A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN,
COLORADO, APPROVING A CONTRACT BETWEEN THE CITY OF ASPEN
AND NATIONAL RENEWABLE ENERGY LABORTORY AUTHORIZING
THE CITY MANAGER TO EXECUTE SAID CONTRACT ON BEHALF OF
THE CITY OF ASPEN, COLORADO.
WHEREAS, there has been submitted to the City Council a contract for
NREL Renewable Analysis Step III of III, between the City of Aspen and
National Renewable Energy Laboratory, a true and accurate copy of which is
attached hereto as Exhibit "A";
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ASPEN, COLORADO,
That the City Council of the City of Aspen hereby approves that Contract
for NREL Renewable Analysis Step III of III, between the City of Aspen and
National Renewable Energy Laboratory, a copy of which is annexed hereto and
incorporated herein, and does hereby authorize the City Manager to execute said
agreement on behalf of the City of Aspen.

Statement of Work Modification No. 1
Title. NREL--City of Aspen Technical Servlces Agreements (TSA) City of
Aspen Renewable Energy Generation Opportunities
A. Background
NREL reviewed Aspen's current renewable energy(RE)portfolio,power purchase agreement
and past studies-on the renewable energy options to reach the 100% renewable goal. On
November 7h, 2013 NREL delivered a draft presentation to City staff and management. The
presentation reviewed the City's goals, covered the potential pros and cons of various
proposed renewable generation} options, provided RE generation options that had not been
considered, and suggested next steps. For example, during this initial part of the process
NREL uncovered the Olmstead Hydro power project opportunity which has the potential to
help Aspen meet their goals and greatly reduce their cost of energy. The Olmstead project
was in addition to the many other options we reviewed and discussed, such as the existing
landfill gas project proposed by Municipal Energy Agency of Nebraska(MEAN).
During this Nov. 71h, teleconference the City requested that the presentation be divided and
expanded into two separate presentations to provide a greater level of detail. The City also
requested NREL enhance the presentation with more graphics and concurred with receiving
support from the NREL communications department. On November 161h, NREL reviewed the
new presentation with City staff and management and the City requested that two NREL
team members travel to Aspen to deliver the first of these presentations'in person. On
November 18`h,2013 two NREL team members met with city of Aspen staff to review the final
presentation and then delivered the presentation to the Aspen City Council that evening.
The initial scope of work allows NREL to meet the City's requests for additional technical
assistance. The additional steps requested since November 7thwere not specifically Included
In the budget in the initial scope of work. For example,the original steps In the scope of work
did not-Include any in person presentations by any NREL representatives. The travel costs,
staff time for two NREL people to support the presentation, and Involvement of NREL's
graphics department increased the spending rate on this project.
NREL is pleased to provide additional support to the City of Aspen as requested. Aspen has
requested a scope of work and cost estimate for a greater level of technical assistance for the
next steps in the process and for two NREL staff to provide presentations In person at two
separate City Council meetings. NREL has suggested less expensive options such as
responding to ad hoc questions and reviewing and commenting on the work and presentation
developed and delivered by the City of Aspen staff, however, the City of Aspen has
requested the support as generally described below.

B. Modifications/Additions to Existing Scope of Work
Step 9-City of Aspen 900%Renewable Energy Generation-complete
Step 2-Prioritize Renewable Generation Options(step one previously completed)
NREL will synthesize the Input received from the November 10x,Aspen City Council meeting
and Information previously gathered to prepare a presentation listing and categorizing the
various renewable energy generation options for Aspen to reach their 100% RE generation
goal with solely renewable generation, (noting considerations for energy efficiency and
demand response). The presentation will be at a macro level to organize the information and
project opportunities per the City council selection criteria to facilitate further discussion and
input from the City Council. The goal Is for City Council to identify up to three project
opportunities they wish to further Investigate. Once Step 21s complete, NREL and the City of
-Aspen City Council will determine if we move to Step 3.
Step 3--Developing the Path Forward-
Modification No.2 approves and funds Step 3, adding$30,000 to complete this Step. NREL
will further investigate up to 3 project opportunities. NREL will deliver a more focused
presentation in person covering the 3 or less final candidates and an accompanying 1 to 2
page memo on each of these three project opportunities, which discuss the general project
characteristics and background of each project. The level of detail of the information and
analysis will depend on the availability of information and the state of development of the
projects.
Potential interlm Steps—Ad hoc rlttestions and specific technical assistance
Since the above tasks may not account for all the possible scenarios and needs, the City of
Aspen project manager may direct and approve the specific follow up analysis activities and
budget allocation for additional related activities subject to budget availability. Funds
delivered to NREL, but not used for this project will be returned to the City of Aspen.
'D. Schedule
NREL, can deliver the second presentation within three weeks after funds are available for
use at NREL. In the event we move forward with Step 3, NREL estimated delivery of the third
presentation approximately two months after the third presentation.
E. Assumptions
NREL will not travel to any project sites to review locai conditions. NREL will send two staff
members to Aspen to each of the next two City council meetings on this topic. The budget
includes travel expenses for two people for two trips each. NREL will not involve detailed
support from our Communications and publishing, but will provide presentations similar to the
original presentation presented. NREL Is currently assuming the renewable generation gap
provided by the City of Aspen. Under this task NREL Is not evaluating energy efficiency
options to meet the goal. NREL is providing energy efficiency support under a separate task.
NREL is also not conducting studies on transmission, power flows, or electrical systems
Integration for renewable generation options. NREL will use best available information
provided, but will not conduct in-depth primary research, develop project designs, nor
complete feasibility studies for the project opportunities. The level of certainty for the
selection criteria for each project will vary.
F. Maintaining Objectivity
NREL Is a neutral unbiased third party advisor and strives to Impartially present the
Information. NREL will retain final editorial control over any documents or analysis presented
and will include information deemed relevant to adequately represent project opportunities.
