Kids First Advisory Board Meeting Minutes
Friday, January 7, 2022 – 11:30 AM
Zoom meeting
In attendance: Stefan Reveal, Chad Schmit, Beth Cashdan, Rebecca Paschal, Michaela Idhammar-Ketpura,
Jessica Garrow, Matt Zubrod, Sue Way, Jim True, Shirley Ritter, Nancy Nichols, Megan Monaghan,
community members.

DESIRED OUTCOMES:
● Understand next steps to achieve council critical goal
Shirley gave an update on the two projects; The Burlingame childcare facility planning is moving
forward. The RFP for design was posted. The asset department, finance department, Shirley Ritter
and Jessica Garrow are included in the interview process.
CMC Infant classroom is moving forward. The exterior fencing and a shade were completed in
December. The construction and upgrade on the space will begin mid-January. The furniture and
classroom materials are on order and will be delivered later in January. We have 2 proposals to
operate the facility. Staff is reviewing these proposals and will report to the Kids First Advisory
Board regarding next steps. The hope is for the infant classroom to be open before spring.
● Agree on programing/funding to support early childhood workforce
City Council has approved the Kids First budget including up to $424,000 funding to provide
support and increase retention for the childcare work force. It is proposed that a program to offer
individual incentives to teachers is being designed. The plan is to offer ways for childcare staff to
receive up to $2,000 a year in incentives. Each applicant will have a “menu” of items that can be
used towards points toward funding. Some of these items include length of employment, childcare
program quality rating, PDIS credentials, coaching participation. Childcare staff will have the
opportunity to apply for this incentive twice a year beginning this year 2022. The Kids First staff is
working on the final document and will share this with the Kids First Advisory Board for additional
direction. This new workforce support will replace the education incentive and BOB incentive
programs from the previous years. The new program is designed to support all of the childcare staff
members and allow for each individual to achieve the items that are meaningful to them.
● Hear Yellow Brick Building concerns public comment –
The floor was open for public comment. Stefan opened the discussion and approximately 15
members from the community spoke along with Playgroup Director / Owner – Kadi Kuhlenberg,
and Aspen Mountain Tots Director / Owner - Dawn Ryan.
The public comments were recorded and will be reviewed by the Kids First Advisory Board. Public
questions will be addressed by the Kids First Advisory Board.
