Chairperson McGovern called the regular Planning and Zoning (P&Z) meeting for March 15th, 2022 to
order at 4:30 PM.
Commissioners in attendance: Ruth Carver, Brittanie Rockhill, Spencer McKnight and Teraissa
McGovern
Commissioners not in attendance: Sam Rose and Scott Marcoux
Staff in Attendance:
Amy Simon, Planning Director
Michelle Bonfils-Thibeault, Planner
Kate Johnson, Assistant City Attorney
Cindy Klob, Records Manager
COMMISSIONER COMMENTS
Ms. Carver announced this would be her last meeting. She stated it had been great and she will miss
everyone. Ms. McGovern stated the commission will miss her and thanked her for her service.
STAFF COMMENTS
Ms. Simon thanked Ms. Carver for her time serving on the commission.
Ms. Simon stated she is planning for discussion of board powers, duties, and meeting procedures at the
April 5th meeting.
PUBLIC COMMENTS
None
APPROVAL OF MINUTES
Mr. McKnight motioned to approve the minutes for February 1, 2022 and was seconded by Ms. Carver.
Ms. McGovern requested a roll call: Ms. Carver, yes; Ms. Rockhill, yes; Mr. McKnight, yes; and Ms.
McGovern, yes; for a total of four (4) in favor – zero (0) not in favor. The motion passed.
DECLARATION OF CONFLICT OF INTEREST
None
PUBLIC HEARINGS
191 Eastwood Dr – Special Review Nonconforming Structure and Variance Requests
Ms. McGovern then opened the hearing and asked if notice had been provided. Ms. Johnson pointed
out a potential issue with the notice of this hearing. She stated the city’s land use code requires three
types of noticing with the goal of ensuring everyone is noticed who should be prior to the hearing. She
stated the notice posted on site was one day short of the minimum required 15 days to be properly
noticed and the city has consistently defined a day as a full 24-hour period. She stated the applicant
could continue with the hearing, but any decision could be challenged in the future based on the notice,
or the applicant could request the hearing be continued at this time.
Ms. McGovern then asked Ms. Raymond, Kim Raymond Architecture to acknowledge the possible risk
assumed by the applicant should they decide to move forward with the hearing at this time.

The commission took a short break to allow the applicant some time to think over their decision.
Upon returning from the break, Ms. Kim Raymond requested a continuance.
Ms. McGovern asked for a motion from a commissioner. Ms. Carver motioned to continue the hearing
until April 5, 2022. Mr. McKnight seconded the motion. Ms. McGovern requested a roll call: Ms. Carver,
yes; Ms. Rockhill, yes; Mr. McKnight, yes; and Ms. McGovern, yes; for a total of four (4) in favor – zero
(0) not in favor. The motion passed.
Ms. Johnson and Ms. Simon informed Ms. Raymond to update the posting on the site.
Ms. McGovern thanked everyone and closed the hearing.
OTHER BUSINESS
None
Ms. Carver motioned to adjourn and was seconded by Mr. McKnight. All in favor and the meeting was
adjourned at 5:03 pm.
