DESCRIPTION: The new owner of the Innsbruck Inn property would like to amend the PUD approval that was obtained approximately a year ago to expand the lodge. Specifically, the owner
would like to reconfigure the existing vehicular access and parking on the front of the building, reconfigure the interior of the building to combine rooms into larger suites, reconfigure
the front stairwells, change exterior materials, and timeshare the lodge units. In order to make the aforementioned improvements to the lodge, the Applicant requires approval of the
following land use requests: Certificate of Appropriateness for a Major HPC Development, PUD Amendment, Subdivision, GMQS Exemptions for Lodge Preservation, and Timeshare.
During the pre-application conference, several options for vehicular access and parking on the front of the site were discussed. Specifically, two (2) options appeared to be the most
feasible. The two (2) options were to create a circular auto court that only entered onto Main Street or to create head-in parking in the Second Street right-of-way.

Public Hearing: Yes, at P & Z, and Council 2nd Reading of Ordinance.

Planning Fees: Planning Deposit $2,620 (covers 12 hrs. of staff time, additional time spent will be billed out at $220 per hour)
Referral Agency Fees: Housing $185, Engineering $185
Total Deposit: $2990 (Applicant may pay deposit of just $1,310 for 6 hrs. of staff time to submit for HPC separately from the other requests).
To apply, submit the following information:
City of Aspen Land Use Application Form.
Total Deposit for review of application.
Applicant’s name, address and telephone number, contained within a letter signed by the applicant stating the name, address, and telephone number of the representative authorized to
act on behalf of the applicant. Street address and legal description of the parcel on which development is proposed to occur, consisting of a current certificate from a title insurance
company, or attorney licensed to practice in the State of Colorado, listing the names of all owners of the property, and all mortgages, judgments, liens, easements, contracts and agreements
affecting the parcel, and demonstrating the owner’s right to apply for the Development Application.
Total deposit for review of the application.
An 8 1/2” by 11” vicinity map locating the parcel within the City of Aspen.
Signed fee agreement.
Pre-application Conference Summary.
Timeshare Application Contents (attached) as set forth in Land Use Code Section 26.590.050.
A site improvement survey that includes all existing natural and man-made site features.
A detailed description and site plan of the proposed (or existing dimensional requirements if just timesharing an existing lodge) development.
11. A written description of the proposal and a written explanation of how a proposed development complies with the applicable review standards relevant to the development reviews (Timeshare,
PUD Amendment, Subdivision, GMQS Exemption for Lodge Preservation, Certificate of Appropriateness for Major HPC Development) required.
12. A copy of the recorded documents that affect the proposed development.

40 Copies of the complete application packet (items 1-14) if submitting the HPC application with the remainder of the application. If submitting a HPC application separately, please
submit 10 copies of the HPC request and 30 copies of the timeshare application.
16. Applications shall be provided in paper format (number of copies noted above) as well as the text only on either of the following digital formats. Compact Disk (CD)-preferred, Zip
Disk or Floppy Disk. Microsoft Word format is preferred. Text format easily convertible to Word is acceptable.
Process:
Apply. Case Planner reviews application for completeness. The Case Planner then refers the application to the Development Review Committee for technical considerations. Case Planner
subsequently takes the application to the weekly staff meeting to establish a staff recommendation. Public hearing dates are then assigned by the Deputy Director of Community Development
in conjunction with the Case Planner. A public hearing shall first be held before the Historic Preservation Commission to review the Conceptual HPC application. A public hearing will
then be held before the Planning and Zoning Commission to establish the Commission’s recommendation to City Council regarding the Timeshare Development, Lodge Preservation PUD Amendment,
and Subdivision portions of the application. A First and Second Reading (Public Hearing) of the Ordinance is then reviewed by City Council for a final decision. Finally, the Historic
Preservation Commission will review the Final HPC application. If the application is approved, the applicant will have to prepare a PUD Amendment/Condominium Plat for recordation at
the Pitkin County Clerk and Recorders.
