HomeMy WebLinkAboutcclc.min.020415 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF FEBRUARY 4 2015 Chairperson, Riley Tippet called the meeting to order at 8:30 a.m. Commissioners in attendance were Kiki Raj, Bill Dinsmoor, Terry Butler, Don Sheeley and Fred Ayarza. Siam Castillo was absent. Kiki Raj was seated at 8:48 Detective, Jeffery Fain Kathy Strickland, Chief Deputy Clerk Linda Manning, City Clerk Jim Pomeroy, Community Development Trish Aragon, Engineering Department head Tyler, Christoff, Engineering Justin Foreman, Engineering Tony Kornasiewicz, Engineering Dan Nelson, Parks Minutes: Fred moved to approve the minutes of January 21, 2015; second by Don. All in favor, motion carried. Don introduced Elizabeth Milias. Don asked Elizabeth to come to the meeting and introduce herself and to apply for a vacancy on CCLC. Elizabeth said she has the time and interest. Elizabeth said she is gone in the summer but very interested in serving on the CCLC. Bill and Fred said they know Elizabeth and they would support someone that is knowledgeable about our town. Terry said we need more bag dispensers installed in the core. People aren't going to walk two blocks to get bags. Construction Mitigation Trish Aragon introduced Tyler Christoff, Justin Foreman and Tony Kornasiewicz from the Engineering Department. Trish said they are re-looking at construction mitigation on upcoming projects. We are trying to get input from the community and then go to a work session with council. We are looking at the community end and development end. 1 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF FEBRUARY 4, 2015 We need to look at construction hours; parking and construction sites impacting on our sidewalks. Right now construction is 7:30 to 5:30 M - F 9:00 to 5:00 Saturday Citizens are adamant about,the hours and I don't see the hours changing. Parking and sidewalks: parking around the sites inflames the neighbors and adjacent businesses. We need input on parking etc. Construction sites need the areas for their vehicles and staging. Noise is our number one complaint. Visual impacts and impacts on adjacent businesses is also a concern. If you put up blankets and walls you will meet the decibel level of 80. We are proposing to use a noise meter on the site. It will give us the sound and when the violations occurred. We require fencing around the site and we don't see that changing. Impact on adjacent businesses: We don't outline exactly what that is. We would like to reduce impacts on adjacent business sites. We will need your input. Bill asked about inside construction. Trish said in the off season we will let construction occur inside for longer periods. We should have rules in place. Bill said the longer projects go on the more expensive they are. Trish said the most impactful time is digging the basements etc. Kiki said the project across from the Baldwin Gallery was a better project when they put the flower boxes up (Gap). It made the project tolerable. The majority of spaces on Galena Street are taken by construction people. Bill said if their vehicle is used for construction that is different. Supervisors etc. don't need to park onsite. Maybe give some kind of incentive. Don suggested offering a certain amount of stickers to each construction site. 2 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF FEBRUARY 4, 2015 Fred said his concern is business interruption in the core. Look at each site individually regarding adjusting the hours. Downtown interruption with businesses is a concern. Terry said from working with the CCLC we got the trash picked up at 8:00 instead of 7:30 a.m. so the core isn't impacted. Trish said we restrict the noisy activity to 9:00 a.m. Kiki suggested a community liaison on each construction site to keep an eye. open. Terry suggested a signature verification for each construction site regarding the vehicles. Bill said he would prefer to see a natural construction pace and not to push things through. Fred said when we had three projects in the core we lost an enormous amount of parking. Trish said we were thinking about videoing and using a noise monitors on the sites. Impacts on adjacent businesses. Trish said we need input on what kind of things will help you when a construction site is beside you. We need public outreach regarding this. Trish also said the mall area is a concern. 'We would like CCLC to get input from businesses on construction mitigation for the mall and CCLC can be the facilitator. Fred suggested utilizing the off season and expand the hours. Kiki suggested changing the delivery hours. Mall leases: Jim Pomeroy said no tents with side are permitted., 3 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF FEBRUARY 4, 2015 Tony Kornasiewicz said regarding electricity no tripping hazards including extensions cords across public right-of-way. Linda Manning, City Clerk said a diagram of tables, umbrellas with exact dimensions needs to be provided. How far out do your umbrellas go? Jeffrey Fain said enforcement is a concern. Kathy said she got a request from Bill Guth to expand the mall lease ending date to include Halloween. Presently the leases end October l 11h Dan said he doesn't like the extension of the mall lease. The Parks does maintenance to the mall at that time etc. Bill said he also agrees not to amend the mall lease. Riley suggested if someone wants to do an event for Halloween they should apply for a special event. MOTION: Riley moved to adjourn; second by Bill. All in favor, motion carried.
