that hasn't been done
before.
Kiki asked why the park is so important that it should remain open.
Bill said anything that is new in the park is hard to defend especially if you don't
have anything to defend it.
Don said one of the other issues is electricity and the upgrade.

Don asked about singles week and maybe CCLC should look into it for an event
for Aspen.
Kiki said she likes that idea. Bill and Fred agreed.
Kiki said singles week is an entry level to come to Aspen and it could be
successful.
Don said Nancy Lesley is working with Michael Goldberg and other business men
and women in town to come up with ideas for the town of Aspen.
Kiki mentioned a music festival "Coachella"
Bill said the threshold is the weather with these festivals.
Kathy said Scott Kenner and Nancy Lesley could pursue this.
Bill asked who would handle the lodge portion of this. Bill asked that Nancy come
to the next meeting to discuss the possibility of a singles week.
Diana Baker, market vendor asked why she was eliminated from the Farmers
Market and to see what she can do different to get in next year.
Bill talked about grandfathering and that only applies to the farmers. The reason
being is to always encourage people to improve their product and raise the bar
otherwise the market gets stale. People come to the market and say they can do
better than what is there. There are a lot of individuals that have more artistic
sense etc.
Bill said we have a pile of rejects and we have the yes pile and we have a pile of
further review.
Kiki said we focus on selecting something that we don't see in the market. People
that come to Aspen want to see new things that don't see elsewhere. You need to
push things that will catch our attention and I would encourage you to "wow" your
product.
Fred said our objective is to keep the market strong and we spent a lot of time on
this. The market is very successful and you aren't entitled every year. We don't

discriminate, we look at making it as strong as we can. We are very serious about
the market and we need to make it stronger every year.
Diana said she sold a lot and her numbers were way up.
Bill said we don't review your finances to see if you are successful or not.
Don commented that he was not involved in the process.
Bill said with the fill in booth it is hard to have the stock and you don't know when
or if you will get in.
Don said if we have room I would like to see her in every other week.
Fred said the process has worked.
Kiki said that wouldn't be fair to the others that didn't get in. Maybe we should
have all those that didn't get in be on the reserve list.
Kathy pointed out that this year the vendors signed the contract to be there every
week or every other week. If a vendor cannot be in their booth then they have to
find someone to sell their product in their booth. We would use the reserve if
someone was sick, pulled out or had a death in the family etc. A three day notice
is required to the manager.
MOTION: Don made the motion to allow all previous qualified applicants to be
on the reserve list; second by Bill. All in favor, motion carried.
Kiki said a "Coachella" festival would be very successful in Aspen.
MOTION: Kiki made the motion that all board member do their homework and
look up Coachella festivals and date.com before the next meeting. Bill second.
All in favor, motion carried.
MOTION: Kiki moved to adjourn; second by Fred. All in favor, motion carried.
