There are specific prohibitions on card readers within the City, and I do not know if this would be allowed. Response 1: Please note that the card reader is located at the Bank main entry at the side street (Monarch St). The card reader allows access to the 24-hour vestibule to allow use of ATM and AHD (After Hours Depository). Eliminating the card reader would defeat the purpose of 24 hour banking flexibility. Comment 2: No signs are being approved as part of this permit. Please submit a separate sign permit. 02/24/2021 Zoning: These responses to Jim's comments are old. The plan sheets submitted with 0005-2021-BCOM reflect that the ATM's and TV Screen in the 'Living Room' are now positioned in a code compliant manner. (Sheet A1.1 in current plan set) Regarding the Card Reader, the Planning Director indicated that, "We determined in a November 2018 review of Chase's existing location that a card reader is not part of an ATM and is not regulated by this language 1.17 ATMs and vending machines visible from the street are prohibited." The After Hours Depository does not have any sort of backlighting or back lit signage. October 16, 2019 Page 2 of 4 Reference: Chase Bank – 232 East Main Street – 2nd Review Permit Comments Response 2: A note has been added to all sheets: “NOTE ON SIGNAGE: ALL SIGNAGE UNDER A SEPARATE SIGN PERMIT. SIGNS SHOWN ON THESE DRAWINGS FOR REFERENCE AND DESIGN INTENT ONLY.” Comment 3: Per 26.510.040.Q.4, Television Signs, the maximum size of any Television screen or monitor facing a right of way is 180 square inches. Both of these televisions, which are facing right of ways, are larger than that. Either remove them or bring them down to 180 square inches. Response 3: All the monitors within 15 feet from the storefront shall have a maximum size of 180 square inches. Monitors or television screens are located further away than 15 feet from the storefront. Sheet A1.3 shows the distances from the ATM monitors and the wall hung TV screen. The small ATM monitors are tilted towards the user and face the ceiling at an angle. SHEET A1.1.0 FLOOR PLAN (File Name: TI Electrical Plan Set.232 E Main.2019.08.pdf (4)) Comment 4: Please provide a detailed drawing of the face of this feature. It may not contain any sort of back-lit Signage. Response 4: The AHD (After Hours Depository) or ‘Night Drop’, facing Monarch Street, is for making deposits after work hours inside the 24-hour vestibule. Comment 6: As per the City's Commercial Design Code, as well as the Land use Code's prohibitions on back-lit signs, No ATM's can be oriented facing a Right of way. This Machine must be either behind a solid wall or door, or oriented 90 degrees from any right of way. Yes, the freestanding ATMs are facing E Main Street, but are located inside the space about 20+ feet from the storefront and 25+ feet away from the property line and right of way.
