Insubstantial Planned Unit Development Amendment
Ed Sadler, Asset Manager for the City of Aspen, has applied for administrative approval
of an Insubstantial Amendment to the Aspen Golf and Tennis Club/Truscott Housing
PUD. The amendment straightens the internal street, providing 15 additional parking
spaces, and accomplishes the housing maintenance building during a later phase. The
Community Development Director shall approve, approve with conditions, or deny a land
use application for an insubstantial PUD amendment pursuant to Sections 26.445.100 (A)
and 26.304 of the Aspen Municipal Code if an application is found to be consistent with
the following review criteria:
1. The proposed PUD amendment meets the criteria of Section 26.445.100 (A), PUD
Insubstantial Amendments.
COMMUNITY DEVELOPMENT DIRECTOR DECISION
The Community Development Director finds that the proposed amendment to the Aspen
Golf and Tennis ClublTruscott Housing PUD to be consistent with the review criteria,
and hereby approves the insubstantial PUD amendment on this ~day of

All insubstantial PUD Amendments shall meet the following criteria, pursuant to Section
26.445.100, Amendment to PUD Development Order:

Dear Julie Ann:
The City of Aspen is requesting an extension on the time limit for filing a plat and an
insubstantial amendment to the PUD approval for the Aspen Golf & Tennis Club! Truscott
Housing Approval. The project was granted final approval by City Council on August 14, 2000
under ordinance,34, Series of 2000. The basic scope of the project was for. the deveiopment of 99
new units of affordable housing, a new clubhouse building, new terlis courts and significant
in:!Tastructure improvements. In the ensuing months, value engineering has been required to
reduce the costs of the project. This value engineering has led to delays in recording a final plat
and some minor changes to the approved site plan.
The City is. requesting a six month extension on the time limit for recording the final plat. Under
.the current app;oval, the plat is required to be recorded by January 15. We will not be able to
meet that deadline. While we expect to pursue recordation in early February, we are asking for a
longerextensio~ in case any other signIficant changes occur.
The City is also requesting an insubstantial amendment to the PUD: The insubstantial amendment
requests two changes. The first is the realignment of the central drive and the second is to allow
delaying construction of a ne~ housing maintenance shop until phase 3. ,
The approved site plim'shows a curvilinear street through the housiI).g project. This street design
was used as a traffic calming measure that would provide for, safer and more enjoyable pedestrian '
movements through the project. In addition to maintenance and snow removal concerns, the
curvilinear street proved to be prohipitively expensive. Instead, the City is requesting that a
pattern similar to the existing condition be used, but with some improvements: Head in parking
will continue to exist in front of the existing Truscott 200 and 300 buildings. The head-in parking
in front of the Truscott 100 building will be changed to parallel parking. Thiswill create 15
additional spaces beyond what Was approved in August. Parking in front of the new Phase 2
. housing will stay as shown in the final approval. Islands have been created to break up the
parking and to identify pedestrian rout~s across the street. A walk has also been added between.

The second requested change is to allow construction of the approved housing maintenance
facility during a later phase of constrUction. The existing facility is located at the west end of the
Truscott 100 building. A new building was planned for the east end of the housing area. That
space wit! continue to be reserved for a future building, but construction of that building will not
occur until w-ork begins on Phase 3 of the Truscott redevelopment. The exterior of the
maintenance shop will be cleaned up and re-Iandscaped.
