To pull a permit with the City of Aspen the contractor that is to do the work is to be a Licensed Contractor. Since the permit you have applied for is a Mechanical permit you will need to be a licensed Mechanical Contractor. Below, is the link to the City of Aspen website regarding applying for a contractors license.
