RE:Resolution #54, Series of 2023 Appointing Kimberly Ferber as
Police Chief
REQUEST OF COUNCIL:It is requested City Council approve the appointment of
Kimberly Ferber as Police Chief, in accordance with section 6.12 of the home rule charter
of the City of Aspen.
SUMMARY: The position of Police Chief is mandated within the home rule charter of the
City of Aspen, as amended, and reads as follows:
Section 6.12. Chief of Police
The city manager with approval of council shall appoint a Chief of Police, who shall serve at the
pleasure of the city manager. The Chief of Police shall have such responsibilities and duties as set
forth in the Municipal Code of the City of Aspen, as amended from time to time, or policies
adopted by the City Manager. (Ord 21-2016, adopted at November 8, 2016 election)
BACKGROUND: The City’s former Police Chief retired in December 2022. The City,
with the assistance of a professional recruiter, conducted a nationwide search for the
vacancy. Forty-four individuals applied for the position and participated in multiple
interview steps. Five individuals were invited to participate in on-site interview process.
The on-site interview process had six components:
community panel interview with representatives from the
hospitality/restaurant industry, social services, sheriff’s office and
community at-large
community and housing tour with police department and human resources
representatives
police station and government campus tour with police department
representatives
community meet-and-greet with approximately 20 attendees
staff interaction and feedback session
panel interview with the city manager, city attorney, human resources
director and the police chief of a town with a large ski resort

DISCUSSION: Ms. Ferber was selected for the position of Police Chief based upon her
experience, qualifications, leadership, knowledge of community policing, and feedback
from participants in the interview process, particularly departmental staff and community
panel feedback.
In summary, her experience in multiple roles in law enforcement agencies, her ability to
relate quickly with staff and community members and her interest in advancing Aspen’s
approach to community-based policing principles in a collaborative, empathic approach,
make her the most qualified and best suited candidate for the position of Police Chief.
Ms. Ferber’s resume is attached.
Ms. Ferber’s start date will be finalized if Council approves this resolution. It will be no
later than May 1, 2023.
FINANCIAL/BUDGET IMPACTS:Funding for this position is included in the 2023
Operating Budget.
STAFF RECOMMENDATION: It is recommended that Kimberly Ferber be confirmed to
the position of Police Chief for the City of Aspen.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN,
COLORADO, AFFIRMING THE CITY MANAGER’S APPOINTMENT OF
KIMBERLY FERBER AS POLICE CHIEF.
WHEREAS, Section 6.12 of the Home Rule Charter for the City of Aspen
provides that the City shall have a Police Chief who shall be appointed by the City
Manager with the approval of City Council and who shall serve at the pleasure of the City
Manager; and,
WHEREAS, the City Council wishes to endorse and approve the appointment of
Kimberly Ferber to the position of Police Chief, to be effective with the approval of this
resolution and the hire date to be established by the City Manager to be no later than May
1, 2023.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ASPEN, COLORADO, THAT:
The City Council hereby confirms the appointment of Kimberly Ferber as Police
Chief, with congratulations, effective with the passage of this resolution.
