HomeMy WebLinkAboutFile Documents.21 Alice Ln.0052-2021-brof (14) February 2021 1 Construction Mitigation Plan for Medium Projects Full Construction Management Plan (CMP) requirements can be found in the Construction Management Plan Requirements Manual available here. The following document can be utilized for interior remodels and/or soil disturbance greater than 1,000 SF and less than 2,000 SF or roofing permits within the CRA or roofing permits on multifamily dwellings regardless of location. The “Construction Mitigation Plan for Minor Projects” document can be utilized for interior remodels and/or soil disturbance less than 1,000 sf. For large projects or at the discretion of the CMP reviewer a full CMP written by the project contractor is required. The purpose of this form is for medium projects to provide the required information for construction management and to acknowledge the applicant is aware of all CMP requirements and will abide by all requirements. 1.0 General The project contractor has completed the City of Aspen online CMP certification class. The online training course is available at cmpaspen.com. Reroof existing home Tom Gonzo Hegarty 970-379-9977 NA February 2021 2 Indicate Project Public Notification:  Project Sign Will Be Posted at Site – Required information is provided to the right. 4.0 Project Implementation Dates of Project Construction: Hours of Construction: Construction hours shall be limited to 7:30am – 5:30pm Monday through Friday and 9:00am – 5:00pm on Saturday. No construction is permitted on Sundays or holidays as identified by the CMP Manual. Will construction fencing be provided?  Yes  Not required for the project scope The fence shall be six feet (6') in height and constructed out of chain-link fence with mesh windscreens (visual barriers). If fencing is required show the location of the construction fencing on the site plan. Are there trees within the work area?  Yes  No If trees are within the work area provide a site plan showing exact tree protection fence location and accurate tree driplines 5.0 Site and Right of Way Management A Site plan is attached which shows all construction staging areas. Construction trailer, job materials storage, waste management and recycling container locations, and portable restrooms shall be clearly designated on the project site plan. Loose job material storage is not allowed in ROW under any circumstance. Show any use of the ROW or show there is adequate space onsite. Will the project use any portion of the Public Right of Way for construction purposes? All parking must be leased through the COA Parking Department as a separate process.  Yes  No Does the project propose earth retention? If the project proposes earth retention a plan shall be submitted that depicts the extent of excavation and details any method of stabilization employed. The plan shall also depict any non- surcharge areas associated with the stabilization plan.  Yes  No The City of Aspen requires recycling of materials, both conventional and construction related. Does the project require any special circumstances for deliveries?  Yes  No Traffic control required for deliveries must be fully coordinated with the City of Aspen Engineering Department. Roads will not be closed under any circumstances, unless granted permission from the City of Aspen Engineering Department. 7.0 Pedestrian Protection Does the Project maintain pedestrian walkways including all ADA requirements?  Yes  No If temporary ramps are needed please show the location on the CMP site plan. 8.0 Sediment and Erosion Control  Attach a site plan to this application which identifies all Best Management Practices which will prevent any erosion and sediment transport offsite. Is the project located in the Smuggler Mountain Superfund Site?  Yes  No If so, attach the Superfund Site soil Removal Permit. 9.0 FUGITIVE DUST CONTROL A Fugitive Dust Control Plan is in place.  Yes  Not Applicable 10.0 EMISSIONS NA February 2021 4 All vehicles and equipment used on site will be properly maintained such that the engines will function within manufacture’s standards or parameters.  Yes  No 11.0 NOISE SUPPRESSION A noise suppression plan is in place.  Yes with minimum 14’ noise fencing  Not Applicable The minimum requirements for a non-modeled plan are a 14-foot tall fence of noise dampening material completely surrounding the construction site.  Provide a Noise Suppression Plan. Provide a drawing showing the location of the sound fence. Include the property line, where the earth retention will be, the extent of excavation, any trees that are to be left throughout the construction, and location of gate. Also include a detail of how the fence will be supported and the noise dampening material used. Projects are limited to 70 decibels (dB) at the property line during the summer on season. Projects located on the Mall will be limited to 70 decibels (dB) at the property line during the winter on season. All other times projects will be limited to 80 decibels (80dB) at the property line. 12.0 ENFORCEMENT A City Construction Mitigation Officer will complete random site visits to determine if the project is following approved Plan and City requirements.
