a reapplication for designation of the subject property listed above for a period of five
years from the issuance date of this certificate.
A copy of this certificate is required when applying for any building permit and/or Land
Use reviews.

THE CITY OF ASPEN City of Aspen Identification of Potential Historic Resources
Dear Aspen Community;
On July 10, 2007, City Council adopted Ordinance 30, Series of 2007, which prohibits any exterior
alterations, land use applications, or building permits affecting non -designated buildings that were
constructed at least 30 years ago. The purpose of this Ordinance is to protect Aspen's significant
architectural heritage, not only from the Victorian era, but from.more modern history as well.
Property owners initiate the review process through a written request to the City 'of Aspen Community
Development Director. The review process is required before any alterations or applications are made that
would affect the property. This process must be complete before submitting for a building permit or land use
application. If the property owner desires a determination, even if there is no immediate plan for alterations,
a written request. can be submitted and a formal response will be issued. There is no fee to apply, and an
application form is found on the back of this page.
The Community Development Director will issue a formal response within 30 days of the receipt of a
complete application. Evaluations will be based on specific criteria, available on the department website,
http://www.aspenpitkin.com/depts/41/main historic.cfm. If the Community Development Director finds that
the property should not be considered for historic designation, the Historic Preservation Commission and
City Council have 7 days to object, and if there is no objection; a certificate stating that no historic resources
are present will be issued and will be valid+for a period of 5 years..
If the Community Development Director finds that the property should be. considered for historic designation,
then an application will be initiated, even in the absence of owner consent. Please be aware when making
an application for this process that the Community Development Director is obligated to take this action
once the issue has been raised. Historic Designation is a two step process requiring a public hearing
resulting in a recommendation, from the Historic Preservation Commission, and a public hearing resulting in
a final determination by City Council. A property owner may appeal the decision of the Community
Development Director and/or the City council through the appeal process pursuant to Section 26.316 of the
Aspen Municipal Code. If designation is approved, the property will be subject to the historic preservation
ordinance. If it is denied, the City may not pursue the matter again for a period of 5 years.
This ordinance applies to all properties, regardless of the use of the site (i.e., residential, commercial, and
public.) Applications for building permits that only affect the interior of structures are exempt from this
process, however no other work, except for specific kinds of exterior maintenance as defined in the
Ordinance, is allowed until the review is concluded. There are substantial penalties for violations.
Properties that were in the Land Use or Building Permit application processes before the Ordinance was
adopted are exempt from the "Identification of Potential Historic Resources" process, as are sites with valid
development orders, or. building permits, so long as those reviews or permits are pursued in a timely manner
