WOODS CONSTRUCTION ASPEN general contracting+construction management BUILDING DEPARTMENT 2.0 PROJECT INTRODUCTION 2.1 Project Disturbance Area The area of disturbance includes the 6,494 sq. ft. lot plus the surrounding right of way sidewalks, curb, gutter along E Cooper Avenue's south side and S Hunter Street's west side and associated street parking. Infrastructure work will impact the alley way directly adjacent to the building to the south from the access off of Hunter. 2.2 Project Vicinity Map See Attachment A—Project Vicinity Map 2.3 Project Description Stein building will be a renovation to the existing mixed-use structure that is a 2 level building with a partial basement currently. This project will include an addition onto the south side of the building where an existing courtyard will be turned into an additional single story store front commercial space adding approximately 1,028 SF bring the total square footage to 11,589 SF. This project with include new MEP system upgrades, upgraded utilities and infrastructure, minimal façade restructuring, re-roofing, interior finishes to the existing structure, along with a new addition structure to tie into the old building. Sidewalk curb and gutter will be replaced along Copper and Hunter that will be snow melted. 3.0 PROJECT DOCUMENTATION 3.1 Permits/Other Documents This CMP is being submitted as part of the application for a building permit. Asbestoses abatement permits will been attained through the state. The plan sets being submitted for permit include all applicable City of Aspen approvals. GF Woods will also apply for and obtain demolition approval before sections of the existing building is demolished. Copies of all permits issued by the State of Colorado and the City of Aspen will be kept on site along with all approved permit drawings and specifications. 3.2 Public Notification A project update will be provided to the public periodically when pertinent changes occur via website,newspaper, on-site notices, or other means of notification acceptable to the City of Aspen. The update will be distributed directly to neighbors located within 300 feet of the project property. The first public notification will occur no later than 10 days prior to construction. The notification will list the project representatives and will provide the date and time for a preconstruction meeting to be held before the work starts. The meeting will be held to discuss the project and summarize the project Construction Management Plan. GF Woods will invite neighboring property owners, representatives of the utility companies and representatives of applicable City departments to the preconstruction meeting. Representatives from GF Woods Construction and key subcontractors will be available at the meeting to answer the public's questions. WOODS CONSTRUCTION ASPEN general contracting+construction management BUILDING DEPARTMENT 4.0 PROJECT IMPLEMENTATION 4.1 Dates of Construction This project will be implemented as a13 month build. Tentatively slated to start Tuesday September 3rd, 2019 putting the projected completion date at around October 5th,2020. Any work within the City of Aspen Right of Way will not commence prior to obtaining the appropriate permits from the City of Aspen Engineering Department, and will be focused to maximize off-season timelines. 4.2 Hours of Construction GF Woods construction understands that construction hours are limited to 7:30am—5:30pm Monday through Friday and 9am—5pm on Saturday. GF Woods further understands that no construction is permitted on Sundays, 4th of July day and/or weekend if it falls on a Friday or Monday, Memorial Day and Labor Day weekends, Thanksgiving Day, Christmas Day, and New Year's Day. GF Woods further acknowledges the following restrictions: During Presidents Day: • Projects located in the Central Resort Area (CRA) are not permitted to work on any exterior elements, however interior work may be permitted with prior approval. • Projects outside the CRA will be permitted to work. During the Christmas week: • Projects located in the Central Resort Area (CRA) are not permitted to work on any exterior elements, however interior work may be permitted with prior approval. • Projects outside the CRA will be permitted to work. During Holiday Season: • Holiday Season is defined as the days of the week leading up to Christmas until New Year's Day. Refer to Appendix J for Holiday Season dates. • Projects located in the Core are not permitted to work on any exterior elements, however interior work will be permitted. During the Food &Wine Festival in June (Friday thru Saturday): • Projects located in the Central Resort Area (CRA) are not permitted to work projects outside the CRA will be permitted to work. GF Woods understands that specific indoor activities during restricted periods may be permitted with approval from the City of Aspen Engineering Department and that specific conditions will be applied to each project separately. During the off-season 24 hour a day interior work may be permitted within the CRA. If GF Woods wishes to work 24 hours a day, GF Woods will present a work plan to the City of Aspen Engineering Department and agrees not to work outside of the normal construction hours unless approved by the city. WOODS CONSTRUCTION ASPEN general contracting+construction management BUILDING DEPARTMENTGF Woods understands that additional restrictions on construction hours and encroachments may be necessary for Special Events such as the USA Pro Cycling Challenge and the Farmer's Market. GF Woods understands that additional restrictions on construction hours may also be necessary due to the project's specific impacts on adjoining properties which may include limiting work during sales events (for a maximum of two sales events per year), maintaining site lines to adjoining businesses, and providing signage on the construction site advertising the adjacent business. 4.3 Sequence (Phasing) of Construction See Attachment C—Construction Schedule 4.4 Adjoining Properties GF Woods understands and agrees that no person shall excavate on land close enough to a property line to endanger any adjacent public street, sidewalk, and alley, other public or private property, or easement, without supporting and protecting the property from any damage that might result from construction operations. GF Woods will coordinate with businesses operating on adjoining properties and will work with said businesses to help mitigate construction impacts. This will include identifying adjacent businesses and understanding what events (such as sale events) and programs that neighboring businesses have scheduled throughout the year. GF Woods will work with the adjoining properties to mitigate impacts to their events and programs. This will include maintaining sight lines to adjacent businesses as necessary. Adjacent businesses include: -Ajax Mountain Building -525 E Cooper Ave Shops 4.5 Project Fencing During most of the duration of the project except the last during final curb and gutter and construction close out, the north, east, and south property lines will have a moveable construction fence securely placed around the site to control access. The fence will be eight feet (8') in height and constructed out of chain-link fence with mesh windscreens. A sound barrier fence will be erected during the first phase of shoring and foundation construction. Please see Section 11 for fencing noise suppression techniques. 4.6 Public Health and Welfare This construction management plan was devised to protect and respect the public health and welfare. WOODS CONSTRUCTION ASPEN general contracting+construction management BUILDING DEPARENT Natural Environment There are trees located in the right of way along both Cooper and Hunter. The large caliper trees will be required to remain in place as detailed in the site plan. These will require protection and will adhere to section 13.20.020b of the municipal code. Given the site proximity to the driplines protection zone we will do our best to maintain this zone, but given access requirements these may need to be slightly altered to accommodate construction activities in proximity to theses trees. Existing trees within the property lot in the existing courtyard will be removed in the clear and grub phase in preparation for excavation. 5.0 SITE AND RIGHT OF WAY MANAGEMENT 5.1 Right of Way Management Plan See Attachment D—CMP Site Plan 5.2 Emergency Access and Ordinance 35 GF Woods will maintain continuous emergency vehicle access on and around the site, including but not limited to police, fire, and ambulance services. See attachment E; Ordinance#35 5.3 Construction Parking Details The Victorian Square project will minimize the number of vehicles traveling to the site by taking the following measures: Traffic Demand Management Plan: 1. Carpool and Vanpool Program—GF Woods will require its employees and employees of its subcontractors to form carpool groups of two or more adults to reach the worksite, or provide a company-sanctioned vanpool. These carpools/vanpools will originate no further up valley than the Brush Creek Intercept Lot. GF Woods will require copies of carpool passes issued to said carpools to be available in the vehicle for inspection by the city. 2. One Company Vehicle per Subcontractor—GF Woods will include a provisions in its subcontracts for this project requiring that each subcontractor bring only one company vehicle per day into the City of Aspen for work related to the Stein building, with a caveat if more than one vehicle is required to facilitate practical means and methods, a request must be submitted to GF Woods for approval. WOODS CONSTRUCTION ASPEN general contracting+construction management BUILDING DEPARTMENT 5.4 Staging Areas The Stein building project does have an alleyway directly adjacent to the property and GF Woods will use this alley for short-term staging and facilitating construction deliveries whenever possible. Applicable emergency access will be maintained through this alley for the deration of the project. GF Woods understands that ROW encroachments are to be minimized and used in as short of duration as possible to minimize impact. WOODS CONSTRUCTION ASPEN general contracting+construction management BUILDING DEPARTMENT GF Woods understands the Limitations for Encroachment Zones set forth in the CMP Requirements Manual. GF Woods will adhere to said limitations as best as possible, but will respectfully request that we be allowed limited encroachment beyond what is provided by the guidelines to meet means and methods requirements to complete shoring and foundation of this construction along with facade alteration given the release dates of the permit. We would request a potential encroachment on both Cooper and Hunter to accomplish foundation and or façade work during the on season. Please refer to the attached CMP Site plan that outlines encroachments. GF Woods would like to review all encroachments directly with the engineering staff before finalizing a plan. See Attachment D—CMP Site Plan 5.6 Construction Trailer, Materials Storage and Waste Management The attached CPM Site Plan shows the areas designated for the construction trailer,job materials storage, portable restrooms, and waste management and recycling containers. GF Woods understands that loose job material storage is not allowed in ROW under any circumstance. GF Woods understands that it must submit a waste management plan to the City prior to beginning demolition or construction. Due to space limitations it will not be practical to sort materials for recycling on site. GF Woods will be relying on waste receiving and recycling facilities to use their discretion to maximize reuse and recycle of applicable materials See Attachment F—Construction Waste Management Plan GF Woods further understands that: 1. Project must recycle co-mingled materials (plastics#1-#7, tin, aluminum, and glass). 2. Project must recycle cardboard. 3. GF Woods shall provide containers or bins for recycling these materials. 4. Project must comply with Colorado and Aspen landfill bans, i.e. no disposal of electronic waste, fluorescent light bulbs, hazardous waste or yard waste and that said banned materials shall not be disposed of in the trash. 5. Any dumpster or other trash receptacle that is used for food refuse must be constructed in such a manner as to render it bear proof and that all such containers shall be adequately covered at all times until transferred to the landfill. 6. It is unlawful to permit accumulated debris, litter, or trash on any construction site to blow or scatter onto adjoining properties. 7. An onsite hazardous material spill cleanup kit is required, as specified by the City Engineer, that contains, at a minimum, a 25 pound bag of Floor- Dri (or equal), absorbent pads, and other spill kit materials. WOODS CONSTRUCTION ASPEN general contracting+construction management BUILDING DEPARIENTTRAFFIC CONTROL 6.1 General GF Woods understands that all traffic control operations shall be managed by the designated certified traffic control supervisor and that traffic control plans are to be submitted to and approved by the city prior to impacting auto or pedestrian traffic. 6.2 Haul Routes See Attachment G - Haul Route Map 6.3 Onsite Vehicle Limitations Since the proposed building covers most of the lot, there will be no "onsite" vehicles. All vehicles bring workmen, materials and equipment to the site will comply with State of Colorado weight restrictions. 6.4 Delivery Requirements GF Woods Construction understands and agrees that: 1. Traffic control required for deliveries must be fully coordinated with the City of Aspen Engineering Department. 2. Roads will not be closed under any circumstances, unless granted permission from the City of Aspen Engineering Department. 3. Deliveries times will be coordinated so that only one large truck will be on site at any given time. 4. Deliveries will only occur during permitted working hours which are 7:30am—5:30pm Monday through Friday and 9am —5pm on Saturday. 5. Delivery and Heavy Duty Vehicles must have a visible sign on the vehicle that specifies the project contractors name and phone number. 6. Delivery vehicles and all other onsite vehicles are not allowed to idle for more than five (5) minutes, with the exception of generators or PTO type operations. 7. GF Woods will adhere to the city's idling policy which is attached hereto as Attachment— H See Attachment H — Engine Idling Policy 6.5 Traffic Control Plan GF Woods or applicable subcontractor will submit a Traffic Control Plan (TCP) as required prior to interfering with traffic on any public right-of-way. Any TCP will be prepared by a State Certified Traffic Control Supervisor. The plan will conform to the most current edition of the Manual of Uniform Traffic Control Devices for Streets and Highways (MUTCD)and be submitted to the City of Aspen Department of Engineering for approval/permitting. The project is not located in a school area and does not interfere with any school bus stops or school walk routes. WOODS CONSTRUCTION ASPEN general contracting+construction management BUILDING DEPAliVENTPEDESTRIAN PROTECTION 7.1 General GF Woods will comply with pedestrian safety per City code 21.04.060, MUTCD Chapter 6D, the Americans with Disability Act, and IBC Chapter 33. GF Woods understands that Sidewalk closures in the core will not be permitted. Pedestrians must be accommodated without having to cross the street. Short duration closures in the core may be considered during the off season 8.0 SEDIMENT AND EROSION CONTROL 8.1 Storm Water Pollution Prevention Plan All necessary Best Management Practices (BMP's)will be in place and maintained in order to minimize dirt entering the streets. Primary strategies are as follows: • Avoid unnecessary site disturbance. • Maintain grading; install silt fences and sediment traps prior to any soil disturbance. • The installation of a tracking pad will be impractical due to the limited space available. GF Woods will make sure that the short ramp into the excavation is kept as mud free as possible by use of screened rock over geo-textile fabric and not using the ramp in wet conditions. • The washout of concrete chutes will have to be done back into the concrete trucks due to the lack of space on site. GF Woods will do everything they can to make sure that the concrete trucks do not wash out illegally offsite. • Hard plastic kiddie pools will be used to protect the ground below the concrete pump transfer points. Spills captured will be allowed to dry and will be placed in the site trash receptacle. • Pathways around the building will be stabilized primarily through the use of screened rock over geo-textile fabric. 8.2 BMPs for Stormwater Pollution Prevention Best Management Practices (BMPs)will be employed for stormwater management as indicated in the following sections. The construction sequence as indicated in 4.3 above will help minimize the total area of disturbance at any particular point in time. a) Structural Practices: a. Silt fences will be installed on the downhill sides of all areas of disturbance as shown on the civil engineer's drainage and erosion control plans. b. All open excavations will include the temporary development of a low point with a sump/pump for the removal of stormwater. The sump inlet will be protected with straw bales or a Dandy Bag type sediment filtration measure. Clear sump effluent will be discharged where it will not cause further erosion (to be determined based on construction phasing and available outlet areas at that time). Temporary diversion ditches and swales will direct runoff from other site areas through straw wattle and hay bale filtration prior to discharge off the site. The exact location and alignment of these structures will be determined in the field based on project phasing and the space needed for construction staging. d. Fugitive dust control will be achieved using a hose and spray nozzle. e. Surface roughening will be conducted in newly excavated areas to provide temporary stabilization when other temporary stabilization measures are not feasible (such as gravel or temporary vegetation) or will not be provided immediately. f. If for any reason construction is delayed for a period of time exceeding 30 days, more permanent stabilization will be put into place including backfilling open excavations and reestablishing vegetation with seed and mulch. b) Non-Structural Practices: Pollution prevention will be stressed among all employees and sub-contractors, including adequate training of personnel and frequent monitoring of activities. a. Proper facilities and procedures will be used for on-site waste storage and disposal. Daily inspection and maintenance of waste disposal areas will be conducted. Where possible, waste containers will be covered, and waste storage areas will be fenced. b. The contractor will ensure that good housekeeping will be employed during construction, with all work, materials storage and waste storage areas kept in a neat and orderly condition. c. Existing trees and mature vegetation that are not to be removed will be protected during construction to limit unnecessary disturbance of site soils and maintain natural erosion control. c) Materials Handling: a. All potentially hazardous materials will be stored off site. In the event that any such materials are stored on site, toxic materials and petroleum products will be enclosed and contained in an impervious elevated basin sized large enough to hold the volume of the hazardous materials being contained. b. Any spill or discharge or construction related materials will be cleaned up immediately and disposed of accordingly. c. Any spill not properly contained and cleaned-up will be reported to the proper authorities. i. Aspen Fire Department, Fire Marshal: 925-2690 ii. Final stabilization and long term stormwater quality are addressed by the civil and landscape drawings submitted as part of the building permit submittal package. 8.4 Inspection and Maintenance Procedures a) A thorough inspection of the stormwater management system will be performed at least every 14 days, and after any precipitation event that causes run off. The inspection will include the observation of the construction site perimeter and discharge points, all disturbed areas, and material storage areas exposed to precipitation. All erosion and sediment control measures will be inspected for integrity and functionality(e.g., sediment fences, hay bales, straw wattles,temporary swales and ditches). b) Damaged or ineffective BMPs will be fixed and/or replaced. Removed sediment will be placed where it will not become an additional pollution source. c) When necessary, BMPs will be added, removed or replaced with more effective measures. All such actions will be documented and the SWMP will be updated to reflect those changes. 9.0 FUGITIVE DUST CONTROL 9.1 Dust Control Plan The project's Dust Prevention and Control Plan are as follows: • Avoid unnecessary site disturbance. • During construction a hose and spray nozzle will be used on exposed soils as necessary to mitigate air born dust. • Exported soils and other debris will be hauled off via covered dump trucks. WOODS CONSTRUCTION ASPEN general contracting+construction management BUILDING DEPARTMENT 10.0 EMISSIONS 10.1 Maintenance GF Woods understands that all vehicles and equipment used on site will be properly maintained such that the engines will function within the manufacture's standards or parameters. 10.2 Opacity GF Woods Understands that emissions from diesel engines operated within the City of Aspen shall be of a shade or density no darker than 40°/0 opacity, except for starting motion no longer than 10 seconds or for stationary operation not exceeding 10 seconds. 11.0 NOISE SUPPRESSION 11.1 General GF Woods understands that projects located in the Core are limited to 70 dB at the property line during the summer and winter season and 80 dB at the property line all other times of the year. All construction equipment shall be adequately muffled and maintained to minimize project noise. The installation of noise barriers is the minimum technique to suppress noise, especially when jack hammering of concrete occurs. 11.2 Noise Suppression Plan The Stein project will include installation of a micro-pile earth retention and therefore we will engaged a sound engineer/consultant to model the site plans, insert noise sources and specify noise mitigation measures to see how noise levels can be reduced. The model will show the anticipated noise levels at various locations surrounding the project and makes specific recommendations for mitigating the noise that will be generated during the demolition, micro-pile and excavation phases of the project. 11.3 Continued Noise Monitoring GF Woods will be providing continuous noise monitoring as required during the noisiest phases of the project including demolition, micro-pile installation and excavation. Placement, set up, and noise documentation to be determined by noise mitigation specialist. Noise monitoring will be recorded by an environmental noise monitor linked with Insight Software to provide measurements and produce reports for the city. RECEIVED 1/7/2019 ASPEN BUILDING DEPARTMENT • 24.16.240 Construction Staging Area, Parking, and Emergency Vehicle Access Management Plan To ensure proper public health, welfare, and safety, the City of Aspen requires approval of job site plans describing construction staging area(s), location and • number of construction--related vehicles, and ensuring proper emergency vebiele access for construction projects within the City of Aspen. These plans are required for all residential construction or remodelingof 1,500 square feet,or more, for any construction or remodeling involving multi-family buildings (three Or more units), or for any construction or remodeling involving commercial buildings. All other construction activity shall be considered exempt from these provisions. The construction project shall be issued street parking permits for the expected duration of the project for a fee. Parking permits issued, Pursuant to an approved Construction Staging Area, Parking, and Emergency Vehicle Access Management Plan, shall permit the all-day on-street parking of construction related vehicles within the specified construction parking area for the duration of the construction project. Construction vehicles parked outside of the approved area or after the specified construction duration shall be considered in violation. The Chief Building Official shall require submission of a Construction Staging Area, Parking, and Emergency Vehicle Access Management Plan with submission of building permit documents. A building permit shall not be issued until such plan has been reviewed and approved by the Chief Building Official. All construction staging and construction parking shall be confined to the areas defined in the approved plan for the job site. Workers shall be encouraged to carpool. Emergency access, as described in the approved plan for the job site, shall at no time be blocked. A stop work order may be issued upon non- compliance. As an alternate, an approved fie watch plan and schedule may be - substituted for the alarm requirement; 3. A free flow shutoff value shall be required on all propane tanks • supplying temporary heat systems;or, 5. Any other plan acceptable to the Fire Marshal. • Prior to the.installation of any temporary heating device(s), the system equipment check list, prepared and maintained by the Fire Marshal, shall be submitted and approved by the Fire Marshal's Office. It shall be the responsibility of the contractor to notify the Fire Marshal prior to the activation of any temporary heating device. The principal contractor. or home owner-builder shall submit a statement acknowledging and agreeing to the terms of this section with submission of building permit documents. A stop work order may be issued upon non- compliance with provisions of this section. (ii) Section 16 of the Appendix II-A of the Uniform Fire Code is amended as ' follows: Section 3: This Ordinance is adopted as an emergency ordinance, pursuant to Section 4.11 of the City Charter, and shall be effective November 1, 2002 and apply to all currently permitted and active construction projects within the City of Aspen thereafter. Section 4: This Ordinance shall not affect any existing litigation and shall not operate as an abatement of any action or proceeding now pending under or by virtue of the ordinances repealed or arneixied as herein provided, and the same shall be conducted and concluded under such prior ordinances. WOODS CONSTRUCTION general contracting+ construction management SECTION 13.08.110 ENGINE IDLING (a) Except as hereinafter provided, it shall be unlawful for any person to idle or permit the idling of the motor of any stationary motor vehicle for a prolonged or unreasonable period of time determined herein to be five (5) minutes or more within any one (1) hour period of time. (b) This section shall not apply when an engine must be operated in the idle mode for safety reasons Including, but not limited to, the operation of cranes and fork lifts used in the construction industry. (c) The time required by a diesel powered motor vehicle with a gross weight rating of ten thousand (10,000) pounds or more while operating in a stationary position to achieve a temperature of one hundred twenty (120) degrees Fahrenheit and an air pressure of one hundred (100) pounds per square inch, shall not be included in the computation of the five (5) minutes determined herein to be a prolonged or unreasonable period of time. The temperature and air pressure as indicated on the vehicle's gauges may be used for determining the diesel engine's temperature and air pressure. (d) The time during which transportation vehicles are actively loading or discharging passengers shall not be included in the computation of the five (5) minutes determined herein to be a prolonged or unreasonable period of time. A transportation vehicle shall be defined for purposes of this section to mean motor vehicles designed to transport a minimum of sixteen (16) persons. (Ord. No 74- 1992, § 1: Code 1971, § 11-2.70)
