Wherever possible, new irrigation lines shall be installed outside of the driplines of existing trees. Mechanical trenching for new irrigation installation shall not be used within the driplines of existing trees.This shall be restricted to hand digging in consultation with the City Forester. Roots over 2" inches in diameter shall not be cut unless absolutely necessary upon approval from the City Forester.Trenches shall not exceed 6" inches in width.The minimum depth for main lines shall be 18" inches and 12" inches for laterals.Separate irrigation zones for trees with drip, bubbler or soaker-style delivery is recommended so quantities and rates may be appropriately controlled. The following criteria must be met with construction: > A construction fence must be erected along the entire dripline of all trees on site and any tree canopy from neighboring property. This will serve as the tree protection zone(TPZ). This fence is to be constructed in such a manner that the area inside the dripline is protected and must remain in place until final landscape improvements are made. AN INSPECTION OF THIS FENCE MUST BE PERFORMED BEFORE ANY CONSTRUCTION OR DEMOLITION ACTIVITIES BEGIN. PLEASE ARRANGE THIS INSPECTION WITH IAN GRAY,CITY FORESTER,AT 429- 2031. > No materials may be stored in the TPZ, including but not limited to,construction backfill, construction traffic,or any other construction materials. ➢ No excavation,grading or trenching may occur within the TPZ without the consent of the City of Aspen Forester or his designee. > Special consideration will be given to the protection of the large aspen tree on the southern property line being retained (#13). > Airspade excavation and careful grading will be required around trees#30 &#33,as well as tree#13 to create islands around these trees and accommodate piping from bioswales. Call the City Forester, Ian Gray, at 429-2031 to confirm locations prior to work. > The 2 Right-Of-Way trees in front of the property will be replaced or relocated to either side of the new driveway entrance. > No parking of vehicles or equipment and no dumping of any waste products may occur in the TPZ. > Any roots cut during excavation shall be pruned with sharp loppers/pruners back to the soil line. The roots will further be protected by burlap draped over the side of the excavation covering the exposed roots. This burlap shall be kept moist until the excavation is backfilled. ➢ Site inspections shall be performed on a weekly basis,to ensure the above listed conditions are met. > Any unapproved improvements or activities outside of those approved within this permit will be subject to mitigation in the form of restoration. > This permit must be posted on site during the construction process. > Call the City Forester Ian Gray,at 429-2031,before locations of trees being transplanted is finalized. See site-specific notes for tree protection measures.The trees approved for removal have been assigned a value using a standard formula developed for all trees found within the City of Aspen.The formula is as follows: Value=$42.00 x 3.14 x(D/2)2, where D is the diameter of the tree at breast height. The attached chart lists the trees requested for removal and the assessed final mitigation values based on condition ratings.Tree numbering was provided by applicant,tree diameters were sampled by City Forester and condition ratings were assigned. Removal of 26 trees in the list is approved.The mitigation of$25,575.25 for the tree removals will be offset by proposed tree planting totaling$37,867.00. No money is owed to the City of Aspen prior to the release of this permit. Permit valid for one year after approval date DECEMBER 11, 2017 TREE MITIGATION INVENTORY REPORT 743-745 CEMETERY LANE, ASPEN COLORADO 6 ASPEN TREE SERVICE PREPARED BY: ANDREW PLENINGER Est.1982 1111 Village Road,Carbondale CO 81623(97o)063-3070 PURPOSE & SUMMARY Gretchen Greenwood Architecture, Inc is working on a site improvement plan for the property at 743- 745 Cemetery Lane,Aspen, CO(See Attachment 1-Pitkin County Property Report).We were contracted to inventory and evaluate trees on the site in the proposed site improvement plan for tree removal mitigation purposes. Each tree meeting the City or Aspen's tree mitigation requirements was evaluated and an inventory noting the species,diameter and condition of each tree was completed. A total of 41 trees were inventoried,38 are of mitigatable size and 3o are designated for removal. METHODOLOGY INVENTORY .mmjiom. T•mrurAIIMIIP Working from the site plan provided by Gretchen Greenwood Architecture, Inc(See Attachment 2— Site Plan),each tree meeting the City of Aspen's requirements or noted on the plan was inventoried. Data collected included;Tree#,the Diameter at Breast Height(DBH)measured to the lower 1 inch at approximately 4.5 feet above ground level,tree species,and condition. Each tree was tagged with an aluminum numbered tag with the number correlating to the site plan map and the Tree Mitigation Worksheet(See Attachment 3—Tree Mitigation Worksheet). Condition values were assigned as a result of visual indicators such as the presence of dead limbs,signs or symptoms of disease/insects,or structural defects. Definitions of the condition scale are as follows: a) Excellent-A healthy,vigorous tree,reasonably free of signs and symptoms of disease,with good structure and form typical of the species. 2) Good-Tree with slight decline in vigor,small amount of twig dieback,minor structural defects that could be corrected. 3) Fair-Tree with moderate vigor,moderate twig and small branch dieback,thinning of crown,poor leaf color,moderate structural defects that might be mitigated by regular care. 4) Poor-Tree in decline,epicormic growth,extensive dieback of medium to large branches,significant pathogen activity or structural defects that cannot be abated. 5) Very Poor/Dead-Tree is in severe decline,highly hazardous or is dead. MITIGATION CALCULATION We understand the purpose and objectives of City of Aspen's Tree Removal and Mitigation requirements. Healthy trees are an asset to the property owner and the community. However,trees that are in poor health or structurally defect can present a safety and forest health liability for the property owner and the community. Therefore,we believe it is reasonable and appropriate to account for this liability by adjusting/devaluing the mitigation value of a specific tree based on the condition of the tree.This adjustment is made by multiplying the Aspen Mitigation Value by a percentage based on the tree condition.The result is an Adjusted Mitigation Value. The following narrative details our mitigation adjustment procedure. Each tree is entered into a tree inventory worksheet noting the calculated City of Aspen's Tree Mitigation Value,the tree condition rating,the Mitigation Adjustment Percentage and the Adjusted Mitigation Value is calculated for each tree(See Attachment 3—Tree Mitigation Work Sheet).The 1 Adjusted Mitigation Value was calculated by multiplying the City of Aspen Tree Mitigation Value by the Assigned Mitigation Percentage. The Mitigation Adjustment Percentage ranges from o to z00%.This percentage was assigned based on the condition of the tree,forest health and the wildfire risks the tree poses to the site and area. Structurally defective trees can present a safety risk to people and/or property. Dead or declining trees pose a threat to forest health, hosting and attracting insect pests and disease becoming a point source for the spread of these pest and disease problems.The following are the Mitigation Adjustment Percentages used is used to quantify all of these risks.We believe this results in a reasonable method to maintain the City's tree removal mitigation objectives and not unnecessary burden the property owner with unreasonable mitigation costs. 1. s00%Mitigation—A tree in Excellent or Good Condition. 2. 5o%Mitigation—A tree in Fair Condition. 3. o%Mitigation—A Dead tree or in Poor Condition. LIMITS OF THE ASSIGNMENT This investigation is based solely upon the information noted from my visits to the site in November 2°17. We have not performed any professional surveying, laboratory examinations,studied soil composition or employ any other diagnostic techniques beyond visual examination of the trees and the site. We have developed general conclusions of tree health and provided recommendations based upon these observations. The total Aspen Mitigation Value of the removals is$85,427.03(See Attachment 3—Tree Mitigation Work Sheet). One(1)of the removals has a Condition score of 2-Good, designating them for full mitigation. Six(6)of the removals score 3-Fair designating them for 5o%mitigation and 23 of the trees score 4- Poor or 5-Very Poor/Dead condition designating them for o%mitigation. The resulting Adjusted Mitigation Value is$16,646.92.This Mitigation Value represents a reasonable value of the trees based on the safety and forest health reasons discussed in this report. There are 8 trees designated for preservation.Tree protection measures such as protection fencing should be employed to protect these trees during construction. There were a few items that you wanted me to address after our site visit. Below are my notes from when we met, please let me know if there is anything that I may have missed: • Identify where tree#44 is to be relocated onsite (landscape plan) •Account for the 2 small ornamental trees currently located on the ROW and show that they will be transplanted or replaced on either side of the new driveway entrance in the ROW (landscape plan) •Show how the 14" diameter aspen at south east portion of the project (I believe it's#13) is to be protected during the excavation process. •Show how we can install an underground conduit of some sort to support the planned drainage of water from the back/side yards to the bioswales in the front yard. The attached plans address the above mentioned items. It appears that the excavation for the garage adjacent to tree #13 can be contained to within 3' of the proposed outside garage wall and 5 1/2 feet from the tree itself. I feel that this will provide adequate protection measures for this tree, based upon the fact that the impacts are contained to the northern most portion of the root system and impacts in the other cardinal directions are outside of your desired 8' protection zone. As for the drainage line,the plan is to air spade an approximate 10' section adjacent to the tree to a depth of 18 to 24 inches. The 8-inch diameter pipe will be installed at that depth in this section. Root pruning within the air spaded area should be limited to those roots less than 1-inch in diameter. Please let me know if there are other items to be addressed.
