1111 Vlillage Road Carbondale, CO 81623 OCTOBER 4, 2017   1 | Page       PURPOSE & SUMMARY  Lift Studios, Inc is working on a site improvement plan for the property at 993 Moore Drive in Aspen, CO  (See Attachment 1 – Site Map). We were contracted to inventory and evaluate the trees on the site for  planning and tree removal mitigation purposes. Each tree as required by the City of Aspen tree removal  code located within a tree survey area as defined by Lift Studios was evaluated and location and  condition of each tree was completed  A total of 190 trees meeting the City of Aspens tree removal permitting requirements were inventoried  located within the designated tree survey area.    METHODOLOGY  INVENTORY  Working from a survey map provided by Lift Studio and staking on the site (See Attachment 1 – Site Map  & Tree Survey Area), each tree, as required by the City of Aspen tree removal code, located within the  tree survey area was inventoried. The City of Aspen code Chapter 13.20 requires a permit for the  removal of a deciduous tree 6 inches or larger in diameter at breast height, conifers 4 inches diameter or  larger and select native trees 3 inches in diameter or larger.   Data collected included; the number of stems, the Diameter at Breast Height (DBH) to the lowest ½ inch  at approximately 4.5 feet above ground level, tree species and condition rating.  Each deciduous tree or  conifer was tagged with an aluminum numbered tag backed with orange flagging corresponding to the  ID/Tag # noted on the survey map and in the Tree Inventory Mitigation Worksheet (Attachment 2).  Trees meeting the deciduous and conifer requirements and not found on the survey map were double  tagged and backed with blue flagging with the two tag numbers corresponding to the Mitigation  Worksheet. Native trees inventoried were not tagged or flagged however they were marked with red  wax marking crayon. The approximate location of any additional trees and field notes were also noted  on Field Map Notes (Attachments 3 & 4). In addition, 9 trees located on the property to the west (991  Moore Drive) were inventoried for planning purposes but not tagged or marked (Attachment 5).  Condition ratings (1 to 5) were assigned as a result of visual indicators of the tree health and structure  such as the presence of dead limbs, signs or symptoms of disease/insects, or structural defects.  The  definitions of the condition rating are as follows:  1 ‐ Excellent ‐ A healthy, vigorous tree, reasonably free of signs and symptoms of disease, with good  structure and form typical of the species.  2 ‐ Good ‐ Tree with slight decline in vigor, small amount of twig dieback, minor structural defects that  could be corrected.  3 ‐ Fair ‐ Tree with moderate vigor, moderate twig and small branch dieback, thinning of crown, poor leaf  color, moderate structural defects that might be mitigated by regular care.  4 ‐ Poor ‐ Tree in decline, epicormic growth, extensive dieback of medium to large branches, significant  pathogen activity or structural defects that cannot be abated.    2 | Page    5 ‐ Very Poor/Dead ‐ Tree is in severe decline, hazardous or is dead.  MITIGATION CALCULATION  We understand the purpose and objectives of City of Aspen’s Tree Removal and Mitigation  requirements.  Healthy trees are an asset to the property owner and the community. However, trees  that are in poor health or structurally defect can present a safety and forest health liability for the  property owner and the community.  Therefore, we believe it is reasonable and appropriate to account  for this liability by adjusting the mitigation value of a specific tree based on the condition of the tree.  This adjustment is made by multiplying the City of Aspen Tree Mitigation Value (as defined by the City  code) by a percentage based on the tree condition. The result is an Adjusted Mitigation Value.  The  following narrative details our mitigation adjustment calculation.   Each tree inventoried was entered into a tree mitigation worksheet noting the DBH, the tree condition  rating, the Aspen Mitigation Value, the Assigned Mitigation Adjustment %, and the Adjusted Mitigation  Value is calculated for each tree (See Attachment 2 – Tree Mitigation Worksheet – All Trees). The  Adjusted Mitigation Value was calculated by multiplying the Aspen Mitigation Value ($42 x 3.14 x  (DBH/2)^2 x) by the Assigned Mitigation Adjustment %.  The Assigned Mitigation Adjustment % ranges from 0 to 100%. This percentage was assigned based on  the condition of the tree and forest health risks the tree poses to the site and area. Structurally  defective trees can present a safety risk to people and/or property. Dead or declining trees pose a threat  to forest health, hosting and attracting insect pests and disease becoming a point source for the spread  of these pest and disease problems. The following are the definitions of the Assigned Mitigation  Adjustment % used is used to quantify all of these risks. We believe this results in a reasonable method  to maintain the City’s tree removal mitigation objectives and not unnecessary burden the property  owner with unreasonable mitigation costs.  1. 100% Mitigation – A tree scoring a 1 or 2 condition value.  2. 50% Mitigation – A tree scoring a 3 ‐ condition value.  3. 0% Mitigation – A tree scoring a 4 or 5 condition value.  LIMITS OF THE ASSIGNMENT  This investigation is based solely upon the information noted from my visits to the site in July & August  2017.  We have not performed any professional surveying, laboratory examinations, studied soil  composition or employ any other diagnostic techniques beyond visual examination of the trees and the  site.  We have developed general conclusions on observations of tree health and structure and provided  recommendations based upon these observations.   FINDINGS & OBSERVATIONS  SITE DESCRITION  The site a wooded natural area located on the southern slopes above Aspen at the end of Moore Drive.  The trees on the site are mix of aspen, Douglas‐fir, gamble oak, serviceberry, spruce, and sub alpine fir.    3 | Page        FINDINGS  Tree qualifying for mitigation total 192 (See Attachment 2 – Tree Mitigation Worksheet – All Trees). There  are 72 deciduous trees, all are quaking aspen. Conifers total 59 trees including 9 Douglas‐fir and 50 sub alpine fir.  The native trees 3 inches in diameter or larger are all gambel oak and total 61 trees. Condition ratings are; 16% are  1‐Excellent or 2‐Good, 25% are Fair, and 59% are 4‐Poor or 5‐Very Poor/Dead.  There were discrepancies between the surveyor’s inventory of the mitigatable trees and our findings. Trees did not  meet the City of Aspen size requirements are not included in the Tree Mitigation Worksheets and additional trees  found that do meet the requirements were added. Inventory notes were made on two tree inventory map note  maps (Attachments 3 & 4).  A total of 9 trees were inventoried on the west boarding property, 991 Moore Drive; 3 aspen, 3 Douglas‐fir and 3  blue spruce (See Attachment 5). The aspen are over‐mature and in poor condition. The Douglas‐fir and spruce are  relatively large and recent transplants in good condition and transplantable.   TREE CONDITION OBSERVATIONS  DECIDUOUS TREES  All of the deciduous trees are aspen. They are over‐mature and declining in health and structure. Over 86% score a  condition of 4 or five (See Attachment 6). Insect pests and disease common to aspen are widespread throughout  the stand.  Photo 1. Site overview. Driveway on the right is the property to the Photo 4 (above). Serious cytospora canker disease  on aspen.    5 | Page    CONIFERS  As a group the conifers are in the best condition, 47% score a 1 or 2, 47% score a 3 and ~8% score a 4 or 5 (See  Attachment 7). There are 53 sub alpine fir and 6 Douglas‐fir. The Douglas‐fir are in declining condition with thin  and off‐color crowns and signs of bark beetle infestation. All the native trees of mitigatable size are gambel oak. Approximately 87% of the gambel oak score a 4 or 5  condition rating (See Attachment 8). MITIGATION TOTALS & CLOSING  The total City of Aspen Mitigation Value of all the trees inventoried is $461,914.49 (See Attachment 2). Condition  ratings for all trees are; 16% are 1‐Excellent or 2‐Good, 25% are Fair, and 59% are 4‐Poor or 5‐Very Poor/Dead.  Adjusting the Aspen Mitigation Value for the condition of the trees results in an Adjusted Mitigation Value of  $129,078.21.  The total City of Aspen Mitigation Value of all the deciduous trees inventoried is $256,836.30 (See Attachment 6).  Condition ratings for all trees are; 47% score a 1 or 2, 47% score a 3 and ~8% score a 4 or 5. Adjusting the Aspen  Mitigation Value for the condition of the trees results in an Adjusted Mitigation Value of $30,093.37.  The total City of Aspen Mitigation Value of all the conifer trees inventoried is $183,339.25 (See Attachment 7).  Condition ratings for all trees are; 47% score a 1 or 2, 47% score a 3 and ~8% score a 4 or 5. Adjusting the Aspen  Mitigation Value for the condition of the trees results in an Adjusted Mitigation Value of $96,986.04.  The total City of Aspen Mitigation Value of all the native trees inventoried is $24,991.26 (See Attachment 8).  Condition ratings for all trees are; 47% score a 1 or 2, 47% score a 3 and ~8% score a 4 or 5. Adjusting the Aspen  Mitigation Value for the condition of the trees results in an Adjusted Mitigation Value of $1,998.81.  TREE PRESERVATION & PROTECTION  A tree preservation plan should be developed for trees to be preserved throughout construction. Pre‐construction  plant health care treatments may be recommended for select trees and other physical tree protection measures  should be taken for on site. Tree preservation/protection measures are listed below.  
