HomeMy WebLinkAboutresolution.council.077-22RESOLUTION NO. 7 7 (SERIES OF 20 22) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, AUTHORIZING THE MAYOR TO EXECUTE A LETTER OF SUPPORT FOR THE GREATER ROARING FORK VALLEY HOUSING COALITION TO APPLY FOR A COLORADO DEPARTMENT OF LOCAL AFFAIRS HOUSING PLANNING GRANT AND AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO SIGN ADDITIONAL LETTERS OF SUPPORT OF GRANT FUNDING FOR GREATER ROARING FORK VALLEY HOUSING COALITION. WHEREAS, on February 2, 2022 City Council joined the Greater Roaring Fork Valley Housing Coalition with the intent of supporting the creation and sustainment of affordable housing throughout the Roaring Fork Valley; WHEREAS, on April 26, 2022 the City Council adopted the 2022-2026 Affordable Housing Strategic Plan to guide the actions of City Council and the City Administration creating new affordable housing; and WHEREAS, City Council has identified and formally adopted Affordable Housing as one of its 2021-2022 Critical Goals, where a critical goal is defined as one where the community is at significant risk of failure without adjusting present course, need to chart a critical path; and WHEREAS, the City Council has a long history of commitment to affordable housing; and WHEREAS, City Council endeavors to be strategic in its deliberations regarding establishing an affordable housing goal that address the needs and challenges facing the community; and WHEREAS, Aspen has been a leader for decades in acknowledging the essential nature of affordable housing to the long-term sustainability of the community through the successful implementation of policy, and facilitating the construction and acquisition of affordable housing units; and, WHEREAS, in spite of this success, Aspen, like many peer communities, faces new challenges related to housing affordability that have been exacerbated by real estate trends emerging from the COVID-19 pandemic. These challenges have been documented in the recently released Mountain Migration Report, published by Northwest Colorado Council of Governments in July of 2021. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, That the City Council of the City of Aspen hereby approves the letter of support for the Greater Roaring Fork Valley (GRFV) Housing Coalition to apply for a Colorado Department of Local Affairs Housing Planning Grant (IHOP).: INTRODUCED, READ AND ADOPTED by the City Council of the City of Aspen on the 14th day of June 2022. VVL Nicole Heping, City Clerk CITY OF ASPEN June 14, 2022 City of Aspen 427 Rio Grande Place Aspen, CO 81611 Colorado Department of Local Affairs 1313 Sherman STG #419 Denver, CO 80203 Re: Greater Roaring Fork Valley Housing Coalition Planning Grant Application Dear Sir or Madam: I am writing on behalf of the City of Aspen in response to a letter from the Greater Roaring Fork Valley Housing Coalition describing a proposed application for a planning grant from DOLA's HB21-1271 IHOP grant program. As a Member of the Coalition, the City of Aspen enthusiastically supports the application and the use of a portion of our seed funding as a cash contribution. The City of Aspen has been committed to affordable housing since the 1970s and our City Council recently adopted our 2022-2026 Affordable Housing Strategic Plan and set a goal of 500 new affordable housing units within the next five years. Approximately half of these units will be realized through the development of new affordable housing in our community and the balance will be achieved through development neutral strategies. We look forward to reviewing the recommendations of the Coalition, to be developed with use of the grant funds, for specific programs intended to facilitate the production of additional affordable housing and preservation of existing housing in the Greater Roaring Fork region. The City of Aspen will give careful consideration to all of the recommendations developed by the Coalition, under the scope of this grant, and will support the goals and objectives of the Coalition that are appropriate and timely for our community and/or the region.
