HomeMy WebLinkAboutcclc.min.021622 1 REGULAR MEETING COMMERCIAL CORE & LODGING COMMISSION FEBRUARY 16, 2022 Chairperson Jeb Ball called the meeting to order at 8:40 am. Commissioners in attendance: Jeb Ball, Angi Wang, Kiki Raj, Bill Dinsmoor and Amanda Tanaka were present. Terry Butler and Charles Cunniffe were absent. Staff present: Nicole Henning, City Clerk Mike Sear, Deputy City Clerk Pete Rice, Civil Engineer II Hailey Guglielmo, Civil Engineer I Other attendees: Councilor Ward Hauenstein Commissioner Comments: Ms. Wang asked about Commissioner Adam Malmgren and Ms. Henning noted that he has resigned from the board. Mr. Ball said he has to leave early from the meeting today. He mentioned that Kathy Strickland would like to call into the meeting because she has a couple open spots and needs to get approval from CCLC to add these extra people in. Mr. Ball mentioned that he is giving a presentation on March 10th about Saint Patrick at 6:00 p.m. at St. Mary’s. It is a catered event downstairs. Mr. Ball introduced Hailey and Pete from the engineering department to speak about what happened last night in the council meeting. Mitch talked to us about this item last fall. Ms. Guglielmo said there will be no activations or structures in the ROW with the exception of normal sidewalk seating. This will impact the Creperie, Meat and Cheese, and Kemosabe. The structures will need to be removed by May 1st. She said the primary motivation for this is to gain back parking spots and because there are equity issues. Mr. Ball asked Councilor Hauenstein if there were restaurateurs at the meeting. Councilor Hauenstein said no; we did this for COVID 19, and we were helping them by giving them space in the ROW. Now there are no covid restrictions so there is a consciousness around giving parking spaces back. Mr. Rice said the people who have the structures knew they would have to get rid of them by May 1st. Councilor Hauenstein also pointed out that the structures had no compliance with building codes and safety, so it’s important that they come down now. It served its purpose by supporting the business community at the time. Mr. Ball said that if you talk to the restaurants in town, all of their sales are above where they were in 2019. There is tremendous inflation right now and it’s unprecedented. Friends of his who own restaurants, have increased their prices 3-4 times, and reduced the size of their offering. 2 REGULAR MEETING COMMERCIAL CORE & LODGING COMMISSION FEBRUARY 16, 2022 Mr. Dinsmoor asked about the bike lane proposal, and Mr. Rice said that council did approve the living lab with the bike lanes. Mr. Ball said we would like for engineering to come back and give another presentation on this and asked how they will measure success on this summer. Mr. Rice said the community is in favor of this. He said on the survey, it was pretty clear what they are doing. Ms. Wang said it didn’t say on the survey that 44 parking spaces would be taken away. Mr. Rice said they are adding parking spaces too in other places. Ms. Wang said it’s hard on residential areas. It just creates a new problem in the residential zones. Mr. Rice said Mayor Torre is also concerned about that, but they’ve done experiments in the same sections by taking away so many spaces and the businesses did very well. He said Spring and Hunter are underutilized. When you look at statistics, there should be parking available. Mr. Ball exited the meeting. Councilor Hauenstein asked Mr. Rice to forward the council memo to CCLC. Mr. Rice said 36% of the businesses are in favor of this which is much more than they expected. Ms. Raj entered the meeting. Councilor Hauenstein mentioned that Mayor Torre wants CCLC’s involvement with the outdoor dining again. Ms. Raj asked about the mall being redone. Mr. Rice said we do have designs that are done, but there’s not a funding source yet. It was a good time to shelve due to COVID and is something that needs to be revisited. Ms. Tanaka said her alley is disgusting right now, and it must be because of Bruno’s since Jimmy’s is gone. Kathy Strickland was called in and said she needs a vote on Mawa and Brad getting in. Brad has the wooden barrels. She said she has room for Mawa every other week. The board unanimously voted in favor. The board voted to give Mawa a full booth and make Ashley and Gabriel part time. Ms. Strickland said she will call the applicants and inform them of the changes. Mr. Dinsmoor said he has an interesting meeting tonight with CDOT regarding the 82 construction. The roundabout is at the core of it. Councilor Hauenstein said it will have the same traffic control as when we did the bridge, so the west end people will have something to complain about. He also mentioned that two more buses were bought to handle the traffic coming from the intercept lot. It’s 250k to RFTA for the buses and two drivers. Mr. Dinsmoor asked about CCLC’s goals and said we need to refocus on this. Ms. Henning said she will put on the next agenda. The commission discussed the stalled Mark Hunt projects. We may need to be a little more objective. 3 REGULAR MEETING COMMERCIAL CORE & LODGING COMMISSION FEBRUARY 16, 2022 Ms. Strickland called back into the meeting and asked about the massage person under the tree. The board said yes to having her back. Ms. Tanaka exited the meeting.
