HomeMy WebLinkAboutresolution.council.053-22 RESOLUTION NO. 053 SERIES OF 2022 A RESOLUTION OF THE CITY OF ASPEN CITY COUNCIL APPROVING A CHANGE ORDER FOR SERVICES ASSOCIATED WITH THE ARMORY REUSE AND REMODEL PROJECT,AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACT ON BEHALF OF THE CITY OF ASPEN COLORADO AND APPROVING CITY MANAGER ADMINISTRATIVE EXECUTION OF SUBSEQUENT CONTRACTS AND CHANGE ORDERS THAT ARE WITHIN THE APPROVED ARMORY BUDGET WHEREAS, there has been submitted to the City Council change order between the City Council (the "Owner") and Charles Cunniffe Architects, Mills and Schnoering Architects, LLC, and Concept One Group (the "Service Providers"), a true and accurate copy of the services to be provided attached hereto as"Exhibit All, and, WHERAS, City Council considered and approved the services at a regular council meeting on April 12, 2022; NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN AS FOLLOWS: 1. That the City Council of the City of Aspen hereby approves the agreement between Owner and Service Providers, a copy of which is annexed hereto and incorporated herein and does hereby authorize the City Manager to execute said agreements on behalf of the City of Aspen. 2. That the City Council of the City of Aspen hereby allows City Manager administrative oversight of any subsequent contracts and change orders that are within the current approved net project budget; and does hereby authorize the City Manager, when necessary, to execute said agreement on behalf of the City of Aspen. Council will be updated by staff and the City Manager on a regular basis. Alison L.Baxter,AIA M+Sa has significant expertise in historic preservation and in work with existing Associates buildings.We often complete conditions assessments and/or Preservation Charles H.Chichester,AIA Plans, Master Plans,or Historic Structure Reports prior to undertaking any Robert Forwood,AIA,LEED AP design work,and we believe they are important planning tools that can help an Katherine McDowell Frey owner to prioritize and plan for everything from routine maintenance to larger Amy Mladjen,IIDA,NCIDQ renovation or expansion projects. Erin Szigeti I will serve as the Partner in Charge for this project and will work with Katherine Frey as Project Manager. Katherine and I have direct experience at the Wheeler and the Elks Building,and often work together on similar projects. We are also recommending the inclusion of a structural engineer who is accustomed to evaluating historic buildings and have thus added KL&A Engineers to our team.KL&A has worked with us at both the Wheeler and Elks Building. Our approach would be as follows: Kick-Off Meeting M+Sa will schedule a virtual kick-off meeting with appropriate project representatives.At the kick-off meeting,the team will meet to review the project approach and requirements for building access during the survey phase. Building Survey The M+Sa team, including our structural engineer,will survey the building exterior and interior.We would plan to do this over the course of two days.Timing for the survey work will be carefully considered in order not to interfere with scheduled events and daily operations at the building. On the exterior,the upper portions of the walls and roofs will be surveyed by the architects and engineers from the ground with binoculars,from ladders,and via high reach lift(ladders and lift procured by the City of Aspen).The team will record architectural materials and conditions on survey forms and drawings(to be provided by CCA). Digital photographs will be taken of relevant architectural details to further illustrate the report narrative. Materials and finishes will be identified as original or historically significant,and their overall significance and integrity will be assessed. Notes about causes of deterioration or damage,and relationships to other conditions will also be recorded.Team members are familiar with the materials and methods of construction that were used in the construction of the Armory,common causes of their deterioration,and methods for their conservation and preservation. The team will identify areas where testing—both destructive and non-destructive—and sampling may be required. Non-destructive methods may be used where appropriate,particularly to identify ferrous anchors and voids within the masonry systems.Areas for more in-depth study will be identified for discussion with CCA and the City to determine a strategy going forward,including the engagement of a probe contractor if required. The team's structural engineer will assist M+Sa with the review of structural conditions.A visual survey will be conducted and conditions, including framing sizes,wall conditions (including evidence of cracks and settling), and visible footing and foundation conditions will be recorded. The team will also record interior architectural materials and conditions on survey forms and/or drawings. Digital photographs will be taken of interior spaces and relevant architectural details to further illustrate the report narrative. Materials and finishes will be identified as original or historically significant,and the overall significance and integrity of each space will be assessed. Notes about causes of deterioration or damage,and relationships to other spaces or conditions will also be recorded. Preservation recommendations will be developed based on several factors:an assessment of the significance of the space;an assessment of the seriousness of the condition;and the impact on the function of the building.The team will determine zones/levels of architectural and historical significance,which will be used as a guide for developing recommended treatments,and zones will be represented on plans and elevations. Report Preparation A draft report will be presented to CCA and the City for review.The report will include written narratives describing the building conditions(accompanied by photographs)and annotated plans and elevations illustrating preservation zones. The team will meet virtually with CCA and the City after the draft has been submitted and reviewed to discuss comments.A final report will then be submitted that incorporates any comments from CCA and the City. Project Schedule Typically,once we are given notice to proceed,we can complete a draft report in approximately two to three months, plus one month of review and additional work before the report is finalized.Adjustments to this projected timeline and a specific schedule for the initial visit and submission of our report would be discussed at the outset of the project. Engineering and cost estimating services except as noted herein are excluded. 3. We assume attendance at two virtual meetings and the site survey(including travel).Additional virtual meetings and/or trips to Aspen will be billed on an hourly basis. 4. Destructive testing and probes are excluded. 5. Fees will be billed monthly based on a percentage of the completed services. Reimbursable expenses will be billed separately at cost. Proposed fees and an estimate of reimbursable expenses are noted on the attached Fee Proposal worksheet. 6. Any permitting required for high reach access,sidewalk closures,and traffic control will be procured and arranged by the City.
