MINUTES OF JULY 3, 2002
Chairman, Bill Dinsmoor called the meeting to order at 8:30 a.m.
Commissioners present: Terry Butler, Jon Busch, John Starr, Eric Cohen,
Andrew Kole and Charles Kennedy.
COMMISSIONER COMMENTS
Bill relayed that some vendors need to go back to their pickup truck to
restock and re-supply and there is a problem of how to do that and fit into
the guidelines as a practical application,
Tim Ware, Parking Director said he is willing to open the alley to the east
for the vendors to unload and store their vehicles. City Hall is closed on
Saturday's so the spots Should not be occupied. Tim will have the spaces
posted ever Friday. Regarding the spots on the street, Tim relayed that they
are down 44 paying spaces due to the farmers market. If we start dedicating
we are taking away the spaces that are needed for people who are attending
the market. Main St. has HOV spaces that are free on Saturday's, as does
the 100, 200 and 300 block of Spring Street.
Jeanette Whitcomb, EnvirOnmental Health Officer said some of the vendors
have the long trucks to unload cases of peaches etc. that are requested by the
purchasers or ordered in advance. Other vendors such as Homestead Beef
need the long trucks for refrigeration:
Charles said he talked to Jack about the track situations. If we find other art
vendors that were shallow and six feet deep possibly we could put them in
front of the trucks. Jack was in favor of that idea. Possibly the farmers
market could have a common runner that went to the trucks to get the re-
supply.
Joanne Walpole showed some additional hand made,leathers that she would
like to carry and sell in her booth. The board accepted the items. She will
work out the arrangements with the designer regarding the sales tax
collections etc.
Barry Gordon wants a finale show put on at the end of the demonstrations in
Sept. He will be working with Jeannette Whitcomb from Environmental
Health. He also said it is hot and people are trying to get out of the shade.

He has purchased a tent and intends to buy four more tents so thc
individuals are under the tent and out of the sun. The cost will be $400 and
some dOllars each. He would like to find out how to get reimbursed for the
tents.
John Start said he feels it is a great idea and Barry should get Bill Tomsich
involved and try to get a special event together for the finale.
Bill also agreed that the finale falls in line with a special event and should
go to the special event committee. AIl board members agreed.
Bill said individuals have requested that the space be used before the food
demonstration for vendors. The board members agreed.
Andrew said there is no money in the city to fund the purchase of tents.
Possibly Barry could get a co-sponsor.
Terry said it is hot and he understands Barry's concern. Charles also
agreed,
Andrew suggested Barry go to ACRA.
Jon Busch reminded the board that anyone can go to City Council and
request funds. The Nordic council has a tent with a large aluminum frame
in storage in one of the trolleys that might be a possibility.
Barry said he is going to buy the tents himself. He intends to play CD's a
half an hour before the food demonstration.
Jeanette said visually the tents might prevent individuals from seeing the
food demonstration.
Andrew said if there were activities past noon then it would be beneficial to
have the tents,
Eric said we need to get events in the afternoon. Possibly the existing
vendors could do some demonstrations.

Terry said Barry needs manpower and it is one of the things that we face in
the valley. Terry suggested that Barry go to the restaurant hosting that day.
It is hug advertising for the restaurant.
Eric said ask ACRA to buy the tents for themselves so that they can be
rented out.
Andrew suggested a gift certificate could be given to the person helping to
take down the tents.
Noise ordinance.
Jeanette said they are looking at re-vamping the noise ordinance.
Terry said she is opposed to construction at 7:00 a.m. and trash pickup
before 8:00am. The smell of trash is very offensive to guests and people
living in the core.
Jon said over the years we have had problems with people piping their
music out on the mall.
Terry said at 10:30 nightclubs crank their music and the amplification can
be heard into her hotel. She is constantly defending non-amplified music
unless it is a special event. The decibel levels do not work. She has been
dealing with construction noise for three years. When you share walls with
your neighbors, noise has to be contained and has to be at the hours when
people aren't sleeping.
John Starr said you need to look at every single potential neighborhood and
see what their particular issues are. The commercial core is one area and
there is not one size fits all. John is concerned about the construct/on noise
and the vendor noises, particularly the carpet cleaners who run their vans for
hours and hours. The decibel level is objective and tests can be done and
there is some certainty to that. John said he doesn't like the idea that
construction workers can work at night in the core area. One of the reasons
they start early is to get up to Aspen before the traffic.

John Starr said the pumping out of music is irritating. Maybe
Environmental Health could look at more flexibility on the live music.
Jon Busch said he pointed that an accelerating bus exceeds 65decibel level.
He stated that we need two sets of criteria, special events and the noise from
the restaurants and nightclubs etc.
Bill suggested Jeanette give the board specific tasks and some areas to work
on and they will go out and talk to the people and come back with a report.
ACRA -Event Coordinator
Ecouomic Sustainability Study
Bill went over some of the ideas from his meeting with the ACRA.
ACRA - Obstacles that we face regarding tourism.
Look at the whole valley not just Aspen.
Ability to capture basic data to see what is working and what is not
working.
Bed base and airline access seats.
Marketing strategies.
Link the mountaintops together.
Affordable retail.
Broad based funding.
Mall and tree impacts.
Andrew relayed that the ideas are great but until we have someone that can
do something and follow through nothing can happen.
John felt that the CCLC needs to get involved with sustainability study.
CCLC has a semi-official function in the city.
Andrew said the CCLC, as a group needs to decide on the event
coordinator.
When the ACRA redoes their budget we could recommend that an x amount
of dollars be put in to fund this position in their budget and if they don't put
it into the budget as a funding position the CCLC will look elsewhere.

Bill said he canvassed some city council members and has some suppor~
regarding the coordinator. Bill said he and Andrew have been invited to be
on the committee.
MOTION: John moved that CCLC authorize our representatives to
recommend to the ACtL4 Sustainability Committee that it add an
appropriate amount of money to its budget to provide for a specific person
or company to move forward with the event coordinator concept. If adding
that function as an additional job description to an e,¥isting person does not
meet our needs with a response by the committee, the CCLC also authorizes
our representatives to suggest to them that we will explore this opportunity
further with the City Council with the bed tax as a potential source of
revenue; second by Andrew. All in favor, motion carried 5-0.
Yes vote: Bill, Andrew, John, Jon, Terry
Andrew said according to the agreement the funds cannot be used for
existing programs or staffing. The bed tax can only be used for new stuff
that generates business.
MOTION: Bill moved to adjourn; second by Eric. All in favor, motion
carried.
