The building is located in the R-6 zone, in which both a public school and a public administration building are conditional uses. Also included in the conditional use category for the R-6 zone are churches and day care centers. All of the uses you approved in the 1982 review were found to fit into one of these conditional use categories. The conditional use permits were given until August 31, 1983, and at your meeting of August 16, 1983, you extended the deadline to September 20, 1983. Referral Comments The City Attorney suggests that a yearly conditional use review and permit process be held for this building until it is used totally by the school again. The main purpose of running uses through the conditional use/public hearing process is to provide for neighborhood input on their operation. He commented that we might need more information on the Energy Center, Film Fest, Arts Council and Wilderness Workshop regarding funding or programs to fit them into "public administration/school" categories. The Engineering Department felt the only item of concern is the potential conflict between the traffic generated by offices at this location and the children attending kindergarten classes in the same building. It may be appropriate to consider a designated parking area for the use of office workers and visitors and some circulation work. Planning Office Review There are no new uses proposed, except extended use by the school for kindergarten classes in the building. The school also occupies space for their district offices which use the entire west end of the building and anticipate doing so for years. The school district has spent approximately $40,000.00 on structural work and plans to continue investment into the maintenance of the facility for future use. Enrollment figures are showing a slight increase, and the district states in their application that "should our program needs continue to grow at the elementary school, we will continue to expand into the upper elementary school building." The short range plans for the building leave space available for rental purposes. The attached letter from the school district outlines the tenants and pertinent information concerning their operations. The conditional use criteria were considered in initially allowing these uses to occupy this structure. This annual review was scheduled for the primary purpose of securing comment from the V MEMO: Upper Elementary School - Conditional Use September 20, 1983 Page Two the R-6 zone. The two applicable conditional use criteria deal with the compatibility of these uses with surrounding land uses and whether the objectives and purposes of the R-6 district are impacted. If an adverse,impact is being realized by the neighbor- hood, the public hearing process should inform you of it. The school district estimates that a minimum of 20 cars can be parked on their property. They will bring a parking plan to the meeting to discuss a suggested arrangement. At present, some employees in the building and most visitors park on the street. The point raised by the Engineering Department concerning inter- action of kindergarten children and automobiles is very critical. If the employee parking is limited to the rear of the building and west side and any playground areas physically defined and restricted, this problem may be solved. Visitors should either not use the rear area of the building or warning signs should be clearly posted. Planning Office Recommendation We are not aware of public sentiment on these uses until after the public hearing, so in the absence of any information on impacts which we may learn in that process, we would recommend conditional use approval for all tenants included in the applica- tion with the following conditions: 1. The conditional use permit will be for a one-year period, with renewal subject to review; and 2. The only item that we would identify as a concern is the potential conflict between the traffic generated by offices at this location and the children attending kindergarten classes in the same building. It may be appropriate to consider a designated parking area for the use of office workers and visitors in combination with the street closures used to reduce area traffic. Depending on the number of children using the site and the areas where they will be allowed to play, some circulation work may be appropriate. Burks, Superintendent Thank you for your letter dated May 26, 1983, reminding us of our obligation to correspond with you concerning our planned use of the upper elementary school building. Please consider the following information regarding our plGns: 1. Beginning in August, 1983, we will prepare for and house three kindergarten classes in the building. There will be four classroom areas and a total of six spaces plus the gymnasium dedicated to that purpose. The program will continue to occupy those spaces for an indefinite number of future years. 2. The school district offices, including the superintendent, business manager and warehousing service, are currently occupying the entire west end of the building and will continue to do so for an indefinite number of years. 3. The district has elected to spend approximately $40,000 in upgrading and reinforcement of the ceilings in the older section of the building. This work was initiated in June and will be completed this summer. 4. Plans are in the works to spend additional money on plumbing and on repairVofthe gymnasium facility. 5. The district has made a commitment, evidenced by the above points, to invest in and maintain use of the building for the immediate future. 6. Our enrollment patterns have shown a slight increase, as have others in Colorado, and we believe we will have need for additional space in future years. Our short-range plans, 1983-84, find us with space available for rental purposes. We must necessarily limit the number of tenants, due to our own program space demands, and most of the square footage in the building will be used for school district purposes. 8. Our tenants in 1963-84 will be pre-school programs, plus potentially the Aspen-Pitkin Building Department, Aspen Arts Council, Roaring Fork Energy Center, Christian Science Society, Aspen Wilderness Workshop, and the Film Fest. 9. Should our program needs continue to grow at the elementary school, we will continue to expand into the upper elementary school building.
