REGULAR MEETING COMMERCIAL CORE & LODGING COMMISSION DECEMBER 01, 2021
Chairperson Jeb Ball called the meeting to order at 8:38 a.m.
Commissioners in attendance: Jeb Ball, Angi Wang, Terry Butler, Charles Cunniffe, Kiki Raj, Bill Dinsmoor
and Adam Malmgren were present. Amanda Tanaka was absent.

COMMISSIONER COMMENTS:
Mr. Ball said the Aspen Saturday Market applications have been revised and sent to Kathy for review.
Nicole will post on the website by Friday. The due date is January 5th. He said that is our first meeting in
January and suggested skipping that meeting. Kathy will organize the applications after they are all
collected and then we can meet on the 19th of January and February 2nd.
We can have all the applications judged by the end of February and then he will do the ranking system.
We will need to decide where the cut offs are and determine who’s in and out.
Mr. Dinsmoor asked if there were any significant changes to the application. Mr. Ball said we kept
weights the same and got rid of a few esoteric items on the evaluation sheet.
Mr. Malmgren asked about the process and Mr. Ball explained how it has worked in years past.
Ms. Raj motioned to approve the draft minutes of November 3rd; Ms. Wang seconded. All in favor,
motion carried.
Mr. Ball asked Ms. Wang for a cheat sheet of who’s coming to town, etc. Ms. Wang said everyone is in
the turnover period right now and are pushing for April, May, and June openings. She said it’s a pretty
long list that she will email.
Mr. Ball asked Mr. Malmgren how fall was. Mr. Malmgren said this is the first week that feels like off
season at Mi Chola.
Ms. Henning introduced Deputy Clerk, Mike Sear, to the group as the new interim downtown liaison.
Ms. Raj brought up the Cooper/Galena plan to make them walking only. We need to fix this and hopes
she can count on CCLC. She said she would like to kill it before they vote on it. The city has this long-
term plan to make the core walking mall only.
Mr. Cunniffe said, unless you provide parking, you can’t’ eliminate all the parking.
The board agreed we need to have parking underneath the parks.
Ms. Butler asked how we march forward with this.
Mr. Dinsmoor said people should show up at the council meeting and protest it.
Mr. Sear said engineering is doing a presentation and an open house alongside ACRA. They came to
council in August and presented three scenarios to council. They are planning to do parallel parking

instead of completely doing away with parking. The idea is an experiment to start sometime next
spring/summer and do a living lab.
Mr. Ball mentioned that when Mitch was still here, he, Kiki, and Amanda, were all in favor of a plan for
more safety in the core.
Mr. Cunniffe said he doesn’t feel like what they are proposing represents the CCLC.
Mr. Ball proposed that they have Pete Rice here and we all vote it down.
Mr. Malmgren said we are trying to protect people from their own stupidity. Mr. Cunniffe said it’s
reducing vitality in Aspen every time they do something like this.
Ms. Raj said it also reduces property values.
Ms. Wang said she is hesitant to try the living lab.
The commission agreed.
Mr. Malmgren said if they build a parking garage first, then close the streets, fine.
Mr. Cunniffe told of when the entire block of City market was being looked at for a garage underneath.
He explained how it was supposed to work, and said all of the businesses, signed onto it. City council
balked and chickened out. It was going to be paid for by private enterprise. He asked if ACRA has an
opinion on this. Mr. Sear said they will be there for the open house, and we can ask that.
Ms. Butler said every retailer downtown should be up in arms.
Mr. Ball asked about the next scheduled meeting on the 15th and suggested skipping it and meet again in
January when we review Saturday Market applicants.
Ms. Raj motioned to move to the new city hall for the ACRA open house; Mr. Ball seconded. All in favor,
motion carried.
