In attendance: Rebecca Paschal, Michaela Idhammar-Ketpura, Sue Way, Shirley Ritter, Nancy Nichols,
and Dawn Ryan, Leslie Bixel
Approved Minutes from February 4, 2022, Michaela moved, Rebecca seconded, MPU.
DESIRED OUTCOMES:
• Understand and agree on Yellow Brick Building next steps
Shirley reviewed the monthly enrollment numbers from February for the Yellow Brick tenants. Early
Learning Center numbers are low in rooms 8, 11, and 14. This is due to staffing and Leslie reported that
she continues to have staffing issues and can’t enroll children until she has staff. She is working on this
daily and hopes to get a stable staff soon. Playgroup is low in room 6.
Shirley has been working on the Request for Proposals (RFP) for a new tenant at the Yellow Brick. This
will be advertised in the newspaper soon. Shirley shared a copy of the draft RFP for review.
• Understand next steps to achieve council critical goal
City Council work session to review progress on the critical council goal to increase childcare capacity
was on Monday February 28th.City council had previously asked for information about enrollment and
background information investments to the Yellow Brick building. This information is all outlined in the
memo and power point. City Council continues to support the expansion in childcare spaces and housing
options for childcare staff.
CMC Infant care is getting very close to being ready for an operator. Floors and plumbing are
complete, furniture and childcare supplies are in the space. Waiting on paint, sinks, and cabinets.
We have not been able to attract someone to operate infant care in the space. Shirley is looking into to
some type of a “business incubator” there is also interest from the City Manager to look at venture capital
partnership. Kids First will continue to work on this hoping to have an operator soon.
Burlingame is being negotiated by the review committee and the design team. The cost for design is
hirer than expected but the design team is being asked to do many things. These include two different
designs one with housing and childcare, and one with only childcare. Additionally, the land use
entitlements are time consuming and costly. City Council will discuss/approve the design contract at the
regular council meeting on March 22nd.
• VIP childcare staff award
Shirley shared a draft of the planned VIP Award for childcare staff. She reviewed the concept and
discussed the amounts being offered, the areas for staff members to receive points and the point
structure. After discussion there will be a few edits, Kids First staff will also meet with directors and get
feedback for improvements. The concept was supported by the Kids First Advisory Board.
• Understand staffing to support worthy work for Kids First.
Shirley shared information around some of the staffing changes within the office staff. She updated them
with the new hires and with the plan to re-organize moving forward.
