Proposed scope would require removing existing drywall at ceilings, removing existing Entran and replacing with new hydronic tubing throughout. Replace drywall that would be removed. Durant Ave. These unit owners and occupants will be contacted directly by the general contractor. They will be kept appraised of the building schedule and have discussions of work specifically impactful. 4.5Project Fencing A site fence is not needed as the site is contained by existing exterior walls. 4.6Public Health and Welfare All construction projects located within the City of Aspen shall uphold utmost respect to public health and welfare and be reflected in prepared Plan. 4.7Natural Environment Project construction shall be oriented to minimize harm to all aspects of the City of Aspen's natural environment. As the entirety of the work is inside and on an existing structure, no trees will be impacted by work. Section 5- Site and Right of Way Management 5.1 Right of Way Management Plan This project will utilize homeowner alley to access driveway. Public Right of Way will not be impacted. 5.2Emergency Vehicle Access The contractor shall maintain continuous emergency vehicle access, on and around site, including but not limited to police, fire, and ambulance services. Carpooling will be conduct as allowed by COVID plans. 5.4Staging Areas The project has access to one parking space in the driveway for use for staging and most staging will occur in this location and garage of 830. Limited staging may need to occur in the alley for delivery of drywall and other material. One truck load will be required for drywall. One truck load will be required for other material. Project site conventional recycling of co-mingled materials (plastics #1-#7, tin, aluminum, and glass), and cardboard must have an assigned space/area and be separated on-site during the project. Sites must comply with Colorado and Aspen landfill bans, i.e. no disposal of electronic waste, fluorescent light bulbs, hazardous waste or yard waste. These materials may not be disposed of in the trash. During the demolition phase of a project, deconstruction related activities are required (recycling and/or salvaging of material such as wood products, drywall, flooring, etc.). Per municipal code (12.08.010), any dumpster or other trash receptacle that is used for food refuse must be constructed in such a manner as to render it bear proof. All containers shall always be adequately covered until transferred to the landfill. An on-site hazardous material spill cleanup kit is required, as specified by the City Engineer, that contains, at a minimum, a 25-pound bag of Floor-Dry (or equal), absorbent pads, and other spill kit materials. Section 6 - Traffic Control 6.1 General All traffic control operations shall be managed by the designated certified traffic control supervisor. Construction vehicles needed for this project include personal vehicles for transport of workers and supplies and delivery vehicles for delivery of materials. Roads will not be closed under any circumstances, unless granted permission from the City of Aspen Engineering Department. The maximum number of delivery vehicles onsite must be specified, along with the hours the deliveries will occur, and any exceptions to the delivery schedule. Delivery vehicles and all other onsite vehicles are not allowed to idle for more than five (5) minutes, except for generators or PTO type operations. The general contractor must include an idling policy in the Plan that meets City requirements. Section 7- Pedestrian Protection 7.1 General The Plan shall comply with pedestrian safety per City code 21.04.060, MUTCD Chapter 6D, the Americans with Disability Act, and IBC Chapter 33. No Pedestrian right-of-way will be impacted. Section 8 - Sediment and Erosion Control As no soil or ground will be disturbed in this project (less than 100 sf) none of this section is applicable. Jimmy Terui (JT) is the contact person. 720-428-0543 Section 3 — Imported soil There is no imported soil on this project Section 4 — grading There is no grading on this project Section 10 - Emissions 10.1 General All vehicles and equipment used on site will be properly maintained such that the engines will function within manufacture's standards or parameters. 10.2Emissions From Diesel Powered Engines Emissions from diesel engines operated within the City of Aspen shall be of a shade or density no darker than 40% opacity, except for starting motion no longer than 10 seconds or for stationary operation not exceeding 10 seconds. RECEIVED 03/29/2021 ASPEN BUILDING DEPARTMENT Section 11 - Noise Suppression 11.1 General The noise limit for construction is measured at the property line of the construction site. All construction equipment shall be adequately muffled and maintained to minimize project noise. 11.2 Noise Suppression Plan No construction equipment that requires a noise suppression plan will be used on this project. Contractors shall require all subcontractors and vendors to use: • "Residential" grade combustion engine exhaust silencers • Electrical vs. pneumatic hand power tools Noise Control: • Replace worn, loose, or unbalanced machine parts that cause vibration. • Keep machine parts well lubricated to reduce friction. • Acoustical enclosures and barriers around generators • Sound absorbing material and vibration isolation systems on hand tools • Shields, shrouds, or intake and exhaust mufflers. • Noise-deadening material to line hoppers, conveyor transfer points, storage bins, or chutes. • Noise barriers using materials consistent with the Temporary Noise Barrier Materials Section. • Noise curtains • Plywood with concrete blankets at the height of the equipment and that it surrounds the activity such that it directs noise up more than out from the property. • Portable three-sided enclosures made from plywood to move with the activity such as jack hammering. RECEIVED 03/29/2021 ASPEN BUILDING DEPARTMENT • Internal combustion engines are to be fitted with a suitable muffler in good repair. • Noisy equipment such as cement mixers should be placed on the site to maximize the distance from neighboring houses and/or rotate location so as to not impact just one neighbor. Noise levels drop quickly with distance from the source. • All equipment should be properly maintained, with special attention to mufflers and other noise control devices. • Between work periods, builders are required by city ordinance to shut down machines such as backhoes, bobcats, loaders and generators. • All vehicular movements to and from the site must only be made during the scheduled normal working hours. This includes off-site noise that is associated with a specific project such as staging of concrete trucks. 11.3 Noise Suppression Barrier Screening Due to existing walls noise barrier screening will not be used on this project. 11.4 Noise Limits and Suppression Requirements • Projects are limited to 70 decibels (dB) at the property line during the summer on season. On Season Summer Time Frame: June 1st through Labor Day • All other times projects will be limited to 80 decibels (80dB) at the property line. Sites are required to post notices to inform workers, including sub-contractors, about the basic noise requirements, as well as noise restrictions specific to the project. 11.5Noise Level Measurements Noise level measurements shall be made with a sound level meter using the "A" weighting scale set on "slow" response. Measurements shall be taken at the property line of the site. The meters shall be used according to manufacturer specifications. Extraneous or momentary spikes in the background noise readings shall not be used to compare with the source noise readings. Enforcement actions will be taken if the source of the noise is greater than the permissible levels. 11.6Continued Noise Monitoring This is not a major impact site and continued noise monitoring is not required. 11.7Manufacturing on Site No onsite manufacturing work will occur. Durant Street, Aspen, Colorado Sampling Description Phase Con provided limited construction specific asbestos building inspection services at the property described above on March 16, 2021. The inspection was performed by Mr. Douglas Close, a Colorado State and EPA Asbestos Building Inspector/Management Planner. Building materials as indicated by the client as being impacted in the planned renovation work were the only building materials included within the scope of work (interior finish materials). Suspect materials within the scope of work were sampled and analyzed as per Colorado State Regulation #8. A random sampling scheme was utilized in choosing sampling locations. This scheme used a grid system and randomly generated numbers. The Inspector, Mr. Douglas Close, classified the suspect materials by type (Thermal System Insulation (TSI), Surfacing Materials, and Miscellaneous Materials), and obtained the appropriate number of samples of each material based upon material type, and quantity. Tables are provided which detail the individual samples obtained, the laboratory analysis results for these samples, the quantity and condition of ACBM, the locations of each homogeneous area, and other material specific information. Potential for damage to materials information is provided in the following sampling information tables. Discussion & Recommendations None of the tested building materials were found to contain asbestos in any quantity. RECEIVED 03/29/2021 ASPEN BUILDING DEPARTMENT If any previously unknown or undiscovered materials are found during demolition activities which are suspect for asbestos content then these materials should be tested for potential asbestos content prior to continuing any further demolition work. Disclaimer The inspection services process consists of initial inspection/sampling and sampling of subsequently discovered hidden or inaccessible building materials as the inspection/abatement/demolition process occurs within the building. Discovery of hidden or inaccessible building materials by any interested parties can and will occur at any time during the inspection/abatement/demolition process and necessitates stopping demolition until the discovered materials can be properly inspected/sampled. The discovery of hidden materials during the building demolition process is common, should be expected by the client and is a normal part of the inspection process. Identified asbestos containing materials may be in areas which are inaccessible or hidden due to their application during the construction process and their subsequent enclosure or covering with building and finish materials. Areas behind walls, inside chases, or other hidden, covered or enclosed areas should be inspected whenever renovation or demolition activities are scheduled which may disturb the materials within or beneath these barriers. Care to watch for hidden or undiscovered materials should be taken by the demolition contractor during the demolition process. A discovery of unknown materials will necessitate stopping demolition until the materials can be inspected by a certified asbestos building inspector. 'Overspray' or excess materials from the installation or application process of asbestos containing materials is common, should be expected in the vicinity of installed asbestos containing materials, and is often present either covered by other building materials or in hidden or unexpected locations. Bulk material samples are obtained in accordance with applicable regulations, industry standard techniques and analyzed by a NVLAP accredited laboratory; however, due to the asbestos content fluctuations which may occur in a building material due to the application and/or initial RECEIVED 03/29/2021 ASPEN BUILDING DEPARTMENT mixing process no guarantee can be made as to an 'exact' percentage asbestos content (this includes 'no asbestos detected' and 'trace' contents) which represents the entirety of the material (asbestos content fluctuations can and will occur throughout a building material). Abatement cost estimates and material quantity estimates are approximate only (due to the hidden nature of many of the materials), and are provided only as a general guideline to the client. More than one licensed Colorado State asbestos abatement contractor should be consulted to determine actual abatement costs of the ACBMs described above. Numerous liquid slide preparations are created for analysis under the polarized microscope where identifications and quantifications are preformed.Calibrated liquid refractive oils are used as liquid mouting medium.These oils are used for identification(dispersion staining).A calibrated visual estimation is reported,should any asbestiform mineral be present.Other techniques such as acid washing are used in conjugation with refractive oils for detection of smaller quantities of asbestos.All asbestos percentages are based on calibrated visual estimation traceable to NIST standards for regulated of asbestos.Traceability to measurement and calibration is achieved by using known amounts and types of asbestos from standards where analyst and laboratory accuracy are measured.As little as 0.001%asbestos can be detected in favorable samples,while detection in unfavorable samples may approach the detection limit of 0.50%(well above the laboratory definition of trace). Discussion Vermiculite containing samples may have trace amounts of actinolite-tremolite,where not found be PLM should be analyzed using TEM methods and/or water separation techniques.Suspected actinolite/vermiculite presence will be indicated through the sample comment section of this report. Fibrous talc containing samples may even contain a related asbestos fiber known as anthophyilite. Under certain conditions the same fiber may actually contain both talc and anthophyllite(a phenomenon called intergrowth).Again,TEM detection methods are recommended.CA Labs PLM report comments will denote suspected amounts of asbestiform anthophyllite with talc,where further analysis is recommended. Some samples (floor tiles, surfacings, etc.) may contain fibers too small to be detectable by PLM analysis and should be analyzed by TEM bulk protocols. A "trace asbestos" will be reported if the analyst observes far less than 1% asbestos. CA Labs defines "trace asbestos" as a few fibers detected by the analyst in several preparations and will indicate as such under these circumstances. Quantification of will actually be reported as (allowable variance close to 1% is high). Such results are ideal for point counting, and the technique is mandatory for friable samples(NESHAP,Nov. 1990 and clarification letter 8 May 1991)under 1%percent asbestos and the"trace asbestos". In order to make all initial PLM reports issued from CA Labs NESHAP compliant,all<1%asbestos results(except floor tiles)will be point counted at no additional charge.
