MINUTES OF OCTOBER 22, 2014
Vice-chairperson, Riley Rippet called the meeting to order at 8:30 a.m.
Commissioners in attendance were Don Sheeley and Kiki Raj. Absent were
Siam Castillo, Terry Butler, Fred Ayarza and Bill Dinsmoor.
Finance structure of the square footage fee for mall leases.
Aiden Wynn from El Rincon asked why should not mall leases pay more
than private.
Kiki said because they are subject to our rules and private property does not.
JR from Mezzaluna said we are only asking that it be a level playing field.
Ian Perry from Escobar said we are trying to create a better footprint for the
city.
JR said we pay $61. dollars a square foot for all inclusive including the
outside. There are more restaurants coming. We are not opposed to
competition. When the city is offering space what can the city do for
existing restaurants.
Jim Pomeroy said almost 100 restaurants have the opportunity to use private
space.
Ryan O'Donnel from Ellina's said they now get foot traffic from restaurant
row and in the past they did not.
Ian said we don't offer dinner and we need to redirect traffic for all the
restaurants.
JR asked what can the city do to help existing restaurants: tax credit for the
square footage of their patio spaces; free parking with a restaurant receipt.
Riley said there is free parking after 6:00
Ian said we need to include Mezzaluna and Cantina in the flow.
Kiki suggested they have a patio association.

Don said that the ACRA and restaurant representative should be involved
and that a restaurant association should be formed.
Ian suggested the mall leases be a three year lease because of capital
improvements. No one will invest unless we have a longer time period.
Bill Guth from Hops said his issue are the cords. The City should use a
conduit.
Ryan said the lights on the end of Hyman did not come on all last winter.
Riley summarized:
Options for a tax credit.
Fee increase? When is that occurring.
Notify people if the fees go up.
Electrical outlets on for the winter should be checked.
Bill Guth said he doesn't want to jeopardize the outside dining because it is
good for Aspen.
Ian said we need to bring people to Aspen between thanksgiving and
XMAS.
Jim Pomeroy said Vail does a price fix for dinners at a certain period of time
and it is very successful.
Ian said I would be great to know the density in advance for the mall leases
so we all have something to work with for the summer.
