Galena St. Aspen, CO 81611 SUBJECT & SITE OF APPROVAL: Insubstantial Planned Development Amendment, Aspen Golf Course Lot 1A Golf Course ZONING: Park (P), Planned Development (PD) SUMMARY: The City of Aspen Water Department requests an insubstantial amendment to the Aspen Golf Course Planned Unit Development to allow for the construction of a pressure reducing valve (PRV) vault/structure. This facility will replace the existing manhole used to access the PRV. The Aspen Golf Course is located in the Parks (P) Zone District with a Planned Development (PD) overlay (Ordinance 69, Series 1982). Due to natural sloping towards the Roaring Fork River, pressure reducing valves are necessary to allow water pressure to be regulated along the northern portion of the service area. Currently, the PRV can only be accessed by lowering into the manhole on the golf course. This access is no longer to City standards and the Utility Department seeks to update the PRV and its access. The proposed vault location is shown in Exhibit A. The vault will be accessed via the Chatfield Trail. A berm will be constructed around the vault to shield the structure from the Aspen Golf Course and surrounding neighborhood. The Water Department will coordinate with the Parks Department and the Aspen Golf Course for an appropriate revegetation plan for the site. Construction will occur and be completed prior to the start of the Aspen Junior Golf season or otherwise requested by the Aspen Golf Course. STAFF EVALUATION: The proposed change meets the review criteria for an Insubstantial Planned Development Amendment (Exhibit B). The new PRV vault will upgrade an existing utility to current City standards and will not change the use or character of the Aspen Golf Course. Planned Development, Amendments, Insubstantial Amendments; insubstantial amendments may be authorized by the Community Development Director if the proposed development meets the review criteria. 1. The request does not change the use or character of the development. The PR vault will replace an existing manhole on the golf course shown in Exhibit A. The new utility is located on the edge of the golf course. The new facility will allow service to the PR without disruption to gofers. The structure will be shielded from view with a vegetated berm. Staff finds this criterion met. 2. The request is consistent with the conditions and representations in the project's original approval, or otherwise represents and insubstantial change. . The PR vault is necessary to replace the existing manhole that is not up to current City standards. The new vault will read as a small, vegetated hill from the driving range and will not impact players on the course. Stafffinds this criterion met. 3. The request does not require granting a variation from the projects allowed use(s) and does not request and increase in the allowed height or floor area. The project is located in the Park (P) Zone District with a Planned Development (PD) overlay. While neither Ordinance No. 69, Series 1982 nor Section 26.710.240, Park (P) Zone District state utilities as an allowed use, the PR vault is an essential public facility providing potable water service. The vault enclosing the PR is uninhabitable and is not intended as living space; therefore does not increase the allowed floor area. Stafffinds this criterion met. 4. Any proposed changes to the approved dimensional requirements are limited to a technical nature, respond to a design parameter that could not have been foreseen during the Project Review approval, are within dimensional tolerances stated in the Project Review, or otherwise represents an insubstantial change. The utility improvement is insubstantial in nature as the PRV vault is an upgrade an existing manhole to current City standards. Stafffinds this criterion met. 5. An applicant may not apply for Detailed Review if an amendment is pending. No amendments are currently pending; therefore, this criterion does not apply.
