REGULAR MEETING ASPEN CITY COUNCIL JUNE 14, 2022
At 5:00 p.m. Mayor Torre called the special meeting to order with Councilors Doyle, Hauenstein and
Richards present. Councilor Mesirow was absent.
Mayor Torre introduced the Historic Preservation Awards and introduced Kara Thompson and Natalie
Feinberg who are presenting the awards.
Ms. Thompson introduced the Marble Gardens, a sculpture by Herbert Byer. She congratulated Design
Workshop; Richard Shaw and Margaret Plumb; from the Aspen Institute: Lisa Bollinger and Crystal
Logan; and the contractor, Greg Woods. Mr. Shaw said they couldn’t be prouder. The restoration was
complicated because you have to start at the foundation and solve from there on up. This is an excellent
piece of construction and curation, and we took painstaking care to restore this sculpture.
CITIZEN COMMENTS:
Bill Guth – Mr. Guth said he is speaking about the residential ordinance that is on the agenda tonight. He
wants to make sure that you are aware that most of the changes that staff has put into these ordinances
have nothing to do with the moratorium or the reasons for the moratorium. This has been an open
invitation for staff to create all sorts of legislation. These have major impacts and cost a lot of money.
Take your time and understand that this isn’t exactly what you asked for. Reflect on some of your recent
actions taken like the childcare situation at the Red Brick. This isn’t well fleshed out or considered.
COUNCIL COMMENTS:
Councilor Hauenstein said his comments are his own and do not represent the city but are from his
heart and his love for Aspen. Free and independent press is in jeopardy. He quoted Theodore Roosevelt
about man in the arena giving him courage. We’re living in a time of false narratives propagated through
lies and distortions. Our country was founded on principles. When truth is suppressed and prohibited,
the fabric of our community is compromised. What has happened to Aspen? Now these people have to
live with the fear of losing their job for speaking the truth. Now we have an out of state business that
controls the press? What has happened to Aspen? You all must do something to stop it. We value truth
and freedom, and these values are being stolen from us sold to the highest investor.
Councilor Richards thanked for his comments and heartfelt emotion. We have CML in Breckenridge for
their annual conference next week so no Tuesday night work session. We will be heading over to find
out what other communities are working on.
John peak runoff in may instead of June which we used to have. Spoke about snowpack and said the
drought continues across the west. Still an effort to get a pipeline from flaming gorge to the front range.
We’re not acting on these environment issues quickly enough.
Torre mentioned the community tragedy in old snowmass. A member of our community clint coerdt lost
his home and his family. There is a go fund me page set up for donations. He’s one of the nicest guys
willing to help out anyone at anytime. A great guy. He and his fiancé could use any help that anyone has
to offer. Mental health – keep in forefront as we go into summer. Everyday someone expresses
concerns and anxiety. Times are tough in a lot of different ways. We are well resourced here in the
valley. Mentioned hope center have people online 24 hours a day. Aspen strong.org has listing of
different resources in the community. Grants, benefits, scholarships for low or no cost to people. A lot of

road work going on out there. Be safe and slow. Trial run on galena for parallel parking. This is a good
time to get an e b ike.
City manager comments – none.
Board reports – rachel – club 20 retreat in junction. They are trying to find a way to move to broader
engagement with entire western slope. Valuable use of time.
Ward RFTA –
Torre brought up sister cities. Unique and wonderful exchange. Austin and mike tunte – amazing
experience. Barreloce and reached out this winter and reignited doing a visit down there. Shared stories
about open space and projects they are working on. Fascinating 7 days they spent down there. They
walked around the park and met w stake holders and community members about what has worked here
in aspen and sharing ideas.
Torre mentioned RFTA and everything that was spoken about. Housing is an issue. Accessibility and
mobility and how to move them into the future and make them more effective. It’s amazing what RFTA
has become. We have the buses but we don’t’ have the people to drive them.
John doyle met jim defrancia and the crew from the USS Colorado submarine. Pretty fascinating. When
they pull into any foreign port, they always raise the American flag and the Colorado flag. Their eating
room is covered with photos from john fielder and they wondered if those places were real. It was
fascinating meeting these guys. John hosted them along with diane foster.

Torre told Austin it would be wonderful to have some signage at cozy point.

First reading of ordinances:
Ordinance #13, Series of 2022 – Residential Building – Response to Moratorium – Ben Anderson and
Garrett Larimer.
On zoom is Phillip supino and our consultant leaders, Jessica Garrow, design workshop.
They should be considered separately, but in the packet, they speak about them together.
Ordinance #14 is much more narrow in scope.
Review and discuss ords, provide input on employee generation rate, read and approve on first reading.
We’re getting towards the end of our timeline. The plan is to come back two weeks from tonight and
look at 3 ords.
He summarized staff efforts, consultant support and public engagement and explained next steps. He
said they recently were at P&Z and there were no formal recommendations made. There was reluctance

on behalf of the board to make a recommendation. He proceeded to explain the primary policy
proposals and spoke about demolition. He spoke about additional opps for affordable housing.
Discussion ensued.
Rachesl suggested including this graph in the ordinance so people can see this regarding topic #1
demolition allotment process.
Torre said this is a great starting point and he is supportive of what staff has recommended.
Action item:
Letter of support for the greater roaring fork valley housing coalition to apply for a Colorado dept of
local affairs housing planning grant. – diane foster –
