HomeMy WebLinkAboutresolution.council.085-23RESOLUTION # 085 (Series of 2023) A RESOLUTION DECLARING THAT A STAGE ONE WATER SHORTAGE CONDITION EXISTS IN ASPEN, COLORADO, AND AUTHORIZING THE CITY MANAGER TO IMPLEMENT ADMINSTRATIVE ORDERS SETTING FORTH MANDATORY WATER USE CONTROLS TO REMAIN IN EFFECT DURING THIS CONDITION. WHEREAS, Portions of Pitkin County are currently experiencing "abnormally dry" drought conditions as determined by the U.S. Drought Monitor; and WHEREAS, the National Weather Service forecasts above average temperatures and average precipitation over the next three months; and WHEREAS, the City of Aspen has established procedures to guard against potential shortages in its water supplies pursuant to Municipal Code Section 25.28.020; and WHEREAS, the City of Aspen wishes to encourage its residents and water customers to conserve available water supplies through temporary adjustment in water rates. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, That the City Council of the City of Aspen hereby declares that a Stage One water shortage condition exists in the City of Aspen, Colorado. It is further resolved by the City Council that the temporary water rates contained in Section 25.28.40 of the Municipal Code will be in effect for the duration of the water shortage declaration. Nicole Hen ing, City Clerk Voluntary Water Use Schedules for City of Aspen Following Baseline Watering Standards for the Roaring Fork Watershed The City of Aspen is',asking potable water customers to voluntarily adopt the outdoor water use schedule outlined below for the upcoming irrigation season. The City of Aspen would be following the water use schedules that the Town of Basalt, City of Glenwood Springs, and Snowmass Water & Sanitation District have in place. Residents, commercial, or industrial entities that have water rights to irrigate from well, raw, or ditch water are exempt from these standards but are encouraged to comply. These coordinated watershed -wide standards are intended to be baseline mandatory standards, such that every customer receiving water from a municipal provider would adhere to the standards outlined below on a regular basis. Water Use Schedules 1. Watering Schedules. a. Outdoor watering schedules shall be in effect year-round and are as follows: i. No watering shall occur between the hours of gam and 6pm. ii. Customers whose property address (base number) ends in an odd number may irrigate outdoors on Wednesdays, Fridays, and Sundays only. iii. Customers whose property address (base number) ends in an even number (including 0) may irrigate outdoors on Tuesdays, Thursdays, and Saturdays only. iv. No outside irrigation shall be allowed on Mondays. v. In effect, a customer with an address ending in an odd number may only water on Wednesdays, Fridays, and Sundays between the hours of 12am and gam and/or between the hours of 6pm and 11:59pm. A customer with an address ending in an even number may only water on Tuesdays, Thursdays and Saturdays between the hours of 12am and gam and/or between the hours 6pm and 11:59pm.
