1.0 General
Total square feet of soil disturbed is 1122 SF.
2.0 Project Introduction
2.1 Disturbance Area: Total Interior Remodel area is 0.00 sf.

2.3 Description/Background Information : Adding a new concrete garage apron and
concrete parking area (738.57 SF) and replace front walkway to the street with a concrete
path(383.1 SF). New concrete will be electrically snow-melted except the portion of the
front walk in the Right-of-Way(98.4 SF). Total Snow-melted area is 1023.27 SF.
Drainage requirements according to the Civil Engineer's plan will be installed including a
drywell near the alley ROW and a detention bed at front walkway. A Solar PV system
(minimum 5.35) kW will be installed on the roof-top for RREMP fee offset.
3.0 Project Documentation.
3.1 Permit Types, Permit#s. Building Permit, PV Solar permit. Will be attached when
issued.
3.2 Public/Project Notification. The project specific Construction Management Plan will
be presented to the permit coordinator. The CPM will address the project representative,
project schedule and estimated impact to applicable parties. All parties within 300 ft will
be notified a minimum 10 days prior to commencement of work.
3.3 Project Sign. Project sign shall be posted according to City Municipal Code 26.510.030B4

4.1 Dates of Construction: Begin March 15, 2019 for 2 weeks of prep and planning. April
lst start to excavation at the alley side ROW. 8 Week duration. Projected end of project:
May 17, 2019.
4.2 Hours of Construction:
7:30 am- 5:30 pm Daily M-F and 9:00 am—5:00 pm Saturday where
necessary. Holidays and various Non Working days set
forth by the City of Aspen will be followed.
4.3 Construction Sequence-Schedule: Construction will take approximately 2 months.
Sequence: Layout, utility locates and ROW permit submission, Excavation, dry well and
drainage install, slab prep and concrete forms, electrical snowmelt install, concrete
placement and finishing, solar install and electrical hook-ups.
4.4 Adjacent Property Owners: Adjacent Properties will be notified of the construction.
4.5 Construction Fencing. Orange construction fencing will be utilized to protect
pedestrians and vehicles from excavated areas.
4.6 Public Health and Welfare. All care will be taken by project proponents to protect the
public health and welfare, including dust control, noise control, and site maintenance.
4.7 Natural Environment. All tree and natural resource protection measures is identified in
the Plan and will be in place prior to the commencement of any construction or
demolition activities. Fencing will be installed outside the drip line of trees if required.
5.0 Site and ROW management plan
5.1 ROW Management Plan—See attached Plan
5.2 Emergency Vehicle Access and Ordinance 35. Ordinance 35 will be adhered to,
emergency access at the property will be maintained at all times.
5.3 Construction Parking Details. Construction vehicles will utilize the existing street
parking and driveways on and around the Property.
5.4 Staging Areas. Staging of materials will occur on site as labeled by the CMP. All
material will be stored in an appropriate area adhering to all BMP's. Absolutely no
staging will occur within the City ROW.
5.5 ROW Limitations. No construction trailer will be required, all materials will be
delivered at time of use, and small materials will be stored in the garage or alongside the
building. No loose material will be stored in any public right-of-way. Trucks will be able
to utilize the driveway however all construction staging for materials such as backfill,
haul off, and concrete will be staged on property per the attached SWMP. Necessary
ROW and Encroachment permits will be pulled for activities requiring staging within the
ROW or Alleyway and coordination with the neighbors will occur.
5.6 CONSTRUCTION TRAILER, MATERIALS STORAGE, AND WASTE
MANAGEMENT
Waste management will be handled by bear proof waste carts placed on site. RECEIVED

Construction related materials will be sorted on site and placed in appropriate containers.

6.0 Traffic Control.
6.1 General. All traffic control operations shall be managed by the designated certified
traffic control supervisor
6.2 Haul Routes. All haul vehicles will utilize HWY 82 to 5th Street to West Hallam Street
and back.
6.3 Onsite Vehicle Limitations. All vehicles proposed to be used will qualify for road
vehicle weight and height limitations.
6.4 Delivery requirements. Trips will be coordinated to ensure that only one large truck
will be onsite at any given time. Delivery vehicles will not be allowed to idle for more
than 5 mins per City of Aspen Vehicle Idling regulations
6.5 Traffic Control Plan. A Traffic Control Plan will be issued by a state certified Traffic
Control Supervisor for the ally closure and ROW work including excavation.
7.0 Pedestrian Protection. The project will comply with pedestrian safety per City code
21.04.060,MUTCD Chapter 6D,the Americans with Disability Act, and IBC Chapter 33.
8.0 Sediment Control.
8.1 General. All necessary Best Management Practices (BMP's) will be in place and
maintained in order to minimize sediment leaving the perimeter of our jobsite. Primary
strategies include:
• Avoid unnecessary site disturbance
• Maintain Grading; install silt fences and sediment traps prior to any soil
disturbance
• Concrete washout will be done back into the concrete trucks due to lack of
space.
8.2 Smuggler Mountain Restrictions. Do not apply.

a) Structural Practices:
a. Silt fences will be installed on the downhill sides of all areas of disturbance as
shown on the civil engineers drainage and erosion control plans.
b. All open excavations will include the temporary development of a low point
with a sump/pump for the removal of stormwater. The sump inlet will be
protected with straw bales or a Dandy Bag type sediment filtration measure.
Clear sump effluent will be discharged where it will not cause further erosion
(to be determined based on construction phasing and available outlet areas
at that time).
c. Temporary diversion ditches and swales will direct runoff from other site
areas through straw wattle and hay bale filtration prior to discharge off the
site. The exact location and alignment of these structures will be determined
in the field based on project phasing and the space needed for construction
staging.
d. Fugitive dust control will be achieved using a hose and spray nozzle.
e. Surface roughening will be conducted in newly excavated areas to provide
temporary stabilization when other temporary stabilization measures are not
feasible (such as gravel or temporary vegetation) or will not be provided
immediately.
f. If for any reason construction is delayed for a period of time exceeding 30
days, more permanent stabilization will be put into place including backfilling
open excavations and reestablishing vegetation with seed and mulch.
b) Non-Structural Practices: Pollution prevention will be stressed among all employees
and sub-contractors, including adequate training of personnel and frequent
monitoring of activities.
a. Proper facilities and procedures will be used for on-site waste storage and
disposal. Daily inspection and maintenance of waste disposal areas will be
conducted. Where possible, waste containers will be covered, and waste
storage areas will be fenced.
b. The contractor will ensure that good housekeeping will be employed during
construction, with all work, materials storage and waste storage areas kept in
a neat and orderly condition.
c. Existing trees and mature vegetation that are not to be removed will be
protected during construction to limit unnecessary disturbance of site soils
and maintain natural erosion control.
c) Materials Handling:
a. All potentially hazardous materials will be stored off site. In the event that
any such materials are stored on site. toxic materials and petroleum products

will be enclosed and contained in an impervious elevated basin sized large
enough to hold the volume of the hazardous materials being contained.
b. Any spill or discharge or construction related materials will be cleaned up
immediately and disposed of accordingly.
c. Any spill not properly contained and cleaned-up will be reported to the proper
authorities.

9.0 Fugitive Dust Control Plan
The project will avoid unnecessary site disturbance and keep a hose and spray nozzle
available to mitigate born dust. All exported soils and other debris will be hauled off via
covered trucks. All areas directly surrounding the site will be maintained daily with
thorough cleanings.
10.0 Emissions.
10.1 General. The project intends to comply with City Code.
10.2 Emissions for Diesel Powered Engines. The project intends to comply with City Code.
11.0 Noise Suppression.
11.1 General. The project intends to comply with City Code.
11.2 Noise Suppression Plan. No Formal Noise Suppression proposal will be submitted to
the City. Contractor will follow City Code.
11.3 Requirements for activities exceeding 70 decibels. The Project intends to comply with
City Code. Activities involving work that creates noise exceeding 70dB will not take
place between 6/1-Labor Day during the Summer Season. All other dates work will not
exceed 80dB.
11.4 Specific restrictions related to manufacturing on site. It is not proposed that any
manufacturing will occur on site.
12.0 Enforcement.
12.1 City Construction Mitigation Officer. The project intends to comply with City Code.
12.2 Corrective Action. The project intends to comply with City Code.
12.3 Inspection Reports. The project intends to comply with City Code.
13.0 CONSTRUCTION MITIGATION COMMITTEE - The project is not applying for
any exemptions
