HomeMy WebLinkAboutFile Documents.42 Mining Stock Pkwy.0001.2018 (13).ARBKDESIGN REVIEW COMMITTEE Date: May 6, 2017 RE: 42 Mining Stock Parkway, Unit 107 Remodel application To: The Burlingame Ranch 1 Condominium Board Ian Metcalf, the Owner of 42 Mining Stock Parkway, Unit 107, herein referred to as “applicant” reached out to the DRB in January 2017 to extend his existing attic space into a home office. Since that initial meeting, the DRB has been working closely with the applicant and his architect, Juan Lagarrigue to ensure this proposed expansion meets all the necessary criteria expected in Burlingame Phase 1. The dialog between the Owner and the DRB has been longer than usual because this type of expansion, that involves the modification of a roofline and creation of exterior walls has not been reviewed by the current DRB. Intent and FAR Allowance Due to the steep roof line, the applicant’s current attic space is not conducive to the office space use he and his family has in mind. Indeed, the space has only a small potion of area that someone could stand in. Per the excerpt below from the Insubstantial Amendment to Ordinance No 24 - Burlingame Homeowners Dwelling Unit Expansion, Unit 107 is allowed an additional 79 square feet of FAR The applicant has met with the zoning officer on several occasions to ensure the proposed extension meets all current requirements and was given a positive response. Description of Work The construction will include the demolition of a potion of the existing asphalt shingle roof for the length of the existing attic space and either reusing or installing new rafters to construct a new roof at the shallower pitch of 4:12. Three new exterior stud walls will be added, projecting an additional 4’-11-1/2” from the front face of the existing exterior wall. The minimum height of the new exterior back wall will be 8’2”. Three new Millgard windows are being proposed as a part of the expansion. All proposed windows match the size, color and insulation requirements of all other windows around Burlingame Phase 1. The new walls will be clad in the same new gypsum board material/product being installed by Blue Sky and the applicant is willing to work with Blue Sky or Pie Consulting to ensure the correct material is installed and the siding color matches the existing precedent on the unit’s stairwell wall. The roof will be upgraded to a standing seam metal roof to match the 01/08/2018 roof over the stairwell. All insulation between the joists and rafters will receive spray foam insulation and drywall will be 3/4” thick to meet the stringent energy saving specifications outlined for the Burlingame Phase I buildings. The applicant will be submitting a reconstruction plan to the Building Department as a part of their application. Verdict In accordance with the “Homeowner Association Compliance Policy” application form to be filled out by the Owner and issued by the Community Development Department, the DRB recommends the Owner certifies the statement “ This property is subject to a homeowners association or private covenant and the improvements proposed in this building permit have been approved by the homeowners association or covenant beneficiary” and recommends full approval of their application to allow the Owner’s contractor to apply for the necessary City building permits with the stipulation that they provide the following prior to commencement of the remodel: - A copy of the contractor’s license and insurance - A builder’s risk insurance policy that names BG1 Condo Assoc. Inc. as the insured. Before the applicant can submit for a building permit, he needs to have the Burlingame Phase I Condo Board approve his improvements. As the advisory board to the HOA, it is my opinion that this expansion meets all architectural requirements Please let me know if you would like to visit the unit to review the proposed expansion in more detail with the myself, the applicant and the applicant’s architect.
