The renovation shall be contained to the master bathroom suite and include the master bathroom, master closet. The scope also includes that renovation of a basement level media and closet area of the house and will require excavation and a new concrete lightwell area as well as backfill and clean up. Upgraded Utilities and repairs of all systems in these two areas of the house will also be included in the scope of this project. 2.1 Total Disturbance Area (1). The addition of a light well to the basement will require new concrete foundation and concrete slab, and excavation will be required. Total disturbance of soil for this area shall not exceed 33 cubic yards of soil removal. Total square footage of area impacted by excavation not to exceed 110 sf. (2). The renovation of the existing building will take place within the existing structure and within the existing footprint of the current home. Please see the site plan for areas of disturbance and re vegetation. No exterior renovation elements will be included in the scope at this time for the master bathroom suite. Vicinity Map Driving Directions: From Highway 82, Drive into Aspen and turn Left (East) on 3rd Street. Travel seven blocks and the project is located on Gillespie St. 2.3 DESCRIPTION This project is an overall remodel of the master bathroom suite of an existing home and the renovation of a basement level media and closet area. We are adding a bathroom to the lower level media room and changing the closet into a bedroom with a light well for egress. There will be excavation work to the east side of the existing home in order to add this light well area. Demolition shall for the most part be done by hand and haul off shall be in both dump trailers and in commercial dumpsters. Parcel ID#-273 512131002 The existing home is zoned as R-6 Building Use is—Residential Site Area—6429 SF 3.0 PROJECT DOCUMENTATION 3.1 PERMITS The plans will be submitted to City of Aspen Community Development Department for a building permit. Permit number is pending. Upon issuance, copies of all applicable local, state and federal licenses and permits will be maintained at the project site office. Applicable permits will be listed and described in this CMP, and copies of the documents will be attached hereto. All associated and applicable Electrical, Plumbing, Mechanical, Roofing, to follow,pending approvals. 3.2 PUBLIC NOTIFICATION This property is located on a city lot and shares a boundary with a neighbor on both sides. Those neighboring owners shall receive notice of construction via written letter and via email correspondence. There shall be no traffic delays due to the renovation and construction of this home, as the residence has private driveway from the Street. Normal construction traffic will access the property via Gillespie street and Highway 82. Large loads will have proper signal crews to aid access to and from the site. 3.3 PROJECT SIGN A project sign shall be constructed and posted as required. The sign shall be posted in a location where it is readable from the street or driveway and shall meet criteria in City Municipal Code 26.510.030B4. Aspen Water Dept. 970-920-5110 Source Gas Black Hills Energy 970-563-0012 Hospital contact Emergency 911 970-925-1120 Emergency call 911 call 911 4.0 PROJECT IMPLEMENTATION 4.1 DATES OF CONSTRUCTION Construction is tentative to start in early March 2018 (pending permit procurement) and run continually for 4 months following the start date. Expected completion is June 30, 2018. 4.2 HOURS OF CONSTRUCTION Off-season construction hours shall be limited to 7:30am—5:30pm Monday through Friday and 9am—5pm on Saturday. No construction is permitted on Sundays or federally designated holidays. All activity that generates noise in excess of 80 decibels requires a noise suppression plan and is restricted to operating between the hours of 9am and 5pm Monday through Friday. 4.3 SEQUENCE (PHASING) OF CONSTRUCTION A construction schedule including all project phasing,with item details, and specific item completion dates is available should it be required. General schedule of events shall be as follows: 05/01/18 General Demolition,protection, excavation 05/10/18 General Demolition, concrete light well, interior scope 05/15/18 Backfill, general framing, interior scope 06/01/18 Interior scope 07/01/18 Interior scope RECEIVED 01/09/2018 ASPEN BUILDING DEPARTMENT 0807/31/18 Interior scope, exterior clean up and finish project by 07/31/18 4.4 ADJOINING PROPERTIES Adjoining private property and public right-of way will be supported and protected from any damage that might result from construction operations. The construction process will be sensitive to the adjoining properties and protect the property from any damage that might result from construction operations. 4.5 PROJECT FENCING Site Fencing will not be required along any side of the property for this project. Tree fencing will not be required at the drip line of all trees as there are no trees within the scope area of construction. Please see the attached CMP Site Plan for details and location of the light well and its immediate access from the driveway. 4.6 NATURAL ENVIRONMENT This project will require no trees be removed in order to complete the overall remodel submitted for review. 5.0 PARKING MANAGEMENT 5.1 CONSTRUCTION PARKING DETAILS All workers will be encouraged to use public transportation and to carpool. On site parking will be allowed for subs and vendors with required tools and materials that need to be unloaded and used on a daily basis and required to be in the existing parking area and driveway. All overflow parking shall be done by permit parking only on City of Aspen Streets along 3nd street and West Hopkins Ave.No construction Parking will be allowed within the free two-hour residential parking areas without a valid parking permit. 5.3 EMERGENCY VEHICLE ACCESS The contractor shall maintain continuous emergency vehicle access, on and around site, Including but not limited to police, fire, and ambulance services. This includes projects in, and along the driveway. This project will be compliant with the sections listed in Ordinance 35 (see attached Ordinance 35 Appendix F) 5.4a STAGING AREAS Staging for this project shall be done in the existing garage location, inside the existing house floor area and in the existing driveway area closest to the garage. These combined areas will give the project some 500sf of area to stage materials, tools and product for on site use. See the CMP plan for construction staging area locations. 5.4b-5.4c CONSTRUCTION TRAILER, MATERIALS STORAGE RECEIVED 01/09/2018 ASPEN BUILDING DEPARTMENT A Construction trailer/office will not be required for this project as it is a remodel with areas that are heated and weather proof and a temporary construction office will be located within the residence. And all materials shall be stored in the garage and directly in front of the garage when required. There is also no required portable restroom for this project as we have working facilities on site for the duration of construction. 5.4d-5.4e WASTE MANAGEMENT Trash dumpsters and recycling container locations. A trash dumpster or trash trailer will be located along the side of the driveway at all times during the project. A dumpster will only be required during the demolition phase of the project and will be switched out to a small tow behind 12 yard dump trailer immediately thereafter. There will be recycling receptacles for cans and bottles and cardboard and other recyclable packaging materials, located with in the garage. Per Aspen City Code, any dumpster or other trash receptacle that is used for food refuse must be compliant with the City of Aspen Wildlife Protection Ordinance and any such receptacle shall be constructed in a such a manner as to render it Bear Proof. All construction waste containers shall be adequately covered at all times until transferred to the landfill. The applicant shall prevent any accumulated debris, litter, or trash on any construction site to blow or scatter onto adjoining properties. 6.0 TRAFFIC CONTROL 6.1 GENERAL All traffic control operations shall be managed by the designated traffic control Supervisor should it be required. Traffic control personnel shall wear clothing designating them as traffic control and shall be able to successfully converse with the public. 6.2 HAUL ROUTES The hauling of materials will not go into the city of Aspen's Core. Trucks will move from the site location onto Gillespie Street and 3rd Street and then join state highway 82, and finally progress through the round a bout and travel down valley to their finish destination. Access back to the site for deliveries shall come up valley from Highway 82 and travel back to Gillespie St. and 3rd St. 6.3 ONSITE VEHICLE LIMITATIONS All construction related vehicle activities shall be defined. Maximum vehicle weights and sizes shall be specified and be in compliance with the Pitkin County Asset Management Plan sections 1.53.03. 6.4 DELIVERY REQUIREMENTS Delivery vehicles may be onsite throughout the renovation between 7:30 am and 3 pm and will be coordinated by the site supervisor and shall occur while site supervisor is on site. RECEIVED 01/09/2018 ASPEN BUILDING DEPARTMENT Delivery vehicles and all other onsite vehicles are not allowed to idle for more than five (5) Minutes, with the exception of generators or PTO type operations. There is currently no need to close any roads for any construction related activities. 8.0 SEDIMENT AND EROSION CONTROL 8.1 Site Exporting shall be done on a very limited basis and site importing will also be done on a very limited basis due to the small area of excavation. Any exporting of materials off site will be done while traveling on a paved driveway. Should the site become muddy, a tire wash shall be set up on site to contain any soils before they can be tracked onto City roadways. All concrete trucks will be required to wash into a location offsite where, after drying, the concrete and debris can be loaded into a dumpster either by machine or by hand. 9.0 FUGITIVE DUST CONTROL For the purposes of this project all excavation is expected to be through organic soils, and dust control during excavation shall consist of watering with a water truck a minimum of 3 times per day and watering by hand as required. The driveway access is currently concrete . Blowing dust will be mitigated with sprayed water, including a water truck if necessary. Construction dust from cutting and or grinding will be done with wet cutting at all times. Site cleanliness will be of the utmost importance in order to reduce overall dust. There is no expected sandblasting RECEIVED 01/09/2018 ASPEN BUILDING DEPARTMENT scheduled for this project. The primary means for controlling dust will be to wet down the dust emitting source as required or as directed by the Construction Management Officer. 24 Hour Contact for Dust Control is Ben Allen/970-948-1890 10.0 EMISSIONS 10.1 GENERAL All vehicles and equipment used on site will be properly maintained such that the engines will function within manufacture's standards or parameters. 10.2 EMISSIONS FROM DIESEL POWERED ENGINES Emissions from diesel engines operated within the UGB shall be of a shade or density no darker than 40% opacity, except for starting motion no longer than 10 seconds or for stationary operation not exceeding 10 seconds. 11.0 NOISE SUPRESSION 11.1 GENERAL The noise limit for construction is 80 decibels measured at the property line of the construction site. All construction equipment shall be adequately muffled and maintained to minimize project noise. The installation of noise barriers is the minimum technique to suppress noise, especially when jack hammering of concrete occurs, but at this time is not expected to be required. 11.2 NOISE SUPPRESSION PLAN All activity that generates noise in excess of 80 decibels requires a noise suppression plan and is restricted to operating between the hours of 9am and 5pm Monday through Friday.
