HomeMy WebLinkAboutresolution.council.057-22 RESOLUTION#057 (Series of 2022) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, ADOPTING THE 2022-2026 AFFORDABLE HOUSING STRATEGIC PLAN WHEREAS, City Council has identified and formally adopted Affordable Housing as one of its 2021-2022 Critical Goals,where a critical goal is defined as one where the community is at significant risk of failurd without adjusting present course, need to chart a critical path; and WHEREAS,the City Council has a long history of commitment to affordable housing; and WHEREAS, City Council endeavors to be strategic in its deliberations regarding establishing an affordable housing goal that address the needs and challenges facing the community; and WHEREAS,the Affordable Housing Strategic Plan and 2022-2026 goal will City Council guide the actions of City Council and the City Administration creating new affordable housing; and WHEREAS, City Council intends for new affordable housing to be created using new development and development neutral strategies; and WHEREAS, City Council desires to formally adopt the 2022-2026 Affordable Housing Strategic Plan to guide the City in shaping its future; and WHEREAS, City Council wishes to articulate the most critical goals for the upcoming work of the City, while continuing to pursue additional strategies to ensure the long-term sustainability of existing affordable housing; and WHEREAS,Aspen has been a leader for decades in acknowledging the essential nature of affordable housing to the long-term sustainability of the community through the successful implementation of policy, and facilitating the construction and acquisition of affordable housing units; and, WHEREAS, in spite of this success, Aspen, like many peer communities, faces new challenges related to housing affordability that have been exacerbated by real estate trends emerging from the COVID-19 pandemic. These challenges have been documented in the recently released Mountain Migration Report,published by Northwest Colorado Council of Governments in July of 2021. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, That the City Council of the City of Aspen hereby adopts the City of Aspen 2020-2026 Affordable Housing Strategic Plan and does hereby authorize the City Manager to pursue the goals stated therein, including the following: Increase number of Affordable Housing Units in the years 2022 through 20226 by 500: This will be accomplished through the following fourteen development neutral, new development, policy and compliance& sustainability tactics undertaken by the City as well as through other public and private sector actions: 1. Replace Expiring Deed Restrictions with Permanent Deed Restrictions (Development Neutral) 2. Complete Lumberyard Project(New Development) 3. Complete Burlingame Phase 3 Project(New Development) 4. Community Development Policy Actions (Policy) 5. Certificates of Affordable Housing Program Enhancements (Policy) 6. Develop Financial Resources for Construction, Expiring Deed Restrictions & Land Banking (Policy) 7. APCHA Incentivized voluntary downsizing or voluntary buyout(Development Neutral) 8. Partnerships (New Development) 9. APCHA Compliance Actions (Compliance& Sustainability) 10. APCHA Policy Actions to increase number of available units (Policy) 11. APCHA Policy Actions to improve the sustainability housing inventory Compliance& Sustainability) 12. Additional Development Neutral Program Elements (Development Neutral) 13.
